Strategies The "Future ofMCSC" proposes that the MCSC focus its operational energies on three basic strategies: 1. MCSC will be a grantmaking entity much in the same way as would a foundation. The MCSC would invest in models and initiatives that would further the strength of the field, but would refrain from building staffing and internal structures to operate these initiatives. The role of the MCSC would be to provide and/or broker support that incubates new ideas and new models with an eye toward sustainability through support through avenues at the local, state and national level. 2. MCSC will forge new partnerships that look as intensively within state government as outside state government. The workforce ofthe state ofMichigan is vast as is its ability to touch the lives of others. The MCSC can help to recognize and promote the existing and future volunteer efforts occurring within state agencies. �3. MCSC will study, analyze and share its learning experiences with the rest of the world to advance the knowledge of the field. The MCSC has traditionally only provided evaluation funds and support to grantees for their own purposes. This resource will continue, but the MCSC will also look to providing impact data on different volunteer initiatives as well as those it funds. One example is to provide an annual report on the health of service and volunteerism in Michigan. Ultimately, this would breakdown indicators of volunteer infrastructure to a county by county level. Moving ahead with marketing and research involves the MCSC gearing up an effective and efficient marketing and research component. Again, this will not involved the MCSC building an entire new staff area. The MCSC will focus on contracting with existing partners and forging new ones to deliver these services. Certainly, the ConnectMichigan Alliance will be one of those that will be able to help in this area. To summarize, this documents crafts the future direction for the MCSC and focuses on the MCSC becoming a grantmaker that invests in, and incubates innovative service and volunteer initiatives. The MCSC will do this by allocating resources, forging and strengthening partnerships, and sharing information that can help communities promote service and volunteerism as an effective community problem solving mechanism. Background This document represents months of strategic planning that was inspired by three major factors: 1. The MCSC has been the fortunate beneficiary of the support and leadership of the current Governor and First Lady. Due to term limits, this may change as a new administration will begin in January of2003 and will may not demonstrate the same level of commitment to the work of the MCSC and its partners. 2. The MCSC is a relatively new organization in state governmental terms and has continuously operated as a "start up" organization. Evidence of this mode of operation include insufficient staffing, no physical space plan (the MCSC has been operating "rent free" since its creation in 1991), extremely limited written policy and planning documentation and no sustainability plan. 3. The recent development of the ConnectMichigan Alliance will force the need for some desirable yet rapid changes in the way the MCSC will do business in the near future. All of these factors were considered when crafting the attached strategy. This strategy was crafted to deal with these challenges and help the MCSC forge effectively forward into some new areas of support for volunteers. �Conclusion In its most basic form, this document is a sustainability plan for the MCSC. It proposes changes in the operations of the MCSC, but not the mission. The MCSC will still serve as a convener, catalyst and broker for the service and volunteer sectors. The MCSC remains dedicated to enabling all citizens, including youth, to engage in public problem solving through service and volunteerism. �~ The Evolving Future of MCSC Sponsored Service and Volunteerism in Michigan: Continuing as a Catalyst, Convener and Grantmaker Michigan Community Service Commission Visioning for the Future Taking Stock with an Eye Toward the Future There are a number of indicators that demonstrate that this is a tilne of great prosperity, goodwill and collaboration within the volunteer and nonprofit sectors, but there is still a great deal of work that can be done. Michigan has been on the front line of the national cause to make volunteering and community service a part of every citizen's daily life. Without reviewing the decades of human charity and philanthropic accomplishments this state has achieved, several milestones can be credited for this prestigious position. First, the vast number of individuals and organizations leading the cause including the late Governor Romney, our now Governor Engler, First Lady Michelle Engler from the public sector; the philanthropic community including the W.K. Kellogg Foundation and its leaders including Russell Mawby, Bill Richardson and Joel Orosz; the thriving network of community foundations ably represented by the Council of Michigan Foundations and its former president, Dorothy A. Johnson; and the continuing expansion of the volunteer centers, campus compact institutions and healthy nonprofits throughout the state represented by the Michigan Nonprofit Association. Together, but existing independently, these individuals and organizations have constructed an intricate and broad reaching infrastructure that supports service and volunteerism in Michigan. There are a number of indicators that demonstrate that this is a time of great prosperity, goodwill and collaboration within the volunteer and nonprofit sectors, but there is still a great deal of work that can be done. State funded volunteerism is at its highest in decades (if not in history). The state of Michigan provides nearly $23 million in state and federal funding to support volunteer related programming for youth, adults, families and seniors. Private funded volunteerism is made strong through the community foundations that provide services to every community in the state. Their strong network of young people work their philanthropy through the Youth Advisory Councils. A draft planning document developed by the Michigan Community Service Commission members and staff. Revised 9/13/00. �Local volunteers are connected with opportunities to serve through the volunteer centers that offer services in nearly 85% of all Michigan communities. Large scope programs like national service have taken root in Michigan with programs like Michigan's AmeriCorps that has positively impacted over 276,000 citizens in our state in 1999 alone. Colleges and universities actively are engaging their students, faculty and administrators in giving back to communities in which they operate through new interactive methodologies including academic service-learning. These are tremendous accomplishments that have built up over generations, but which have made quantum leaps in development in the last decade. Michigan is often touted as the "Volunteer Infrastructure State" by peers and other organizations outside of our state. At the same time, while the organizations involved in the volunteer infrastructure in Michigan are able to point to what "it" is and what "it" does, these same organizations have difficulty explaining to those outside the infrastructure web, why exactly the infrastructure needs to be supported. Even the volunteers the infrastructure supports often do not realize that many of the grants, services and events that support their work would not be available were it not for the systematic and deliberate development of our state's volunteer infrastructure. Many do not realize the true impact and value our volunteer infrastructure can have on a community's ability to deal with local challenge. The vehicle (volunteer infrastructure), while in operation and functional, remains in the background in many communities as they struggle to address serious social issues. The profile of the Michigan Volunteer Infrastructure must be raised, praised and supported to ensure our future and the prosperity of the human spirit. Michigan boasts · bne of_I!ag9ij's five statewide nonprofit associations with a seven figure q~~g~t and hundreds of members. The interests of Michigan's co~@.i'ty foundatiQJ:!.S<ge represented by the nation's largest regional assodati.on of grantmakers-CMF. Michigan, by providing a sufficient flow of flexible resources to the volunteer field, can test and incubate new assumptions, strengthen working models of positive community change and provide training and technical assistance to organizations and individuals that see service and volunteerism as useful mechanisms for problem solving. Michigan, by continuing to convene elements of our public, private, nonprofit and social sectors, can discover new ways to deal with our society's most vexing social, economic and educational issues. Unfortunately, these roles can overlap and create conflicts and ompe~ition, especially if more than one are part of any single organization. For example, MNA is an organization that advocates on behalf of and supports the interests of Michigan's nonprofit community. In addition, it has ·:as part··ofitsrission, the charge to promote volunteerism. MNA receives '"grant fu!14~i"to'lll the MCSC to support volunteer programs operated by its affiliate~}Aisome point, MNA may need to take a controversial stand (to the MCSC'and state government) on a public policy issue with which the MCSC disagrees~ An orgarJ.fz~d()'rl"cannot effectively challenge public policy on behalf ofpriva~e Prganizationswhile simultaneously accepting public funds from the very:agency it,is trying to influence. Similarly, government is often bound by thcL~nabilitY of its systelll~ to move swiftly and can be somewhat cumbersome in its ability to engage'in detailed programming. Recently, the MCSC proposed creating a nonpr()fi(~QI c3 to help make for a more agile organization that can be respon~iye 'tcrcom.munity needs. The creation of a nonprofit arm of the MCSCcouidhave made for c,bmpetition among MNA and MCSC-a deadly s~tofcircumstance.s in the ~onprofit sector. The question becomes, "How do organizations utilize the agility of the nonprofit sector, tap into the vast resources of government, promote the effectiveness of volunteers and maintain a voice for Michigan's nonprofits?" Simple, compromise, specialize, and institutionalize. IfMCSC and MNA follow this formula, they can truly strengthen volunteerism and make the infrastructure that supports it, permanent. MNA is willing to spin off its signature programnung components (VCM and MCC) to reallocate its administrative resources and free it up to advocate freely on behalf of Michigan's nonprofits. MCSC is willing to spin off its field promotion initiatives that do not directly support its national service and state funded volunteer granting efforts. Specialize MNA will focus on its public policy, advocacy and member services elements of its mission. MCSC wiil concentrate on its roles as a convener, catalyst and grantmaker. Both MCSC and MNA will partner to create a third entity that will allow them to more, better and with a longer lasting impact. How do organization~. Institutionalize The Volunteer Alliance (Alliance) is a bold step in this direction The Alliance will house the Michigan Campus Compact, Volunteer Centers of Michigan while taking on several initiatives of the MCSC including America's Promise, the ConnectMichigan Campaign, Make A Difference Day and the Volunteer Recognition Clearinghouse. Supported initially a $20 million endowment, the Alliance will not need to the vast majority of its human and fmancial resources garnering support for operational costs. These plans are preliminary, but do lay out the mission, goals and objectives of the MCSC. In addition, these plans eliminate duplication, build support for new support mechanisms and build an incubation system whereby additional economies can be defmed in the future. When has our investment been enough and successful?). • The MCSC will serve as a catalyst for creative solutions and incubate creative solutions with the expectation that they will have a life outside of the MCSC once stabilized (spin off to the Alliance, for example). In the following sections, we will defme the various future roles of the MCSC in support of Michigan's volunteer sector. Each role is given a brief description of how it would operate in the current and future contexts then the specific mission and goals are defmed. Finally, where appropriate, specific tasks have been assigned with some recommended outcomes. Today, the MCSC makes available two types of grant fundsnational service program support through the Corporation for National Service and the Volunteer Investment Grants funded through the state General Fund. These funds are distinct from each other in what their ~~ding can be used for, but are similar in that they both require local matching. requirements seem to build a level of local investment in ves that these funding streams support, but what is lessor is whether the local investment can have a long-lasting and sustainable impact. This $2 million was produc~d by holding out an equal share of state funds as leverage. VIG is truly at the cutting edge~i:":iii' a dec~de, we"inay know what type of long-term impact this have on com:fu.unities that worked with the MCSC to build these local funds. As a loQ.g~~¢fiil investor, we believe that the MCSC needs to continue bttiJ~_g,irif~!pcal funds in a way that both invests and leverages~~soll,f~f§)~in pe~tuity as part of a sound investment strategy. · will In the area of national service funding, the MCSC leverages volunteers. The grounding principle of the Michigan's AmeriCorps program has always been that we will use our stipended volunteers (AmeriCorps members) to leverage non-stipended volunteers (NonAmeriCorps members) to solve locally identified social issues. Revised 9113/00 0 �Today, for each AmeriCorps member supported through the MCSC, an additional 25 volunteers are generated. There may be other ways that the MCSC, as a wise investor, can leverage federal, state and local resources in support of Michigan's volunteers. By seeking out other potential investments, the MCSC can help communities diversify the support of local efforts and strengthen their ability to address chronic social issues with comprehensive and long term solutions. ,: . For example, when should the MCSC's investment in a program, initiative or organization stop? To date, the answers have been, "When the funding runs out." or "When the applicant is no longer successful in its programming goals and objectives as defined by the federal or state funding source." While these answers are fine for a traditional government agency, they are hardly unique and certainly not creative. A creative solution might be that the MCSC lay out its investment strategies with stakeholders up front and let them know" that MCSC's investment is toward an ultimate goal that, once ,~"~re~ch~q. will end our fmancial support in lieu of other public or private _ ,,;:~cJ:~:;;:;~q. re~,etft"<?ss. In other words, the MCSC will be looking to support local ,.~· f~§~owards local sustainability. For example, no other state ~Jfcommission has developed a comprehensive funding strategy for ;: weaning grantees off of some or all of their AmeriCorps funding. What if,the;MCSC were to investigate what it is that makes a local AmeriCqrps programwork, test what is it that the federal funds do to make'art''AmeriCoiJis:work? and then determine the best way to build effective prog;~ while increasing local capacity to operate that program? :~~1~' e'xactly what staff did through a series of focus group discussions ,,an.cf analysis' of our grants. The staff then determined that the local grantees sould well afford to support the administrative costs of the AmeriCorps program, but not the member support costs (stipends, educatibn.~wards, training, etc.). . ... :·~ ~ So, what if the MCSCwere to gradually wean and shift its support of AmeriCorps programs from administrative functions to members support costs? As an investor, isn't it wiser to invest only just what is needed to achieve a goal and allow for the remaining resources to support more AmeriCorps programs? This type of strategic grantmaking (leveraging and brokering) could be part of the MCSC's future niche. As an investor, it is easy,Jc}''piace youfresources somewhere that is safe and certain to provide a guaranteed return. Safe returns are stable, provide a level of comfort and an expected outcome. This type of strategy is normally what we see in government programs. These programs define a "cookie-cutter" solution to a complex and overwhelming problem then prescribe a funding formula that may or may not be sufficient to address the issue. Revised 9/13/00 �In the end, what was intended as a investment towards helping solve an issue, usually ends up causing new problems and agencies as communities become over reliant on state and federal funding while creating local complicated bureaucracies that later live only to perpetuate themselves. invest in com1nunity,: problem solving models that teach important lessons that maybe transferable to other co1nnzunities. New models are needed. Ever increasingly, local communities know potential solutions to their unique challenges and only need flexible resources to enact creative and responsible solutions. The MCSC can, as a venture capitalist, invest in community problem solving models that teach important lessons that may be transferable to other communities. The MCSC should seek ways to channel state and federal resources for use by local communities in this manner. In garnering these resources, the MCSC must seek ways to provide the greatest amount of flexibility to local communities while expecting the highest level of accountability of its grantees and of itself. While do so, the MCSC would clearly lay out plans that would incubate new ~odels that, if necessary, would be sustained through other sources. A pgme example, again, is the VIG program. Each of these x pies had their merits, but also lead to a tremendous amount of controversy and distrust. This data would be collected and analyzed by qualified researchers and act as an annual barometer for how, why and how often people volunteer and the needs of volunteer and volunteer oriented organizations. In addition, this data could act as a valuable tool for non profits as they seek support from local, state and national funders for .volunteer initiatives. Each year the study might address a specific issue (education, health, safety, cuiture and the arts, etc.) that the volunteer resources of Michigan might target or examine. This approach of research and marketing of critical data is not new. Public health organizations have been engaged in this type of activity for years. Their work has made significant changes in human behavior including increasing ' immunizations against childhood illnesses, reduction in auto cidents and injuries with seat belt usage, and declines in from breast cancer through early screening and intervention. Revised 9/13/00 �Next Steps Clearly, even if we are all in agreement that these are the proper goals to adopt in order to institutionalize service and volunteerism in Michigan, there is a great deal of work to be done to determine the costs, feasibility and resistance points of such plans. However, as pointed out with regard to the development of the Alliance concept, we must move while we have the momentum and the initiative. Finally, even if general agreement on these changes is reached it will take time to implement them and the MCSC may not transform itself any time soon. On the other hand, the Alliance may develop quickly, the national scene may take a new direction (funding for the Corporation could cease or be increased) and the state support could dwindle. Therefore, no one should expect that the suggestions for change offered in this document would happen right away, but it could. At that time, the MCSC will have a draft of the Marketing Plan and will determine whether to continue contracting with Rx Coaching to fine tune and assist with the implementation of the plan. Mary Grill meets weekly with two coaches-Sandra Xenakis is a marketing expert and Nancy Ray is a strategic planning specialist. Together Sandra and Nancy are working to ensure that the MCSC Marketing Plan is effective and in line with the MCSC vision, mission, and organizational priorities. The first step in developing the marketing plan was creating a work statement from the current mission statement to more accurately articulate the work of the MCSC. This statement will be utilized to ensure that the MCSC marketing plan stays focused. This statement is not shared with the general public to describe the MCSC, rather it is used internally by the MCSC to ensure that all activities, including the marketing plan, are on track with the organization's stated purpose. The work statement is: The mission of the MCSC is to increase the capacity ofMichigan 's volunteer sector by conducting research and evaluation, sharing information, acknowledging success and effectiveness, securing funds, �granting funds, cultivating potential applicants, selecting high-quality grantees, training grantees, and overseeing and monitoring grantee results for volunteer-focused organizations, agencies, and strategic alliances so that Michigan citizens engage in service and volunteerism to meet community needs. The second step was defining organizational priorities. These priorities will be used to define the objectives of the marketing plan. The following organizational priorities have been identified: 1) Support (fund) innovative volunteer programs that meet local needs. 2) Share lessons learned from what we fund and how we support volunteer programs. 3) Promote service and volunteerism by recognizing and celebrating exemplary volunteers and volunteer programs. 4) Secure needed funding in order to grant funds and operate the MCSC. 5) Support, train, and engage staff and volunteers so that they may carry out the work of the MCSC. 101h Anniversag Celebration The MCSC's lOt Anniversary Celebration has been rescheduled for Tuesday, February 12, 2002. The event will follow the same format as originally determined and will provide an opportunity for the MCSC to thank Michigan's legislators for past support and encourage their ongoing support. Save-the-date post cards are being created and will be distributed to the legislators, commissioners, and other friends of the MCSC in late December. The event program is as follows: • • • Open house: 8:00a.m.- 2:00p.m. in the State Capitol1 st Floor Rotunda. This event will give legislators the opportunity gain insight into the work of the MCSC and its programs. Select MCSC grantees (representing the depth and breadth of the MCSC programs) will set up displays in the Rotunda and adjoining hallways. Grantees and staff will be available throughout the day to talk with legislators and other event attendees. Media Event and Presentation: 11 :45 a.m. in the State Capitol1 st Floor Rotunda. This event will include brief remarks by Mrs. Engler, Dr. Mawby, and others; it will also include the presentation of a Governor's Proclamation to Dr. Mawby on behalf of the MCSC. Private meeting with Mrs. Engler, commissioners, and key legislators: 11 :00 a.m. in a 4th Floor Meeting Room in the Capitol. This event will provide an opportunity for commissioners, including Mrs. Engler, to discuss the work ofthe MCSC with key legislators, to thank them for their past support, and to ask them for their ongoing support and involvement. The key time for commissioner participation is 11 :00 a.m. - 1:00 p.m. although commissioners are welcome to participate in activities throughout the day. �Governor's Service Awards The 9th Annual Governor's Service Awards (GSA) reception and dinner are being held on Monday, April29, 2002 at the Lansing Center in Lansing. Nomination forms are currently available and are due back to the MCSC by Thursday, February 8, 2002. All commissioners are invited to serve as peer reviewer to select the five finalists and winner in each of the 14 categories. The peer review will take place on March 8, 2002 at the MCSC. Ameritech has indicated their intention to sponsor the Governor's Service Awards again this year. Additional sponsors are also being sought. MCSC Web Site The State of Michigan has developed a web site program, E-Michigan, providing mandatory guidelines for web site development for all state agencies. The first meeting of the MCSC and E-Michigan will take place on December 10, 2001. Following this meeting the MCSC will have a better idea of the process of migrating its current site into the new format. These are dynamic times for the nonprofit sector nationally and for Michigan's volunteer community specifically. President Bush recently embraced national service as part of his work to channel federal support more directly to faith-based institutions by appointing Steven Goldsmith to the board of the Corporation for National Service. Michigan is embarking on a $20 million dollar campaign to endow support for statewide volunteer infrastructure. Our work in these areas can have a profound effect on how the future of national and community service is supported and developed in Michigan. This is why it is imperative for us to hone our communication and outreach strategies. Joining you on the Public Relations & Marketing committee will be Commissioners Pickard and O'Day and you will meet every other month until September of2001 or until such time as the work of the committee is completed. I have asked Commissioner Pickard to chair this subcommittee. The specific charge of the committee is detailed in the attached document. The committee will report its findings and recommendations to the full membership of the MCSC at our September meeting/retreat at Brooke Lodge in Augusta, Michigan. Last week was incredibly busy with the wrapping of company business for the year and the college graduation of my youngest son. Below are some ideas that I have and some areas where I can be of assistance to the plan already developed. Please review them and let me know what you think? I will be working during the holidays with the following days off (12/24/12/27, 12/30. 1/3). I would love an opportunity to further discuss these ideas given our short window. Perhaps we can arrange a conference call. I am interested in knowing how the psa recording went, what the media package is like, when it will be available, etc. After the holidays I can focus more on the MCSC and the GSA Marketing Plans. Mentor Michigan Marketing Plan -~:J We need to have identified media partners (radio, commercial television, cable, newspapers) in each of our major regions across the state. • A letter from the governor and First Gentleman needs to go to eac General Manager or other top level leadership requesting support of Mentoring messages during the month of January in the form of news stories, public service announcements, news articles and special interviews. Specifically in Detroit, for the African American Community, I would recommend perhaps a letter that will reference me as a commissioner from the Detroit community who will help coordinate/participate in interviews at WMXD, KISS 102 FM and WCHB (These are stations that cater to African American Adults). (I) I have relationships with key individuals each station). • Radio/TV/Cable Ideas 1. (30/60 vignettes touting mentoring L snapshot stories from mentors, mentee and parents of mentors, Page 1 J �each could end with a tag line encourage adults to contact the commission website and connect with a mentoring organization. (2) Local contests to identify super mentors who are making a difference could be engaged with a media partner in various parts of the state. A special luncheon could be held to recognize a group of 6-10 mentors. The event would be sponsored by the station, underwritten by commercial sponsors and "Significant Mentor" Certificates could be given out to the mentors. The certificates would be signed by the station leadership and the governor and first gentleman. I have had a lot of success with events like this. (3) • We should think about customized radio psa's. Most 30/60 public service announcements are aired at weaker listening times. Sometimes, providing a simple 10-15 second reader that an air personality can read in-between a song or over a song-bed is more acceptable by the radio station (EX. Mentoring can change the life of not just a young person, your life as an adult can be positively impacted too. Phone (1-800-mentor) to connect with a child in your community Today). I can offer some assistance in helping write some of these quick announcements). • In areas where commissioners are located, their involvement as interviewees could be utilized or tied to any interviews with the governor or first gentleman. This will personalize the interviews and pave the way for a commission contact for future volunteer interviews. • In the Detroit Community to address the need for African American Male Mentors, a relationship needs to be forged with the 100 Black Men organization and the governor and first gentleman. I can help facilitate this with the organizations leadership. The group, which is already involved in working with young southeastern Michigan African American males, may have an interest in standing shoulder to-to shoulder with the governor's office working with young people. • Engaging the Detroit Urban league and NAACP mentoring programs for their support can be requested. I can assist in bridging these relationships. Lawson MEMORANDUM TO: MCSC Commissioners FROM: Kathy Young-Welch, MCSC Public Relations Chair DATE: December 10, 2004 RE: MCSC Public Relations Committee Report The Public Relations Committee met on Monday, November 29, at 2:00p.m. via conference call. The following members of the committee were present: Dan Mulhern, Don Newport, Vivian Pickard, Ken Whipple and Kathy Young-Welch. The following staff members were present: Mary Grill, Janice Harvey and Janet Lawson. MCSC Marketing Plan The MCSC Marketing Plan was distributed and the different areas discussed. It was agreed that another section should be added addresses the role of the Commission and branding issues. External Communication: The committee members thought it would be important to do an assessment of the MCSC partners to see what type of internal communication tools (weekly/monthly newsletters, e-bulletins, etc.) they have. The MCSC can then use those tools to share information on events, GSA nominations, etc. It was also suggested to involve the corporate partners in submitting applications for various MCSC awards. The Committee also agreed that there would not be an Annual Report, but possible quarterly E-newsletters. There was also discussion about developing a consistent message and having consistent information to share. A brochure would meet this need. It was also recommended that we see if it is possible to have our statewide data broken down by programs and regions so the Commissioners can have specific information pertaining to their geographical area. Internal Communication: Need to establish an identity for the Commission. The Committee also discussed the branding issues and the difficulty of the all the program logos. �Legislative Relations: The Committee stated that there needs to be more proactive Commissioner updates, that the legislators should be more actively involved in the GSA nomination process, and Commissioners should be know when contacts have been made with legislators in their area. There was brief discussion about an event with Rep. Tobocman (former AmeriCorps member) or Sen. Kuipers, who is a mentor. Program Support: The MCSC needs to promote the idea and concept of AmeriCorps, Learn and Serve, and Citizen Corps. INTRODUCTION The following Governor's Service Awards Marketing Plan is a one-year strategy focusing on recruitment of nominations, selection of award winners, pre-GSA event media, GSA media. This plan will be overseen by the MCSC Public Relations Committee and implemented by the MCSC staff and commissioners. II. PLAN OF ACTION A. GSA Nominations • Diversity is a key component of the nomination solicitation process • Create hard copy and electronic versions of the GSA nomination form • Disseminate nomination form o MCSC- News, Mentor Michigan, and MCSC Program listservselectronically o Mail a hard copy to nominators from the past five years with a letter from JGandDM o Mail a hard copy to winners from the past five years with a letter from JG andDM o Mail a hard copy to MCSC current database o Put a press release encouraging nominations out statewide via PR Newswire o Individual solicitation of nominees (?) o Utilize Commissioners media contacts to get nomination information placed in a variety of media outlets • Write a radio PSA • Prepare a sample newspaper ad o Place GSA nomination information in partner newsletters, on web sites and listservs, etc. • Determine Commissioners who have corporate newsletters and other constituency groups that would help promote nominations. • Determine partner organizations such as CMF, MNA, CMA, United Way ofMichigan, etc. that would help promote nominations. 1 �I' B. Selection of Award Finalists and Winners • • • Diversity will be used as a selection criterion for award finalists and winners. The selection of the award winners will be a multi-level process, facilitated by the MCSC staff, which will include: o Peer Reviewers o Commissioner Reviewers o Sponsor Reviewers o StaffReviewers The final decision of the award winners will be recommended by the MCSC staff and approved by the MCSC/Executive Committee. C. Pre-GSA Press Conference • • • • • • • A press conference will be held to announce the award finalists six weeks before the dinner First Gentleman Mulhern will host the press conference. (Governor?) TV, radio, and print media from each of the finalists' hometown will be invited. Media kits will be developed. State and federal legislators from the finalists' hometown will be invited. Finalists and nominators will be invited. Statewide press release announcing the winners will be issued from Governor Granholm's office D. GSA Event Media • • • • • • • Event emcee will be a high profile celebrity. A partnership will be formed with a television affiliate that will cover the event and send clips to affiliate stations in each winner's hometown. Newspaper exclusives- one newspaper in each winner's hometown will be identified to offer an exclusive interview with the winner. INTRODUCTION The following Mentor Michigan Marketing Plan is a one-year strategy, overseen by the MCSC Public Relations Committee, to be implemented by the Michigan Community Service Commission (MCSC) staff and commissioners. Its activities are focused in the following areas: special events, branding, external communication, and internal communication. II. PLAN OF ACTION A. Special Events and Meetings • Plan and implement the following special events and meetings, including appropriate media plans: Special Events o Regional Meetings o Bi-annual Training Meetings o Mentor Michigan Leadership Council o Mentor Michigan Providers Council B. Branding • Develop a strategy for consistent placement and usage of Mentor Michigan logo • Secure promotional items highlighting the Mentor Michigan logo to be used for mentor recruitment • Train local mentoring collaboratives, MCSC grantees that promote mentoring, and Mentor Michigan VISTAs to use the Mentor Michigan logo appropriately • Develop a plan that utilizes First Gentleman Mulhern as the "face" of Mentor Michigan • Jingle development • Identifiable mentoring song • Develop regional plans effectively utilizing local strengths (e.g. placemats at ski lodges in northern Michigan) �C. The Omnibus Appropriations bill resulted in a 35.4% cut in funding to states for AmeriCorps programs. 2. The unanticipated accounting shortfall in the Education Trust that resulted in the AmeriCorps emollment freeze in November 2002. 3. The additional $64 million liability owed by the Trust due to an accounting error. 4. The proposed solutions to the above issues. On February 20, 2003, the 2003 Omnibus Appropriations measure became law. The bill included funding for formula and competitive grants to states for AmeriCorps programs for the 03-04 program year. Unfortunately, the Omnibus bill reduced state AmeriCorps program funds from $193,492,000 to $125,000,000-a cut of35.4%. This is the most significant reduction made in the entire 03-04 budget for CNCS and the largest ever for states. The bill also included $100 million for the Education Award Trust to make up for the accounting shortfall that precipitated the emollment freeze. As a result, the Corporation for National and Community Service (CNCS) made the decision to lift the freeze on AmeriCorps emollments. The freeze was lifted after an agreement between the Congressional Budget Office (CBO), the Office ofManagement and Budget (OMB), and CNCS that the $100 million Trust appropriation be used for future education awards and not be used to rectify the $64 million owed by the Trust due to accounting errors. In addition, the bill caps at 50,000 the number of individuals that can be emolled in AmeriCorps. �To help address these issues, on Tuesday, March 41h, President Bush sent a letter to Speaker Hastert requesting that: a. The $64 million liability owed by the Trust due to accounting errors be liquidated. b. Congress give CNCS the power to transfer up to $50 million from programming to the Educational Award Trust to cover the unanticipated shortfall. c. CNCS have the ability to enroll more than 50,000 AmeriCorps members. While the President's proposal is a good step forward, there are a myriad of issues left unsolved. 1. The proposal does not call for a restoration of program funding. The funding for state programs is still cut 35.4%. a. For Michigan, this could mean a cut of $2.1 million (of our current $6.2 million). b. This could eliminate 246 ofMichigan's current 696 AmeriCorps members. 2. When next year's budget is presented (for the 04-05 programming year), any increase over the current amount of$125 million will be seen as an increase in the budget. It will not be seen as an attempt to restore funding to the originally expected level of $193 million. 3. The $50 million that can now be transferred from CNCS program funds into the Education Trust, will result in even less funds available for AmeriCorps programs. Therefore, the 35.4% cut to states could be even larger. a. A portion of the $50 million could be taken from the $125 million. 4. The $100 million allotted to the Trust is not adequate as it must cover approximately 20,000 members for the 02-03 program year (those that were impacted by the enrollment freeze) and the proposed 50,000 members for the 03-04 program year. a. $100 million is enough for 21,164 education awards for full-time members. These issues are real challenges for communities as they rely more and more on national service to fill in the social services gaps. INTRODUCTION The Michigan Community Service Commission (MCSC) recently became aware of its need for a Marketing Plan and communication strategy primarily due to the re-focusing of its work as a grantmaker and the changing political climate. In October 2001 a business coaching firm was retained to coach the MCSC through the process of evaluating its marketing needs and developing a Marketing Plan that clearly defines and incorporates the MCSC's mission and vision. One of the first tasks undertaken was a survey of the staff and commissioners on a variety of topics, from the effectiveness of current marketing efforts to recommendations for the future. There was a consensus between both groups that the MCSC currently gains little recognition for its efforts or the results of its hard work outside of grantees and/or the programs that MCSC administers directly. Neither staff nor commissioners feel they receive adequate information about the results of the agency's marketing efforts. Both groups believe the MCSC could use its resources more wisely to give the commission positive exposure with key targets, such as state legislators. The following Marketing Plan was developed to respond to these findings, input from MCSC senior staff, and renewed federal government emphasis on volunteerism and volunteer programs. Highlights of the Plan include: • Redefinition of the mission and messages of the MCSC in language that is easily understood by target markets, including legislators, grantees, and other state agencies • A strong initial focus on internal communications programs, especially in the training of staff and commissioners in recognition of their role as ambassadors for the MCSC • MCSC staff and commissioners will play an active, ongoing role in the implementation of the marketing plan • Creation of more powerful communications tools to achieve marketing objectives, such as a new logo, internal and external newsletters, an updated media database, and outreach activities to put MCSC commissioners in more frequent contact with legislators and other target markets • Training of grantee organizations in how to portray the MCSC to their constituents and how to attain better media coverage of their events and programs • Development of productive recruiting programs for both grantees and members of select grantee programs, such as AmeriCorps • Establishment of an ongoing evaluation system, to monitor how effective the MCSC is in reaching its marketing goals • Implementation, oversight, and ongoing evaluation of the marketing plan will be the full-time responsibility of an MCSC staff member. 1 �The following Marketing Plan is an overview of a comprehensive, multi-year program with both short and long-term objectives. Please note that recommended actions are followed by the specific Objectives (numbered) and Target Markets (lettered) they address. The final version of the marketing plan will include detailed Budget and Timeline that will include priorities, goals, and a detailed action steps for the first year of the Plan's implementation. OBJECTIVES A majority of the state legislators on the Appropriations Committee understand and support the work oftheMCSC Each MCSC staff member and commissioner understands and can articulate the organization's mission and priorities, and carries out a specific role in the implementation of the marketing plan State and federal legislators and their staffs are familiar with the work of the MCSC and with grantees, award recipients, etc. in their district The MCSC is seen by state and federal legislators, media, state agencies, and the social sector (including nonprofit organizations, schools, National Service programs, etc.) as an expert grant maker and resource on effective volunteer programs and information on volunteerism The MCSC's grantee recruitment efforts result in all available funding being granted to qualified Michigan programs annually MCSC institutes a recruitment program that supports AmeriCorps grantees in increasing the number of members they recruit each year Ill. Research • Assess all MCSC external communications programs, including publications, special events, grant programs, etc. in light of newly defined mission and role. Consider whether following programs are appropriate to continue: Governor's Service Awards, Adopt A Part of Michigan, MYPAC, and Youth Poster Contest [2, A-B) • Engage the Outreach Committee in this assessment [2, A-B) • Assess strategic grant making in light of current federal goals (e.g., homeland security, USA Freedom Corps, expanded AmeriCorps, L&S funds, etc.) [2, A-F) • Assess results of other state commissions' communications plans [2, 4, A-D) • Review and update the current database to make sure key Michigan agencies and nonprofit organizations are included, and that they regularly receive information (which could include an external newsletter) on MCSC programs, grant opportunities, requests for proposals, special events, general volunteerism, MCSC's national reputation, and other pertinent topics [4-6, E-F) B. Marketing Communications • Clearly define the mission, role, and operations of the MCSC and simplify the agency's messages to key markets. Develop phrases to describe the agency's mission and activities that are used consistently in all training programs, special events, brochures, news releases, newsletters, white papers and other communications (Staff, commissioners, and grantees will be trained in using these messages.) [1-6, A-G) • Redesign the MCSC logo and ensure that agency visual materials are used consistently and effectively in all events and programs [1-4, A-G) • Explore and implement ways in which to make the MCSC web site more visually appealing, interactive, informative, and fun to use [1-4, A-G] • Evaluate the effectiveness of the current display booth(s) and redesign in accordance with the newly defined language, role, and new logo [1-4, A-F) • Evaluate all MSCS materials in relation to the new language, role, and graphic ID to determine the need for reprinting, rewriting and/or redesigning [1-6, A-G] C. Internal Communications • Design and implement training programs to: [2, A-B] • Train each employee and commissioner to implement his/her part of the Marketing Program (including new language for promoting the MCSC) • Emphasize the importance of marketing and underscore the commission's dedication to marketing excellence • Implementation of key components of the marketing plan will be the ongoing responsibility of MCSC staff and commissioners. Roles will be determined by the MCSC senior staff and monitored by the MCSC staff member responsible for oversight of the plan. 3 �• Implement ongoing internal communications programs (which may include a newsletter) to keep staff and commissioners consistently informed of: [2, A-B] • The results of the research/evaluation of current programs • Grantee success stories and how they are linked to MCSC efforts, including "Spotlight Organizations" • Announcements of new grants or new emphases or policies on grant-making • Special service and/or contributions on the part of MCSC employees and commissioners • Recognition of MCSC by media, legislators, agencies and government departments in Michigan and other states, the federal government, etc. • Program, policy or other changes that affect staff and/or commissioners • Upcoming deadlines for projects • Human interest stories and employee and commissioner profiles • Regular feedback on the results ofMCSC's Marketing Program • Develop a program to utilize commissioners' influence and resources, and solicit and acknowledge their contributions [2, B] D. Legislature Relations • • • Develop a "business plan" for gubernatorial candidates and legislators that: [1, 3-4, B-D] • Includes specific suggestions on how they can support MCSC in state government and at the locaVcommunity level • Appeals to their self-interest and places them in a positive light with their constituents • Takes into account professional and personal information on Appropriations Committee members and other key members of the legislature • Has obvious ties to the national agenda on volunteerism • Includes input from other experts on how to interact with this group • Leverages MCSC's national reputation by developing statistics and communicating them to appropriate parties (state government, nonprofit organizations, etc.) Develop a newsletter or other external publication that presents much of the same information published in the internal newsletter (see above) from an external viewpoint, and includes additional material specifically of interest to legislators [1, 3-4, C-E] Train staff, commissioners, and grantees to promote the MCSC's agenda and role with legislators [1-6, A-F] E. Nonprofit Community Relations • Train current grantees to: [1, 3-6, E-G] • portray the MCSC to external groups-especially state legislators and the media-in a way that is clear, consistent and powerful • obtain frequent media coverage for their events and programs • give ongoing feedback to the MCSC on the results of grantee programs • Target 2-4 grantees from each funding stream to become "Spotlight Organizations" which will: [1, 36, E-G] • Receive additional, detailed and individualized training (see above) • Be highlighted in MCSC media relations efforts, publications, commissioner meetings, etc. • Devise methods for staff to develop stronger relationships between MCSC and other state agencies, including the Department of Career Development and Michigan Department of Education [2-4, A, C] • Develop an effective AmeriCorps Member Recruitment Program that includes: [5-6, C, E-F] 4 �• • • • • An annual assessment of the effectiveness of recruiting efforts Cooperative recruiting efforts with other state agencies, nonprofit organizations, the disability community, and grantees who recruit AmeriCorps members MCSC attendance at job fairs and career fairs throughout the state as appropriate Distribution of information to grantees regarding the cultivation of contacts among the education community, college and university placement offices, and older Americans Design and implement an effective grantee recruiting program [5-6, E-F] F. Media Relations • Update Michigan media contact lists [3-6, G] • Include information on how specific media representatives like to receive information (email, fax, mail, newswires, etc.) • Include timelines/deadlines for various media outlets • Share above information with PR Newswire • Include a media training component in the training programs for staff, commissioners and grantees that incorporates: [1-6, A-G] • Instructions on how to package and present events and other MCSC information in ways that meet media needs (could include press release, PSA formats, and similar material) • Clear, concise, easily-understood messages about MCSC's role, mission, and goals • Lists of specific media representatives in their area • A program for periodically updating commissioners and grantees on specific local events in their areas that merit publicity • Develop an annual publicity placement program based on special events, grant announcements, and annual media goals, including newspaper, magazine, specialty publication, radio, and TV coverage (including local cable) [1, 3-6, C-G] • Research opportunities to customize and use public service announcements available from AmeriCorps and other national programs to gain positive exposure for MCSC and its programs [1, 3-6, C-G] • Research opportunities to "piggyback" on media campaigns already in process throughout state government, especially the Department of Career Development and Michigan Department of Education [1, 3-6, C, G] G. Evaluation of Results • V. Develop an effective system for periodically assessing the effectiveness of the Marketing Plan, based on all stated Objectives and Target Markets [1-6, A-G] • The overall evaluation strategy will be developed and implemented based on the marketing plan priorities. TIMETABLE To be developed based upon priorities- this will include a multi-year timetable for implementation of the Marketing Plan, with a detailed timetable and action items for Year One 5 �VI. BUDGET To be developed based upon priorities- this will include a detailed budget for Year One of the Marketing Plan VII. CONCLUSION The MCSC marketing plan outlined above is a comprehensive, multi-year program and successful implementation relies on the active involvement of MCSC staff and commissioners. The marketing plan is a multi-tiered approach focusing on the following action areas: research, marketing communications, internal communications, legislature relations, nonprofit community relations, and media relations. As a result of this plan, the MCSC will: • Have stronger relationships with Michigan legislators, state departments, media, and nonprofit organizations. • Have staff members and commissioners who serve as ambassadors for MCSC internally and externally. • Be viewed as an expert grantmaker and resource on effective volunteer programs and information. • More effectively assist its grantees with member recruitment and media and legislative relations. • Use consistent language and graphic designs in all brochures, newsletters, news releases, presentations, etc. that clearly defines the mission, role, and operations of the MCSC. The next steps in the development of the marketing plan are outlined below. 1. Determine the priorities in each action area of the marketing plan (research, marketing communications, internal communications, legislature relations, nonprofit community relations, and media relations). 2. Develop the marketing plan timeline. This will be a multi-year timetable for implementation, with a detailed timetable and action items for the first year. 3. Develop a detailed budget for the first year of the marketing plan. 4. Develop an effective system for monitoring the results of the marketing plan based upon the priorities. The implementation of the marketing plan will happen concurently with the continued development of the plan. Identified priorities in each action area of the plan (research, marketing communications, internal communications, legislature relations, nonprofit community relations, and media relations) will be implemented simultaneously.
