The transition committee has drafted a strategy template to address short, mid and long term goals. The template is a comprehensive, working document that can be used fluidly throughout the transition of the MCSC. The committee feels it is flexible to adapt to several case scenarios that may arise during the transition period. In addition to the transition strategy, the committee discussed key issues that will set the tone to move through the identified short, mid and long term goals. These issues will impact the long-term strength and enhance the brand of the organization: 1- Repositioning the organization With the Serve America act in place timing is optimal to brand the MCSC as the resource for people to think of first. A webinar provides a tremendous opportunity to position the MCSC brand and promote the organization's assets as a critical resource toward a larger constituency. Compile a working committee to develop plan of response to the president's call to service in Michigan. Evaluate Ml's response proposal to be submitted to the governor. The proposal is to compile a working group to move on the creation of the plan. The committee may consist of a few commissioners and stakeholders. Identify a "non choir" member (Dottie Johnson, Julie Fisher Cummings) to facilitate the work of the committee to use this national opportunity to raise awareness. The environment has changed, this provides good opportunity to bring someone in to evaluate where are we now and where are we going? With this plan we can launch our story as a resource to achieve organization goals and enhance the role of volunteerism (participants, economic impact and resources) in MI. This focused work will provide a platform for Ml to place in priority status at a national level for funding and support as in past years. 2- Changing the name of the MCSC In order to reposition the organization as a key resource, implementing a recognizable brand name will be a key element of the strategic plan. This will integrate into the strategic plan through consistent branding, messaging and education tactics. -Possible consultant to evaluate logo/name change? -Evaluate the demographics surrounding the dynamics of using the MCSC Miscellaneous: Interim Leadership of the Commission-Vern Anthony will continue to serve on the board, but does not want to chair. They have reviewed critical elements of our strategy template and feel confident that we have made some good first steps. Next action items include the following: • MCSC staff will flush out research with some elements being proposed (messaging, branding, Key player strategy etc.). • They will compare these elements with our overall strategy and put together a work plan to integrate with the strategy. • Schedule a committee conference call to discuss proposals and gain input from committee members to move forward. • Feedback from committee discussion will be reported out at our MCSC meeting in June ! ·Nould like to schedule a conference call for our committee in the last week of May. Objective: Develop and implement an effective plan for the MCSC to transition from one administration (state level) to another. Strategies 1. Determine the components of an effective plan a. Vision/Values- What are the organization's value propositions and how do they align with those of the prospective/current administrations? i. Investigate the current values ii. Determine if values are compatible with future/ current administrations iii. Align the values and create key messages based on those values b. Leadership-How will effective and "neutral" leadership be developed? i. Identify internal and external bi-and non-partisan leadership to help make the transition ii. Install the leadership well in advance of a transition c. Structure-How will the MCSC need to be changed organizationally to continue the work? i. Assess current structure (state agency, independent nonprofit, hybrid) and determine if change is necessary. ii. If change is needed, set process in motion to change in advance of a transition d. Resources- What human and financial capital will be needed to succeed? i. Assess current resources (amount, source, future viability) ii. Identify any future needs and necessary resources (human or financial) iii. Secure the resources necessary to advance the transition. e. Advocacy/Awareness-Who do you tell and how? i. NAME & LOCATION The name of the Commission is: "Michigan Community ·service Commission" (MCSC). The Commission was created and placed within the State .of Michigan Department of Labor by Executive Order #1991-25 and recently transferred to the Michigan Jobs · Commission by Executive Order 1993-24. 2. 3. PURPOSE A. The MCSC is committed to supporting community service activities statewide and promoting the ethic of civic responsibility. B. The commission and office encourages the effective coordination and channeling of . voluntary and community service activities in order to improve the quality of life for the citizens of Michigan. MISSION The mission of the MCSC is to encourage community service/volunteerism as a means of community/state problem solving and to promote and support voluntary involvement in government and private programs throughout the state. 4. GOALS 1. 2. Encourage and enable persons from all walks of life and from all age groups to perform constructive volunteer services; Promote communication and collaboration between public, private, and non profit . volunteer programs in the State, and between the State and the private sector's initiatives in meeting human, educational, environmental needs; 3. Collect, maintain and share information on private initiatives, community partnerships and creative solutions undertaken by businesses, foundations, voluntary organizations, religious institutions and other private sector groups in the State, in order to promote their broader use; 4. Provide, or arrange for the provision of, training and technical assistance to public and private organizations ~ngaged in volunteer recruitment and programming; 5. Develop, implement and maintain a state plan for public recognition and support of individual volunteer efforts and successful or promising private sector initiatives and public/private partnerships which address community needs; 1 �6. Serve as the state's liaison to the Commission on National and Cormnunity Service and to other appropriate national and state organizations which relate to the Connnission mission; 7. Facilitate the publishing of material concerning the field of community service/volunteerism, and distributing this information broadly; 8. Review the laws and rules of the state of 'Michigan, and propose:d changes therein, to determine their impact on the success of volunteer activities and programs, and recommend such changes as seem appropriate to ensure the achievement of the goals of the Commission.· · The Commission will seek to collaborate with all appropriate individuals, agencies, and organizations in meeting each goal. 5. MEMBERSHIP The Governor shall appoint a 25 member commission. Term of appointment shall be 3 years, except that of those members initially appointed The Chairperson of the Connnission shall be appointed by the Governor and voted on by the Commission for a limited term of three years•. Any vacancy among the members of the Commission shall be filled by the Governor for the balance of the unexpired term. Absence by a Commission member from either 2 consecutive meetings or any 4 out of twelve meetings shall constitute an executed resignation from the Commission by that member subject by review of the Executive Committee. 6. COMMISSION STAFF The Commission staff shall be composed of an Executive Director and other staff as required to carry out its mandates. The Executive Director of the Cormnission shall report directly to the Governor and to the Commission. 7• DUTIES OF OFFICERS The Commission Chairperson shall preside at all meetings of the Commission. The Commission Chairperson shall delegate such duties and responsibilities to the ViceChairperson as the Chairperson deems necessary to carry out the function of the Commission. The Commission Vice-Chairperson shall, in the absence of the Commission Chairperson, perform the duties of the Commission Chairperson. 2 �8• EXECUTIVE COMMIDEE The Chairperson, in consultation with the Vice-Chairperson, shall appoint 5 members of the Commission to serve on the Executive Committee. The Executive Committee shall consist of the Chairperson, and Vice-Chairperson of the Commission and five (5) Commission members appointed by the Chairperson. The Executive Commi~ will function as a facilitating committ~ to assist the Chairperson, as· necessary, in carrying out the mission of the Commission. 9. It will be composed of the Chairperson, Vice Chair and five (5) Commission members appointed by the Chair. Community Collaboration (Michigan CARES ) - this committee will seek to promote communication and collaboration between public and private volunteer programs in the state, and between the State and the private sector's initiative's in meeting community needs. MYPAC ( Michigan Youth Progressive Action Council) - this committee will provide youth with more voice on Commission matters. The committee will be composed of young people and Commissioners between the ages of 12-21 and will assist the Commission in the development of its youth service policy and advise and guide the Commission in regard to youth issues. Evaluation - this committee will outline an agenda that addresses the evaluation needs of each subtitle under the National and Community Service Act funded and other initiatives of the Commission. The evaluation scheme will focus on participants, the community and the Commission. This Committee will work closely with the Commission on National and Community Service on evaluation. Recognition - this committee will develop a multi-tier recognition/awards program. The first tier will come from the state Commission and be made available to all who service in organized youth and community service programs. The second tier award will be a Governor's award for exemplary service. The Committee will also work with local communities to develop and coordinate their own awards programs. �.. The name of the Commission is: "Michigan Community Service Commission". The Commission was created and placed within the State of Michigan Department of Labor by Executive Order #1991-25, transferred to the Michigan Jobs Commission by Executive Order 1993-24, and established in law in June 1994 (Act No. 219 of the Public Acts of 1994). 2. MISSION The Michigan Community Service Commission is dedicated to enabling all citizens, including youth, to engage in public problem solving through service and volunteerism. 3. PURPOSE 1 . Serve as the state administrative agency for national and community service programs. 2. Serve as a catalyst for positive community change by stimulating innovative programs that meet real needs through service and volunteerism. 3. Serve as a convener of diverse individuals and groups by building communities through shared voluntary efforts that meet common community goals. 4. Serve as a broker for nonprofit ideas and resources by encouraging collaboration and entrepreneurial approaches to service and volunteer program development. 4. GOALS The Commission will seek to collaborate with all appropriate individuals, agencies, and organizations in meeting these goals. 1 . Build programs and expand resources based on local community needs and resources. 2. Enable youth and community practitioners to be part of the program design and policy development process. 3. Promote diverse programs that are representative of their communities. 4. Encourage strong partnerships among public, private, and nonprofit organizations. 1 �5 . Develop a statewide information clearinghouse and system for training in the best practices for service, service learning, and volunteerism. 6. Enhance service and volunteerism through rewards, incentives, and recognition. 5. FUNCTIONS The Commission shall do all of the following: 1 . Ensure that its funding decisions meet all federal and state statutory requirements. 2. Recommend innovative statewide service programs to increase volunteer participation in all age groups and community-based problem solving by diverse participants. 3 . Develop and implement a centralized system for obtaining information and technical support concerning volunteerism and community service recruitment, projects, training methods, materials, and activities throughout Michigan. The Commission shall provide the information and technical support upon request. 4. Promote interagency collaboration to maximize resources and develop a model of such collaboration on the state level. 5 . Provide public recognition and support of volunteer efforts that address community needs by individuals, by private sector organizations and businesses, and by partnerships between the public and private sectors. 6. Stimulate increased community awareness of the effects of volunteer services in Michigan. 7. Utilize local, state, and federal resources to initiate, strengthen, and expand quality service programs. 8. Serve as Michigan's representative to national and state organizations that support the Commission's mission. 9. Prepare for Michigan a national three-year service plan that is developed through an open and public process and that follows state and federal guidelines. 10. Prepare Michigan's financial assistance applications under the National and Community Service Trust Act. 11. Assist in the preparation of the department of education's application for financial assistance under the National and Community Service Trust Act. 12. Make technical assistance available to national service programs and program applicants. 13. Develop a state system for recruitment and placement of national service participants. 14. Disseminate information about national service programs. 15. Establish policies and procedures for the use of federal funds received under the national service laws. 2 �16. Coordinate its functions, including recruitment, public awareness, and training activities with any division of the Corporation for National Service. 17. Make recommendations to the Corporation for National Service with respect to priorities for programs receiving assistance under the domestic volunteer service act of 1973. 6. MEMBERSHIP 1. The Commission shall consist of 25 members appointed by the governor. 2. Not more than six of the commission members shall be officers or employees of the state of Michigan. The Governor may appoint additional officers or employees of the state of Michigan as nonvoting, ex officio members of the Commission. 3. Members of the Commission shall serve for staggered 3-year terms expiring on October 1 or when a successor is appointed, whichever is later. 4. Not more than 50% of the voting members of the Commission, plus one additional member, shall be from the same political party. 5. Any vacancy among the members of the Commission shall be filled by the Governor for the balance of the unexpired term. Absence by a Commission member from either 2 consecutive meetings or any 4 out of twelve meetings shall constitute an executed resignation from the Commission by that member subject by review of the Executive Committee. 6. The voting members of the Commission shall elect one of the voting members to serve as chairperson of the Commission. The Commission may elect other officers from among the members of the Commission. 7. Members of the Commission shall serve without compensation. However, members of the Commission may be reimbursed for their actual and necessary expenses incurred in the performance of their official duties as members of the Commission. 8. A member of the Commission shall not have any personal liability for any claim arising out of or resulting from any act or omission by the member within the scope of the member's service on the Commission. 7. COMMISSION STAFF 1 . The Commission shall have staff necessary for the Commission to perform its functions. The Commission staff shall include an executive director. 2. The Executive Director of the Commission shall report directly to the Governor and to the Commission for the purpose of giving advice and making recommendations on programs and laws related to volunteerism and community service. 3 . The executive committee of the Commission will conduct an annual performance appraisal of the executive director. 3 �8. DUTIES OF OFFICERS 1 . The Commission Chairperson shall preside at all meetings of the Commission. 2. The Commission Chairperson shall delegate such duties and responsibilities to the ViceChairperson as the Chairperson deems necessary to carry out the function of the Commission. 3 . The Commission Vice-Chairperson shall, in the absence of the Commission Chairperson, perform the duties of the Commission Chairperson. 9. EXECUTIVE COMMITTEE 1. The Chairperson, in consultation with the Vice-Chairperson, shall appoint 5 members of the Commission to serve on the Executive Committee. 2 . The Executive Committee shall consist of the Chairperson, and Vice-Chairperson of the Commission and five (5) Commission members appointed by the Chairperson. 3. The Executive Committee shall assist the Chairperson, as necessary, in carrying out the mission and functions of the Commission. 4 . The Executive Committee shall coordinate all funding and resource development activities of the Commission. 10. STANDING COMMITTEES The following standing committees of the Commission shall assist the Commission in the performance of its duties: a. b. c. d. e. 11. Youth Leadership Legislative Outreach Awards and Recognition Outreach and Communications Continuous Improvement MEETINGS OF THE COMMISSION 1. The Commission shall meet quarterly. However, the commission shall meet more frequently at the call of the chairperson or if requested by five or more members. 2. A majority of the members of the commission constitutes a quorum for the transaction of business at a meeting of the Commission. A majority of the members present and serving are required for official action of the Commission. 3. A voting member of the Commission must be., and must appear to be, impartial in the administration and oversight of Commission programs. A voting member of the Commission may not participate in a decision regarding a program if both of the following apply: (a) a grant application related to the program or entity is pending before the Commission; and (b) the application was submitted by a program or entity of which the voting member is, or in the oneyear period before the submission of such application was, an officer, trustee, full-time volunteer, or employee. 4 �4. If the number of voting members of the Commission is insufficient to establish a quorum for the purpose of administering the national service grant program, the voting members excluded from participation by paragraph (3) may be selected to participate in the administration in the grant program through a random selection process. 5. Voting members of the Commission shall not, under any circumstances, assist an organization in the preparation of a program grant application to the Commission, except to take part in standard Commission technical assistance that is equally available to all potential applicants. 6. The business which the Commission may perform shall be conducted at a public meeting of the Commission held in compliance with the open meetings Act (Act No. 267 of the Public Acts of 1976). 12. REPORTING REQUIREMENT 1 . The Commission shall submit an annual report to the Governor that describes its activities during the preceding year and makes recommendations to the Governor no later than 60 days after the close of the fiscal year. 2. FUNCTIONS The Commission shall do all of the following: 1. Ensure that its funding decisions meet all federal and state statutory requirements. 2. Recommend innovative statewide service programs to increase volunteer participation in all age groups and community-based problem solving by diverse participants. 3. Develop and implement a centralized system for obtaining information and technical support concerning volunteerism and community service recruitment, projects, training methods, materials, and activities throughout Michigan. The Commission shall provide the infonnation and technical support upon request. 4. Promote interagency collaboration to maximize resources and develop a model of such collaboration on the state level. 5. Provide public recognition and support of volunteer efforts that address community needs by individuals, by private sector organizations and businesses, and by partnerships between the public and private sectors. 6. Stimulate increased community awareness of the effects of volunteer services in Michigan. 2 �, 7. Utilize local, state, and federal resources to initiate, strengthen, and expand quality service programs. 8. Serve as Michigan s representative to national and state organizations that support the Commission s mission. 9. Prepare for Michigan a national three-year service plan that is developed through an open and public process and that follows state and federal guidelines. 10. Prepare Michigan s financial assistance applications under the National and Community Service Trust Act. 11. Assist in the preparation of the department of education s application for financial assistance under the National and Community Service Trust Act. 12. Make technical assistance available to national service programs and program applicants. 13. Develop a state system for recruitment and placement of national service participants. 14. Disseminate infonnation about national service programs. 15. Establish policies and procedures for the use offederal funds received under the national service laws. 16. Coordinate its functions, including recruitment, public awareness, and training activities with any division of the Corporation for National Service. 17. Make recommendations to the Corporation for National Service with respect to priorities for programs receiving assistance under the domestic volunteer service act of 1973. 6. MEMBERSHIP 1. Not more than six of the commission members shall be officers or employees of the state of Michigan. The Governor may appoint additional officers or employees of the state of Michigan as nonvoting, ex officio members of the Commission. 3. Members of the Commission shall serve for staggered 3-year terms expiring on October 1 or when a successor is appointed, whichever is later. 4. Not more than 50% of the voting members of the Commission, plus one additional member, shall be from the same political party. 5. Any vacancy among the members of the Commission shall be filled by the Governor for the balance of the unexpired term. Absence by a Commission member from either 2 consecutive meetings or any 4 out of twelve meetings shall constitute an executed resignation from the Commission by that member subject by review of the Executive Committee. 3 �6. The voting members of the Commission shall elect one of the voting members to serve as chairperson of the Commission. The Commission may elect other officers from among the members of the Commission. 7. Members of the Commission shall serve without compensation. However, members of the Commission may be reimbursed for their actual and necessary expenses incurred in the peiformance of their official duties as members of the Commission. 8. A member of the Commission shall not have any pe rsonalliability for any claim arising out of or resulting from any act or omission by the member within the scope of the members service on the Commission. 7. COMMISSION STAFF 1. The Commission shall have staff necessary for the Commission to peiform its functions. The Executive Director of the Commission shall report directly to the Governor and to the Commission for the purpose of giving advice and making recommendations on programs and laws related to volunteerism and community service. 3. The executive committee of the Commission will conduct an annual peiformance appraisal of the executive director. 8. DUTIES OF OFFICERS 1. The Commission Chaiiperson shall preside at all meetings of the Commission. 2. The Commission Chaiiperson shall delegate such duties and responsibilities to the ViceChaiiperson as the Chaiiperson deems necessary to carry out the function of the Commission. 3. The Commission Vice-Chairperson shall, in the absence of the Commission Chairperson, perform the duties of the Commission Chairperson. 9. EXECUTIVE COMMITTEE 1. The Chairperson, in consultation with the Vice-Chaiiperson, shall appoint 5 members of the Commission to serve on the Executive Committee. 2. The Executive Committee shall consist of the Chairperson, and Vice-Chaiiperson of the Commission and five (5) Commission members appointed by the Chairperson. 3. A majority of the members present and serving are required for official action of the Commission. 3. A voting member of the Commission must be, and must appear to be, impartial in the administration and oversight of Commission programs. A voting member of the Commission may not participate in a decision regarding a program if both of the following apply: (a) a grant application related to the program or entity is pending before the Commission; and (b) the application was submitted by a program or entity of which the voting member is, or in the oneyear period before the submission of such application was, an officer, trustee, full-time volunteer, or employee. 4. If the number ofvoting members of the Commission is insufficient to establish a quorum for the purpose of administering the national service grant program, the voting members excluded from participation by paragraph (3) may be selected to participate in the administration in the grant program through a random selection process. 5. Voting members of the Commission shall not, under any circumstances, assist an organization in the preparation of a program grant application to the Commission, except to take part in standard Commission technical assistance that is equally available to all potential applicants. 6. The business which the Commission may perform shall be conducted at a public meeting of the Commission held in compliance with the open meetings act, Act No. 267 of the Public Acts of 1976. 12 o REPORTING REQUIREMENT 1 . Evaluation - this committee will outline an agenda that addresses the evaluation needs of each subtitle under the National and Community Service Act funded and other initiatives of the Commission. The evaluation scheme will focus on participants, the community and the Commission. This Committee will work closely with the Commission on National and Community Service on evaluation. Recognition - this committee will develop a multi-tier recognition/awards program. The first tier will come from the state Commission and be made available to all who service in organized youth and community service programs. Review of Guidance Provided by the Board and Progress: • • • • • • • • Angelia Salas shared that she is beginning conversations with Skillman to talk about their Good Schools Initiative. She has left messages and is waiting to hear back from them. Christine Kwak suggested that it would be helpful to engage with other organizations who are already working with the schools in the Detroit area. Jerry Seese suggested sending someone with a connection (Jimmy Comer?) to meet with leadership in Detroit schools Christine Kwak: asked whether there were any higher education organizations in the Detroit area doing anything? Marygrove, Wayne State University Use a match to leverage corporate partners- it was agreed that there needs to be an initial conversation with Skillman before seeking corporate sponsors MCSC staff has had a conversation with the Community Foundation of Southeast Michigan about additional funding. They don't have anything currently but the MCSC will stay connected with them for additional opportunities State Farm Youth Advisory Grant- Jeanine Yard explained that the MCSC will apply for one of their grants focused on Access to Higher Education. The outcomes from this grant will be access to higher education and school retention. It can be connected to the urban initiative to provide grants to school buildings in urban areas for service learning projects. It will be a student driven effort as their Youth Advisory Council will be reviewing the grants. The MCSC needs to make sure the proposal is innovative so that it will stand out. The grants range up to $100,000 for two years. The plan would be to give $10,000 grants to urban school buildings (not districts) and also to keep some for professional development for these areas. RMC Research has done studies of service-learning in Michigan the past few years looking at the impact on MEAP scores and civic engagement. Michigan has higher results than other states related to academic achievement. It also proves that high quality service-learning programs �• impacts students. The MCSC is working to make sure teachers have training to have quality programs. 2007 Urban Service-Learning Conference has requested to host their meeting in Detroit in 2007. This conference attracts 100-150 people including K-12, higher education, and CBO. The focus is on issues in urban areas. The MCSC staff is working with them on logistics (date, location, etc) and are looking at hosting it at a higher education facility in Detroit. 2. These grantees, in tum, make grants to local schools to implement service-learning programs for young people of elementary and secondary school age. The State Education Agencies make sub grants to local education agencies, provide training and technical assistance, conduct program evaluation, facilitate peer networks of service-learning practitioners, and support service-learning throughout their network. At the local school district level, subgrantees create and expand service-learning programs, train staff, faculty, adult volunteers and students in service-learning, and evaluate the impact of service-learning on the participants. States are required to sub grant 80%- 85% of their total federal Learn and Serve America budget for the implementation of service-learning. No more than 20% can be used for training and capacity building. The purpose of school-based grants to expand high-quality service-learning in K-12 schools to help the Corporation reach its goal of fostering service-learning in at least fifty percent of all public schools by the year 2010. The Corporation has also set a goal to increase the percentage of Learn and Serve participants who come from disadvantaged backgrounds from forty percent to sixty percent. The Federal funds for this program are shrinking. In FY 04 and FY 05 it was funded at $43 million. In FY 06 it was reduced to $3 7 million. If the proposed figures for FY 07 are enacted it will shrink to $34 million. State Priorities: The MCSC currently funds school districts to provide students with sequential service-learning experiences so that, at a minimum, all students will have at least one service-learning experience at the elementary, middle school, and high school levels. School districts design service-learning programs to address core and non-core curriculum standards and provide a strong emphasis on disadvantaged youth. Local public school districts, intermediate school districts, and public school academies are eligible to apply for Learn and Serve - Michigan funds. Grants are awarded based on the experience (planning, implementation and institutionalization) and on classification of the school district by pupil membership. Grantees are eligible for a 1 �maximum of six years of funding. One year of funding is at the planning level, three at the implementation level and two at the institutionalization level. In order to reach communities who underutilize these funds, grant outreach trainings were offered in targeted regions - Detroit, Traverse City and Lansing. We were successful in increasing interest in Northern Michigan but found limited interest in the Detroit area. Of the few proposals received from Southeast Michigan, half of them were not recommended for funding. We were successful in funding programs in the Metro Area (Clarkston, Lake Orion, L'Anse Creuse, Southgate, Wayne Westland) but have not had a direct funding relationship with Detroit schools in approximately eight years. In a brief survey of other states' strategies for reaching urban schools we found similar targeted outreach strategies and similar funding formulas that provided differing grant amounts based on per pupil or per teacher formulas. The states surveyed (New York, Texas, California and New Jersey) indicated limited success with the strategies they have used noting that the large bureaucracy in urban districts and small funding pool were the largest barriers. In July, the Learn and Serve- Michigan Program Officers attended the National Urban ServiceLearning Conference in order to create an improved strategy for engaging urban school districts. In conversation with experts in the field, an education consultant from Detroit and through workshop sessions it became clear the outreach and grant making strategies we use in other districts is ineffective in Detroit. It is impossible to expect district-wide implementation with the limited federal budget. It may be most effective to target our efforts at the building and educator level. 2 �··Potential Strategies: The Learn and Serve - Michigan staff met at the Urban Service-Learning conference to develop a purposeful strategy for engaging more urban educators and students in Learn and Serve Michigan programming. The following plan of action is proposed: Through existing contacts and contacts from the Urban Service-Learning Institute/National Youth Leadership Council we will do outreach to administrators and educators in metro Detroit and other urban areas throughout Michigan. (Winter 20062007) Offer targeted funding at the building level. Once we know what our FY 07 funding allotment will be we will earmark an amount to support the urban initiative. We would target individual school buildings and/or classrooms. The funds would support professional development and classroom mini-grants. Each building would receive a mentor/coach to assist with program start up and growth. (Spring 2007) Offer targeted professional development at the building level including evening/weekend PD, stipends and CEU credits for participating teachers. This would be offered to those districts that did not receive Learn and Serve - Michigan grants. The selected educators could also be recruited to participate in our Service-Learning Teacher Fellow Program in order to increase their leadership for service-learning in their buildings and district. Depending on demand, our existing Learn and Serve- Michigan Training and Technical Assistance funds may be adequate. (Spring/Summer/Fall 2007) The Learn and Serve- Michigan staff have already approached the National Youth Leadership Council about bringing 2007 or 2008 Urban Service-Learning Institute to Detroit. The summer institute located somewhere in the city center may assist us in reaching more of Michigan's urban educators. Lastly, the Learn and Serve- Michigan Program Officers, with guidance from the MCSC Fund Development Committee, would like to seek additional sources of funding to support this effort. These additional funding sources would allow us to offer financial and programmatic support to educators in key urban areas. National Service has proven its value over the past decade as evidenced by the annual contributions of more than 485,000 seniors, 40,000 youth and adults, and nearly I million elementary through college students who band together to serve their communities. National Service acts as a nexus for tackling local needs by combining people, serving as volunteers, with resources in the form of federal, state and private funds to create a powerful force. These volunteers and the programs through which they deliver' their support, have demonstrated that the beginnings of long-term community impact can form when individuals give their time through a structured and well-organized volunteer opportunity that is locally driven and publicly financed. Now is the time to take National Service and volunteerism to the next level. Volunteer opportunities must be available for all Americans as this nation was founded on the belief that neighbors must help neighbors to address their most vexing community challenges. States and local communities, with federal support through the Corporation for National Service (CNS) have demonstrated that they can implement National Service programs by leveraging both human and financial resources to address very real needs. The nation's governors have developed and supported innovative community problem solving models through the creation of nonpartisan state service commissions comprised of a diverse populations that focus on coordinating and promoting service and volunteerism. These laboratories for local empowerment and civic renewal have helped to promote positive local community change through mentoring and after-school projects, neighborhood. clean-up programs, senior care services, youth corps, literacy programs, initiatives for the homeless, and thousands more volunteer initiatives. I ( \ \ ' ·-.... Therefore we, the states, recommend the immediate advancement and institutionalization of the following principles: • All Americans should be encouraged and empowered to give back through a quality volunteer experience that can make a genuine and meaningful difference in someone's life or the community at large. • States and local communities should be empowered to help engage their citizens in meaningful, effective and sustainable volunteer service. • All sectors of society including government, education, businesses, nonprofit organizations, faith-based institutions and civic organizations should ban together to address community challenges by envisioning, creating, and sustaining community problem solving models that utilize volunteers as their primary resource. • Adequate, flexible and non-duplicative financial and human resources from the federal government should be leveraged by states for local communities and community-based organizations to develop stable and enduring volunteer - 2 �I service infrastructures (resources, technical support, coordination, etc.) that demonstrates a substantial investment in a community problem solving model. / ( / • \ ~ Local, state and national leaders should demonstrate their support for volunteerism through personal action for the common good and through the advancement of principle-centered public policy that uses national and community service as a prominent strategy to address issues. Specific Recommendations on Principles • All Americans should be encouraged and empowered to give back through a quality volunteer experience that can make a genuine and meaningful difference in someone's life or the community at large. The nation needs a call from the President, Congress and Governors to provide universal opportunities for volunteer service. The call is needed to provide community and individual support for our nation's volunteers. With only one comprehensive survey conducted to date that describes how many of the nation's 272 million population actively volunteer (see Independent Sector Survey on Giving and Volunteering at www.independentsector.org) we do not really know the full potential of Americans to volunteer. However, we do know that all indicators show that if asked, most Americans would volunteer. With a national call for at least 10% of the U.S. population to serve their community every month, the nation would potentially dwarftoday's documented number of citizens engaged in concentrated volunteer service through our country's National Service programs. The nation's leaders must continue to focus the attention of Americans on the power of volunteering through financial commitments, national recognition, and individual and community behavior that can positively affect community issues. Encourage and explore creative solutions so all working individuals and families in America may serve their communities. In the limited surveying of Americans conducted to date to determine why they do and do not volunteer, one of the reasons most often noted as a barrier is time available outside of work and family. There are many ways to address this issue including tapping the advice and counsel of Corporate America. As part of their corporate citizenship, many workplaces could offer 8 hours of release time per year for American workers to volunteer in their community as individuals or with family members. States and local communities, with the support of federal resources and encouragement from national leaders, could seek the advice and counsel of large and small for-profit organizations on how to best encourage their workers to volunteer. This is especially important in light of the current tight labor markets, stiff competition and the globalization of the workforce. Integrate hands-on opportunities for young people to learn the expectation of giving back and learning through experiential education and service opportunities where lessons in the real wo"rld are tied to the desired outcomes of the school curriculum. State and 3 �local boards of education can institutionalize policies that promote service and service-learning as meaningful and effective methods of educating our nation's students while instilling our basic, core democratic values. The current federal support of $43 million for Learn & Serve America programming provides far less than is needed to support teachers and communities in the thousands of public and private schools. This level of support has remained stagnate now for over six years, while the level of results and potential for impact has dramatically increased. Federal support should be increased to provide a minimum of $1 million in federal support to each state with more available on a dollar-for-dollar match to advance service and learning in the K-12 and higher education systems. The newly formed National Commission on Service-Learning (NCSL) is taking on the issue of improving learning and community life through service. It seeks to make specific recommendations on how education can be made more real for America's students. National attention should be focused on the work ofNCSL as it unveils illustrations of how service and education are interrelated. Headed up by former Senator John Glenn, this blue ribbon commission includes a number of the nation's experts in service and education including state leaders (see www.learnin!!indeed.or!! for more details). • States and local communities should be empO\vered to help engage their citizens in meaningful, effective and sustainable volunteer service. National Service programs like AmeriCorps, Foster Grandparents and Learn & Serve America have advanced and increased the interest of citizens to serve their communities through locallycentered decision making and resource leveraging and should continue. More than 400,000 American's have served through ArneriCorps. This 'represents ten times more Americans than the Peace Corps has been able to recruit during its 30-year tenure. Millions of hours of volunteer service have been provided through AmeriCorps, Senior Corps, Learn & Serve America and AmeriCorps*VISTA. The federal support for CNS has made this possible. While the majority of the funding for AmeriCorps and other National Service programs comes from the federal government, local communities make the programs relevant through the actions of members and the partnerships that form as a result of tapping these federal resources. Their matching resources, locally identified needs and comprehensive National Service plans prove that communities are committed to making National Service programs work for them. Resources from CNS to states must reflect the need of local communities. Current levels of federal support are far too low for the amount oversight, training and coordination required. In order to obtain maximum results of all CNS funding including funds earmarked for training, technical assistance, administration, programming and partnership building, we recommend that CNS distribute these funds more evenly across funding streams and channel them through states rather than through national, regional and community specific routes as the existing system prescribes. This way, resources are more focused on communities, thereby reducing waste and increasing local control. 4 �The scope and opportunity of National Service programs must be broadened. In order to attract members from diverse backgrounds, skills, abilities, and age groups to National Service, it is essential that CNS have a mix of full-time, part-time and reduced part-time member opportunities available. The outreach and education activities to attract members must be improved to attract full- and part-time students regardless of age, full- and part-time workers, and the retired members of our society to participate in some form of National Service and or related efforts. • All sectors of society including government, education, businesses, nonprofit organizations, faith-based institutions and civic organizations should ban together to address community challenges by envisioning, creating, and sustaining community problem solving models that utilize volunteers as their primary resource. States should be empowered to utilize their comprehensive state service plans where they convened key organizations and institutions to develop state and local plans to most effectively address community challenges through National Service and volunteerism. As a requirement of CNS program and administrative funding, states have been required to develop comprehensive service plans. However, CNS has provided inadequate resources for state service commissions, state departments of education, CNS state offices and others to implement these plans. CNS should provide a base of $500,000 without match requirements to states for operation of the federally mandated service commissions and for implementation of the comprehensive service plans. In addition, CNS should provide additional funds for administration/innovation support costs to all states on a $1 to $1 match basis with a $20 million/per state cap regardless of population. This funding formula would allow states with the greatest interest and potential to garner the resources they need, while providing all states with the most basic resources necessary to operate effective programs. CNS can and should develop more collaborative arrangements with federal departments. To date, CNS has not developed strong inter-governmental relationships to include the U.S. Department of Education and other community focused agencies that would enable greater responsiveness to the myriad challenges facing our nation. For example, CNS could partner with the Department of Education to focus resources and attention on issues related to K-12 through Higher Education and adult learning. This would be especially useful in expanding the exposure of students and teachers to the utility and power of service-learning. • Adequate, flexible and non-duplicative financial and human resources from the federal government should be leveraged by states on behalf of local communities and community-based organizations to develop stable and enduring volunteer service infrastructure (resources, technical support, coordination, etc.) that demonstrates a substantial investment in a community problem solving model. States should provide resources for communities to have readily accessible places for individuals to engage in National Service and volunteer opportunities either through face-to-face communication or via electronic media. Former Michigan Governor George Romney 5 �called for volunteer centers to be as common and as recognizable as the Post Office. This dream can become a reality by annually providing $2 billion in federal funds to states for State Endowed Resource Volunteer (SER V) grants that would provide one dollar in federal support for every state or local dollar permanently endowed. These funds would build a 100-million dollar permanent pool of resources, ultimately decreasing the dependence of states and local communities on federal support. The endowments would provide every citizen in that state, access to a quality volunteer experience. Interest proceeds would be focused on volunteer programs as designated by the state. Current levels of N a tiona! Service funding should be substantially increased. The current investment of$767.4 million in federal support for National Service must be maintained but ideally, substantially increased. While some economies can be realized through some limited reorganization of CNS, the overall investment is only marginally adequate to build effective, sustainable and meaningful volunteer opportunities for all Americans. In some cases the support available is too insufficient to entice states to tap the federal resources (North and South Dakota do not have state commissions). National Service programs have value greater than most federally funded programs as they not only provide support through the direct service of National Service Participants, they also leverage people and resources in large and meaningful ways. On average, for each AmeriCorps Member providing direct service to a local community, an additional ten local non-stipended volunteers are generated. In some states that average is even greater (Michigan averages a I :25 ratio for its AmeriCorps programs). This year alone, AmeriCorps will recruit and engage 40,000 members. Over the life of the program, AmeriCorps has recruited 100,000 . members-an astonishing number for a program that is only six years old. This is but one stream of national service. The school- and community-based programs supported through the Learn & Serve America programs generate even more volunteers including students, parents, teachers, administrators and community agencies. Seniors volunteer their time, experiences and capacity for caring through several programs including Foster Grandparents, RSVP and Senior Companions. Hundreds of thousands of Americans are involved and engaged. National Service has not yet reached its full potential! National Service is proving that it has the potential to address serious community issues as well, if not more comprehensively, than other federal programs that provide direct support to individuals and organizations to solve social challenges (see www.americorrs.orQ 1ncwsipr I 011 OO.html). Yet, the federal support provided to date is insufficient to maintain or expand National Service. Federal support for National Service must be increased to place it more in line with support for other human services initiatives like that appropriated for education, welfare, public safety, and environmental protection. CNS funding should provide states with the flexibility and freedom to innovate as other federal agencies have adopted. The federally funded Juvenile Justice programs require their state commission to 6 �administer funds and make funding decisions. These commissions submit three-year plans to the Office of Juvenile Justice and Delinquency Prevention (OJIDP) that define goals, strategies for achieving those goals, funding priorities, and plans for administering federal resources. Oversight is focused on the goals and the stewardship of the funds. The OJIDP does not decide who receives funds nor does it require detailed information on each subgrantee to be submitted as CNS does currently. The OJIDP model provides states the maximum flexibility while requiring the greatest level of accountability-states must do what they say they will do. CNS funding regulations regarding the many different streams of service, portability of education awards and special initiatives must be changed and streamlined. States are often faced with contrary regulations regarding the use and allocation of National Service funding. AmeriCorps, Senior Corps, AmeriCorps VISTA, Learn & Serve America funding streams have been slice and segregated leading to duplication of resources and uncoordinated allocation of scarce resources. In addition, the annual appropriation to states is often tied to national interests of the Administration rather than on the needs of individual states and their communities (Bridging the Digital Divide, America Reads and Summer of Safety funding mandates are prime examples). CNS funding streams should be focused and specific in their allocation, but broad and flexible in their regulation to offer states the room they need to innovate and collaborate while ensuring the integrity of the allocated funds. Some CNS State Offices (separate offices of CNS located in each state) have recommended the transfer of many of the grant making, program review, and administrative functions now concentrated at CNS headquarters to the Service Centers (regional CNS offices), CNS state offices and state service commissions. This would enable state commissions to become more closely aligned with other CNS entities within states and regions. The current system, exercised by CNS at all level of programming and administration cannot continue to receive large increases in appropriations from Congress earmarked exclusively for grants and more National Service Members while continuing to withhold administrative support funds. The CNS Inspector General, in her analysis of I 8 state commissions, calls for an increase of federal support for administration of national service programs and advises CNS to reexamine the model of state and national CNS offices (See CNS's Inspector General's report at www.ignet.gov). • Local, state and national leaders should demonstrate their support for volunteerism through personal action for the common good and through the advancement of principle-centered public policy that encourages national and community service. America's leaders must themselves demonstrate their individual commitment to serving others by engaging in significant public volunteer opportunities that demonstrate the types of behavior they would like other Americans to emulate. National leaders . should continue to utilize every opportunity to highlight and recognize exemplary volunteer efforts of citizens including the Points of Light 7 �Foundation's Daily Points of Light Awards, state recognition programs hosted by governors, and promotion of national days of service including Make A Difference Day. The nation's leaders need to do more than provide funds and recognize the efforts of others-they must demonstrate their commitment by giving and serving and using service as a strategy to advance their policies. America's Promise: The Alliance for Youth has served as an effective national model for energizing citizens and illustrating the power of volunteerism. This initiative, and the summit that launched it, was built on the visions of many Americans including those of (ret) General Colin Powell; former Michigan Governor, George Romney; Presidents Bush, Carter, Clinton, Ford, and Reagan; and countless other individuals and organizations. Millions of children have been positively impacted through the goal of providing every child with the five fundamental resources s/he needs to be successful and productive in our society. These leaders came together around this very important issue-children's welfare-because they understood that their leadership could advance the will and action of the nation. This drive and example of leadership must continue and grow. Background Since 1990, federal, state and local governments have been working in collaboration to demonstrate the powerful potential of National Service and its unique ability to help address local challenges. During this decade of civic engagement, millions of Americans have devoted their time, talents and resources through National Service programs. Their contributions-their selfless acts of humanity-represent a uniquely American trait. We Americans believe that giving back to our communities is a founding principle of our democracy and a common thread in the fabric of our republic. Nowhere are these principles better illustrated than in our states-our laboratories for community problem solving. Time and again, states have fostered and incubated innovative models that local nonprofit organizations, schools and faith-based institutions have used to help build healthy communities. These state driven models include welfare and education reform, public safety and environmental restoration initiatives. States have taken the lead in making these unique elements work together to build an infrastructure (support for community problem solving) for America's volunteers. Across tl1e nation, individual state commissions have been appointed by governors to spearhead the advancement and support of service and volunteerism. Each commission is comprised of a diverse group of individuals representing nonprofits, corporations, foundations, law enforcement, youth; education and seniors. Through these commissions, federal and state support is channeled to local communities to generate volunteer programs and encourage civic engagement among the young and the young at heart. These commissions, and the funds that support them, represent substantial investments on the part of states and, to a lesser degree, the federal government. However, like the investments made in our transportation infrastructure for example, state and local support must be significantly augmented by federal investments that are adequate and flexible, but which also call for accountability and demonstrable results. Some believed that all of these new resources and reforms would occur with the creation of the CNS. CNS was intended to represent a new kind of federal involvement in _ community problem solving. With its creation came the combining of a myriad of volunteer initiatives including the Whitehouse Office on Yolunteerism, Commission on 8 �National and Community Service, VISTA, Foster Grandparents, RSVP, Senior Companions, Learn & Serve America and others. CNS also created new programs including the largest federally supported national service program, AmeriCorps. During its initial formation, CNS called for empowering states and local communities to identify their needs and plans for which flexible federal resources could be used to implement unique programs and volunteer models. These resources would leverage state and private resources and be channeled to local communities through state commissions, appointed by governors, and empowered to decide how the federal resources would be spent. Every state and territory now has access to National Service funds through state commissions, alternative state administrative bodies or directly from CNS. Unfortunately, this unprecedented access comes with resources that are not as flexible uncomplicated, non-duplicative and bureaucracy-free as first anticipated. Resources were allocated in ways that did not effectively utilize the network of state commissions that CNS helped to create. Instead of focusing the federal funds on a single focal point in each state, CNS and Congress began apportioning monies directly to national nonprofit organizations and state CNS offices to conduct similar work as state commissions, but that which could be conducted without coordination with, or approval of state service commissions and governors. These duplicative efforts and contorted organizational structures are not entirely the fault of the leadership at CNS. The blame can be equally shared with the legislation that created the new National Service movement (National and Community Service Trust Act of 1993 ). Despite these challenges, in a very short period of time, states have implemented an overwhelming number of successful programs with unique outcomes that demonstrate a number of innovative service models (see \\Ww.cns.S!O\ ,statcprofiles). State service commissions also worked individually and together to forge strong and meaningful partnerships with other organizations to best utilize scarce resources including national nonprofits (City Year, Communities In Schools, America's Promise), CNS state offices and other National Service supported organizations. States have taken the initiative to build a stronger National Service field and are well-positioned help to move it forward and further prove the value of individuals giving through their time and talents for the good of humanity. Now states can take National Service to the next level, but some reforms are needed. This document offered several suggestions as to how changes at the federal level might empower states and local communities to further illustrate the power ofvolunteerism. While occasionally critical of federal systems, this paper does not lay forth any recommendations for reducing or eliminating support to National Service nor does it advocate the elimination of CNS. On the contrary, it is the position of this paper that the federal investment and interest in National Service be increased; that redundancies in oversight and regulation be reduced to better utilize the federal resources currently allocated; and that the states be offered additional opportunities to leverage more federal support for National Service through matching grants and endowments. These recommendations are based on best practices of state service commissions and policy positions of the National Governor's Association. 9 �Why Service Works Service solves problems Service and volunteerism to communities and to individuals are the most enduring and impactful methods of meeting the challenges our citizens face every day. Volunteer efforts also build communities and connect our citizens in a common belief that we must all give back to the people around us and the places where we live. Together, individual Americans have demonstrated that their efforts of selflessness and determination have helped to weave an intricate, yet informal, system of support for all Americans. From the docent at the local museum to the young person who devotes a year of their life to National Service, volunteerism is at the center of our nation's social fabric. Service has local impact regardless of the hype Daily, thousands of American's show their capacity for giving and caring in large and small ways including middle school students tutoring younger students as they engage in service-learning as part of a Learn & Serve America program, seniors delivering meals through a RSVP program, devoting a year to AmeriCorps, businesses and government making local commitments of people and money to the goals of America's Promise, volunteering time through a Volunteer Center, giving and volunteering to a United Way campaign and so many more. These efforts are documented through the Points of Light Foundation's Daily Points of Light Awards program that receives many of its nominations from volunteer centers working with governors and state commissions (see \\ '\ \ \\' J2Qj_nTS~.lj}i ~ ht. OJ'!!). Some of the aforementioned initiatives have become politicized over the past decade with the advancement of AmeriCorps during the Clinton Administration. This politicization has lead to some questioning as to the validity of the work of those involved with National Service programs. Yet, on its face, National Service and the volunteers it helps to generate and support is neither a liberal nor conservative initiative and is neither a Democratic nor a Republican issue. Service and volunteerism are shared beliefs that cut across the political and social spectrums and should be supported and evaluated on their merits and not on political grounds. Governors across the nation are committed to the power of service and volunteerism and have twice publicly affirmed their support for National Service as a nonpartisan method of getting things done. Through the National Governor's Association, the states' chief executives laid out a document of principles in their human resources policy HR-24 (see attached). This document has helped to craft strategies all across the nation and represents the best practices of our nation's states. Governors have demonstrated, through their creativity and innovation, that they are uniquely positioned to both assess and address local issues by leveraging public and private resources to create thoughtful approaches to community problem solving. More recently, Governors from 49 states, Puerto Rico, Guam and the Virgin Islands demonstrated their belief in federal support for local volunteer initiatives in their signing of an open letter to the U.S. Congress requesting the reauthorization of the 1993 National and Community Service Trust Act. This letter, initiated by former Governor Racicot, shows the universal and nonpartisan support for National Service. 10 �National Service is a tremendous vehicle for channeling local energy into an even greater force for community problem solving and serves to effectively match federal resources with local community efforts. While National Service is no panacea, it is a powerful and proven tool for promoting and supporting individual action toward a more civil s~ciety. National Service programs successfully leverage both human and financial resources-a model that is unique among federally supported programs. Service is part of healthy communities and more civil societies Daily acts of kindness (service and volunteer efforts) exist in part because of the philanthropic acts of individuals but is supported, fostered and recognized within a system that is unique to America. Some refer to this system as the independent sector while others call it the social sector. Regardless of the title, volunteers are the energy of the nonprofit community. This system is the local, state, and national infrastructure of Volunteer Centers, governor-appointed state commissions on service, United Ways, National Service programs, nonprofit associations, and the tens of thousands of charitable organizations that rely on volunteer service to help those in need. Whatever labels we use, service and volunteerism are vital components of that system and to a healthy community overall. At the core of our republic's democratic values is the belief that a free, just and civil society is built upon individuals and groups participating and contributing to the good of the whole. Americans are demonstrating daily the principle that through neighbor helping neighbor, and through each of our taking responsibility for the other, local communities become stronger economically, morally, and spiritually. Our nation's volunteers demonstrate how valid these principles are today. Robert Putnam (author of Bowling Alone) calls this type of action our nation's "social capital," noting that our nonprofit organizations work to weave our individual citizens into a connected tapestry of support for communities across our nation. Putnam assesses and analyzes a myriad of data to correctly conclude that the strength of our nation is directly related to our deposits of social capital--the investment American's place in their communities through their involvement and caring. Volunteers are at the very center of social capital and provide nonprofit organizations, and communities in general, their most valuable resource-people. Service is growing, but too slowly for the times in which we live More and more, the communities of today are calling for a renewed sense of civic engagement and increases in the level of local involvement on the part of our nation's citizens. Communities are seeking counteracting forces to the "disconnectedness" we see in our youth, working families and seniors. Our nation is looking for ways to counter the Oklahoma City Bombing and the Columbine Shooting. Our nation needs the good deeds of individuals during unforeseen tragedies like Hurricane Andrew and the San Francisco Earthquake. Our nation needs the giving spirit of the millions of seniors who mentor young children and the thousands of companies that contribute their workforce to address local challenges. Across the states, men, women, and children are working together to meet many of the nation's pressing social and environmental needs and are vital resources in solving some of its most difficult problems. The Governors recognize the role that community service and volunteers play in meeting the enormous challenges facing the nation while working to connect citizens through service. They applaud those individuals and recognize their personal commitment to improving the lives of others. This spirit of civic renewal is an essential unifying component of the fabric of the nation. The Governors also believe that community service programs provide substantial opportunities and benefits to both the providers and those who are served. Citizens who participate in these programs develop new skills and have an opportunity to make a personal connection with their own communities while giving assistance to individuals and communities, often during critical times of need. 24.2 Principles The Governors build, support, and promote public-private partnerships to promote an ethic of service that encourages citizens to serve in meaningful ways that reflect the real needs of communities, states, and the nation. The Governors remain steadfast in their desire to continue their work to strengthen a National Service network that is guided by the following principles. • • • • • Promote a strong partnership among federal, state, and local governments, as well as the volunteer, philanthropic, education, and business communities, to emphasize the importance ofbuilding connections among citizens to combat isolationism and promote community wide involvement. Recognize the multitude of related federal, state, and local programs and seek to streamline and integrate such programs into a comprehensive network. Encourage creativity and diversity among service programs so that citizens of all ages have the opportunity to participate. Assist in enabling individuals and programs to achieve their goals. Support ensuring that the nation's future is stewarded by individuals who, while in their youth, were granted access to fundamental and vital resources, including an ongoing mentoring relationship with a caring adult, a safe place and structured activities to live and grow, a healthy start, marketable skills through effective education, and an opportunity to give back through their own service to their communities. Utilize the unique flexibility of national and volunteer service mechanisms, including state service commissions, to build an ethic of service to community among citizens of all ages. 13 �Based on these principles, the Governors offer the following recommendations. 24.3 Recommendations The Governors recommend that the federal government recognize the key state role in national and community service in the following ways. • • • Recognize the key role that Governors and states play in promoting and providing service opportunities. Provide states with the flexibility to act as the primary facilitator of programs to ensure coordination, public-private cooperation, and sustained resources. Continue to foster and support gubernatorial leadership in involving interested people and organizations, including nonprofit, faith-based, philanthropic, and community-based organizations, the private sector, and others, in developing statewide strategies for community problem solving through service and volunteerism. 24.4 Federal-State-Local Partnership The Governors recommend that the federal government take the following steps. • • • • • • Provide federal support for state and local service programs with maximum flexibility and a minimum of federal procedures or regulations. Ensure that all federal support for community service and volunteer programs pass through a gubernatorially appointed state-level service commission or other state agency as deemed appropriate by the Governor. Make funds available for states and localities to encourage innovative proposals to leverage state, private, and nonprofit resources, including in-kind contributions. Provide points of focus at the state and federal levels to disseminate inform!ltion about service and volunteer programs to assist state and local governments and groups, individuals, and nonprofit organizations. Collect, evaluate, and disseminate information on model programs to promote citizen and organizational involvement in community service and volunteerism. Allocate federal funds to states for demonstration initiatives that provide Governors the flexibility and opportunity to showcase innovative models that work to solve community problems through service and volunteerism. The Governors believe strongly in the value of community service in that it benefits both the provider and the recipient while creating connections for individuals to their respective communities. They want to provide all citizens with a variety of flexible opportunities that will enable them to contribute to their community throughout their lives. Michigan is embarking on a $20 million dollar campaign to endow support for statewide volunteer infrastructure.
