VCM exists to support local volunteer centers in their efforts to mobilize people and resources to deliver creative solutions to community problems. The mission ofVCM is to strengthen existing volunteer centers, to provide leadership in developing new centers, and to promote and strengthen volunteerism statewide. VCM is affiliated with the Michigan Nonprofit Association (MNA). The mission ofMNA is to promote the awareness and effectiveness of Michigan's nonprofit sector, and to advance the cause ofvolunteerism and philanthropy in the state. MNA serves as the fiscal agent for VCM. VCM member directors serve as the VCM Operating Council, and are represented on the MNA Board of Trustees. Through its affiliation with MNA, VCM also works closely with Michigan Campus Compact, an association of Michigan universities and colleges which promotes citizenship by encouraging service experiences for students. In addition to these affiliate organizations, VCM works closely with the Michigan Community Service Commission, Council of Michigan Foundations, and United Way of Michigan in coordinating a number of services and programs. VCM has been in existence for ten years. It began as an informal network for peer support and assistance. In 1993, VCM affiliated with MNA (then the Michigan Nonprofit Forum), creating a fulltime staff position to support the network. VCM staff currently consists of a Director, National Service Manager and Assistant National Service Manager, sharing support staff, office space and equipment with MNAandMCC. VCM member centers pay atmual dues, which is used entirely for member support expenses (mailings, phone, meetings, etc.). • PROGRAMS AND SERVICES Network Support VCM provides ongoing support to volunteer centers and the volunteerism field through the following services: v' RESOURCE LIBRARY: including over 100 volumes on all aspects of volunteer management, nonprofit management, and streams of service; also includes the University of Colorado Volunteer Management Certificate Program videotape series. 1 �¥" MEMBER MAILINGS: monthly updates/fax alerts on current state and national initiatives, funding opportunities and legislation; promotion of local events and celebration of local center accomplishments. ¥" QUARTERLY MEETINGS: for volunteer center directors; feature a morning business meeting and afternoon work session focused on a current issue or topic as identified by the directors. ¥" ANNUAL RETREAT: for volunteer center directors to plan strategically for the organization; discuss pertinent issues; network and relax. ¥" MICHIGAN ASSOCIATION OF VOLUNTEER ADMINISTRATORS: MAVA is a statewide association of volunteer administrators representing a full range of agencies, organizations, and programs. The mission ofMAVA is to serve as a statewide voice for concerns affecting the voluntary sector and to promote volunteer administration as a profession. Managers of volunteer programs, leaders of volunteer organizations and others who support and promote volunteerism are eligible for membership. MAVA members have access to all VCMIMNA member benefits and services. Training and Technical Assistance VCM and MNA work to support the volunteerism sector in partnership with local volunteer centers. Examples of their training and technical assistance include: ¥" REGIONAL TRAININGS: VCM and MNA offer a minimum of two regional training series allllually. The fall series is typically an overview of the Basics of Volunteer Management, with the spring series taking on immediate needs identified by the sector (i.e., Spring 1997 covered legal and accounting issues). ¥" VOLUNTEERISM SUPERCONFERENCE: VCM is host to the statewide Volunteerism SuperConference, held every two years. The SuperConference is a two-day event bringing representatives from all segments of the volunteer field together for workshops, networking, and resource sharing. The 1998 Volunteerism SuperConference had over 1,400 participants, featuring keynote speakers General Colin Powell, David Sawyer, Dr. John Kretzmallll and Marcia Bullard. The SuperConference is held in conjunction with the Governor's Community Service Awards Dinner. ¥" LOCAL TRAININGS/CONSULTATION: VCM works with local volunteer centers to develop/secure training opportunities that meet local needs. Public Relations In an effort to promote the impact and opportunities for volunteerism within Michigan, VCM and MNA are examining how we can best be of service to our constituents. At present, the majority of our time is given to the coordination and development of: ¥" CollllectMichigan: CollllectMichigan is a multi-layer, statewide public relations campaign to promote volunteerism and community involvement. The CollllectMichigan campaign, as a component of the national Connect America initiative, includes a volunteerism hotline (POLF' s 1-800-VOLUNTEER), television and radio public service announcements, written support materials, and outdoor advertising. ConnectMichigan billboard campaigns will focus annually around four major "seasonal" themes: Make A Difference Day, Martin Luther King Jr. Day of Service, National Volunteer Week, and Michigan's Promise. National Service The opportunity to place National Service Members in Michigan communities for the support of local volunteerism was presented to VCM and MNA through both the AmeriCorps and AmeriCorps VISTA programs. We currently administer two statewide service programs: ¥" VCM AMERICORPS: MICHIGAN'S AMERICORPS: The purpose ofVCM AmeriCorps is to promote and sustain youth involvement in volunteerism and community problem solving; 2 �and to advance the goals of The Presidents' Summit for America's Future and America's Promise within communities throughout Michigan. VCM AmeriCorps is designed to meet the needs of Michigan's young people, systems that affect them, and the communities in which they live. VCM AmeriCorps places teams of national service volunteers in volunteer centers and partnering agencies throughout the state of Michigan to actively engage youth during after school hours in efforts to solve community problems. v' NEW PARTNERSHIPS VISTA: The New Partnerships VISTA program places volunteers in four regions of the state to promote and support citizen-driven community problem solving through service and volunteerism. VISTAs support the New Partnerships concept for community problem solving through communication, citizen action and collaboration among private, nonprofit, and government sectors. VISTA efforts strengthen inter-sector partnerships and support citizen-driven community solutions, particularly related to school success and to youth development during non-school hours. Public Policy As well respected statewide entities, VCM and MNA realize a great potential to monitor and impact public policy. In addition to keeping our local constituents apprised of relevant issues, our key activities in this area include: v' ADVOCACY: VCM and MNA actively address public policy issues that affect volunteer centers and the nonprofit sector. Recent issues demanding our attention include the Volunteer Liability Act and the Youth on Boards Bill. v' MICHIGAN PUBLIC POLICY INITIATIVE: MNA is also coordinating the Michigan Public Policy Initiative (MPPI) in partnership with the Council of Michigan Foundations. Michigan legislators are facing new challenges in light of term limits and devolution: MPPI is designed to educate legislators about public policy issues the impact the nonprofit sector. MPPI is responsible for the 1998-99 edition of Michigan In Brief and will be holding a series of informational forums highlighting current issues. Financial Support VCM and MNA support the network of volunteer centers and the broader field of volunteer ism through the development and identification of funding opportunities: v' GEORGE W. ROMNEY FUND FOR VOLUNTEERISM IN MICHIGAN: To honor George Romney and to keep his vision of volunteerism alive, the Volunteer Centers of Michigan (VCM) and the Michigan Nonprofit Association established the George W. Romney Fund for Volunteerism in Michigan in 1996. This endowment fund will continue Romney's dream by: • building local infrastructure through the establishment of local volunteer center endowment funds, • providing mini-grants to support innovative volunteer projects and programs across the state, and • supporting an annual public relations campaign to spur participation in volunteer programs (ConnectMichigan). v' VOLUNTEER INVESTMENT GRANTS: VCM was instrumental in the development of Michigan's Volunteer Investment Grants (VIG). Administered by the Michigan Community Service Commission, $1 million annually is available to community-based, volunteer, 3 �nonprofit agency partnerships that designate and support an agency to function as a community volunteer resource center. VIG strives to meet two goals: • Support and increase volunteerism and community service, and • Leverage local funds supporting local community foundation endowments that help sustain the activities of a community volunteer resource center. VCM staff currently consists of a Director, National Service Manager and Assistant National Service Manager, sharing support staff, office space and equipment with MNAandMCC. VCM member centers pay annual dues, which is used entirely for member support expenses (mailings, phone, meetings, etc.). • PROGRAMS AND SERVICES Network Support VCM provides ongoing support to volunteer centers and the volunteerism field through the following services: v' RESOURCE LIBRARY: including over 100 volumes on all aspects of volunteer management, nonprofit management, and streams of service; also includes the University of Colorado Volunteer Management Certificate Program videotape series. �<I' MEMBER MAILINGS: monthly updates/fax alerts on current state and national initiatives, funding opportunities and legislation; promotion of local events and celebration of local center accomplishments. <I' QUARTERLY MEETINGS: for volunteer center directors; feature a morning business meeting and afternoon work session focused on a current issue or topic as identified by the directors. <I' ANNUAL RETREAT: for volunteer center directors to plan strategically for the organization; discuss pertinent issues; network and relax. <I' MICIDGAN ASSOCIATION OF VOLUNTEER ADMINISTRATORS: MAVA is a statewide association of volunteer administrators representing a full range of agencies, organizations, and programs. The mission ofMAVA is to serve as a statewide voice for concerns affecting the voluntary sector and to promote volunteer administration as a profession. Managers of volunteer programs, leaders of volunteer organizations and others who support and promote volunteerism are eligible for membership. MAVA members have access to all VCM/MNA member benefits and services. Training and Technical Assistance VCM and MNA work to support the volunteerism sector in partnership with local volunteer centers. Examples of their training and technical assistance include: <I' REGIONAL TRAININGS: VCM and MNA offer a minimum of two regional training series annually. The fall series is typically an overview of the Basics of Volunteer Management, with the spring series taking on immediate needs identified by the sector (i.e., Spring 1997 covered legal and accounting issues). <I' VOLUNTEERISM SUPERCONFERENCE: VCM is host to the statewide Volunteerism SuperConference, held every two years. The SuperConference is a two-day event bringing representatives from all segments of the volunteer field together for workshops, networking, and resource sharing. The 1998 Volunteerism SuperConference had over 1,400 participants, featuring keynote speakers General Colin Powell, David Sawyer, Dr. John Kretzmann and Marcia Bullard. The SuperConference is held in conjunction with the Governor's Community Service Awards Dinner. <I' LOCAL TRAININGS/CONSULTATION: VCM works with local volunteer centers to develop/secure training opportunities that meet local needs. Public Relations In an effort to promote the impact and opportunities for volunteerism within Michigan, VCM and MNA are examining how we can best be of service to our constituents. At present, the majority of our time is given to the coordination and development of: <I' ConnectMichigan: ConnectMichigan is a multi-layer, statewide public relations campaign to promote volunteerism and community involvement. The ConnectMichigan campaign, as a component of the national Connect America initiative, includes a volunteerism hotline (POLF's 1-800-VOLUNTEER), television and radio public service announcements, written support materials, and outdoor advertising. ConnectMichigan billboard campaigns will focus annually around four major "seasonal" themes: Make A Difference Day, Martin Luther King Jr. Day of Service, National Volunteer Week, and Michigan's Promise. National Service The opportunity to place National Service Members in Michigan communities for the support of local volunteerism was presented to VCM and MNA through both the AmeriCorps and AmeriCorps VISTA programs. We currently administer two statewide service programs: <I' VCM AMERICORPS: MICIDGAN'S AMERICORPS: The purpose ofVCM AmeriCorps is to promote and sustain youth involvement in volunteerism and community problem solving; 2 �and to advance the goals of The Presidents' Summit for America's Future and America's Promise within communities throughout Michigan. VCM AmeriCorps is designed to meet the needs of Michigan's young people, systems that affect them, and the communities in which they live. VCM AmeriCorps places teams of national service volunteers in volunteer centers and partnering agencies throughout the state of Michigan to actively engage youth during after school hours in efforts to solve community problems . ./ NEW PARTNERSHIPS VISTA: The New Partnerships VISTA program places volunteers in four regions of the state to promote and support citizen-driven community problem solving through service and volunteerism. VISTAs support the New Partnerships concept for community problem solving through communication, citizen action and collaboration among private, nonprofit, and government sectors. VISTA efforts strengthen inter-sector partnerships and support citizen-driven community solutions, particularly related to school success and to youth development during non-school hours. Public Policy As well respected statewide entities, VCM and MNA realize a great potential to monitor and impact public policy. In addition to keeping our local constituents apprised of relevant issues, our key activities in this area include: ./ ADVOCACY: VCM and MNA actively address public policy issues that affect volunteer centers and the nonprofit sector. Recent issues demanding our attention include the Volunteer Liability Act and the Youth on Boards Bill . ./ MICIDGAN PUBLIC POLICY INITIATIVE: MNA is also coordinating the Michigan Public Policy Initiative (MPPI) in partnership with the Council of Michigan Foundations. Michigan legislators are facing new challenges in light of term limits and devolution: MPPI is designed to educate legislators about public policy issues the impact the nonprofit sector. MPPI is responsible for the 1998-99 edition of Michigan In Brief and will be holding a series of informational forums highlighting current issues. Financial Support VCM and MNA support the network of volunteer centers and the broader field ofvolunteerism through the development and identification offunding opportunities: ./ GEORGE W. ROMNEY FUND FOR VOLUNTEERISM IN MICIDGAN: To honor George Romney and to keep his vision of volunteerism alive, the Volunteer Centers of Michigan (VCM) and the Michigan Nonprofit Association established the George W. Romney Fund for Volunteerism in Michigan in 1996. This endowment fund will continue Romney's dream by: • building local infrastructure through the establishment of local volunteer center endowment funds, • providing mini-grants to support innovative volunteer projects and programs across the state, and • supporting an annual public relations campaign to spur participation in volunteer programs (ConnectMichigan) . ./ VOLUNTEER INVESTMENT GRANTS: VCM was instrumental in the development of Michigan's Volunteer Investment Grants (VIG). In December, the MCSC notified VCM that while the Michigan’s Volunteer Investment Grant dollars were zeroed out for FY 05, the MCSC might be able to garner $200,000 for support of Volunteer Centers for this year. The MCSC met with the leadership of VCM to discuss how these dollars could be used to increase the capacity and sustainability of Volunteer Centers across the state. The MCSC reiterated its goal to support efforts that would demonstrate the importance and value of Michigan’s Volunteer Centers. All parties agreed that this funding (still named Volunteer Investment Grants) would be important as a public investment in the work of Volunteer Centers. There were four principles generated from the conversations that are listed below. It is important that we all understand these important provisos related to the Volunteer Investment Grants and the process we are implementing.     The VIG should be targeted toward increasing capacity, value and identification of the work of the Volunteer Centers. The MCSC would like to invest in a “systems” approach and not a series of individual community grants. The MCSC is not intending for this funding to be used in the same way as the initial VIG program and will not require matching toward endowments. The funding is not in hand and needs to be referred to as prospective and not guaranteed. I convened the Executive Committee with the leadership of MCSC to determine how this funding might best be utilized while meeting the goals of the MCSC. Out of that meeting, VCM staff drafted a plan and presented that plan to the Executive Committee for submission to the MCSC Board of Directors. We believe this plan meets all of the criteria discussed and will benefit the entire network. It was approved provisionally because funds are not currently available and may not be available until April. This grant will be used to: 1. Coordinate and employ a professional research firm to develop the following: a. A profile of the 30 VCM member Volunteer Centers in Michigan b. Common outputs and outcomes c. Challenges faced in meeting community needs and funding programs d. The social capitol of the programs and services performed by Volunteer Centers for the nonprofit and public sectors, further translated into monetary terms. 2. Provide a national online community searchable database for all Volunteer Centers for a three year period. This tool will be used to increase recruitment of volunteers, make the Volunteer Centers more accessible and visible to agencies and volunteers, and improve data gathering and reporting. 3. Set up a statewide system to track and gather data from all persons and organizations that benefit from Volunteer Centers in order to build case statements that will convey the value of community volunteerism and Volunteer Centers to our communities and funders. 4. Offer training in March, May and August 2005 that will assist Volunteer Centers in collecting information and measuring results that are the focus of the grant. This includes: Logic Model development to benchmark activities and outcomes and resource development. It is everyone’s hope that through these activities Volunteer Centers can begin to make the public more aware of the important need for volunteerism in communities, leadership role Volunteer Centers can play, and the value of civic engagement in dollars, quality of life and productivity. This note is a brief update to help you understand our progress toward getting your commission the support you need through a strong national organization. What is the future of our Association? Your association’s future is strong. We are at the final stages of our audit resolution process (described in more detail below) and have developed and implemented strong fiscal and management systems. There is a tremendous need for support of state commissions and the voice they need to have with financial supporters and policy makers. Several states are transitioning leadership at both the staff and commissioner levels. This new group of national service leaders will need to understand the complicated issues facing them and their work as they support our nation’s volunteers. National issues will need to be addressed. State commissions have demonstrated new value in their work on emergency response and relief efforts across the country. Decisions on critical state commission specific issues are on the horizon. The new AmeriCorps rules will be published soon, a meeting of State Commission Executive Directors will be convened in April, and the appropriations process will soon begin for FY 2006 with the President’s unveiling of his budget on February 7, 2005. The need for an association identifying and forwarding your interests is strong. The ASC Board is working to determine how best to meet your needs in the constantly changing environment in which you work. Who is running ASC? Due to the suspension of federal funds and the increased expenses incurred due to the audit by the Inspector General of the Corporation for National and Community Service, ASC currently has no staff, but the office in Washington, DC is still available thanks to the support of the Points of Light Foundation where ASC is housed. The ASC Board is handling the limited day-to-day operations of the organization and the completion of special projects like the W.K. Kellogg Foundation funded commissioner training initiative. The full Board of Directors will be meeting on February 9-10 in Washington, DC. to determine the next steps. This meeting was designed around your responses to formal and informal surveys as to what your national association can and should do for you. The Board will develop an action plan out of this meeting and share it with the full membership for your input. What is the status of the ASC and CNCS Inspector General Audit? ASC has overhauled its fiscal and management systems and has implemented comprehensive policies and procedures to ensure the integrity of the organization’s operations. On Wednesday, February 2, 2005 the ASC Board of Directors sent its final response to the Inspector General's (IG) report to the Corporation for National and Community Service. This is the final step prior to the CNCS issuing a management decision that will begin to determine the balance of the grant funds due to ASC. Once the CNCS Office of Grants Management submits its management decision to the IG, the IG has 30 days to provide comment. This means that ASC should know its financial status by March of 2005. The official responses to date are posted on the ASC website (see: www.asc-online.org). �ASC also completed its A-133 Audits for the 2001-2003 fiscal years as required by the OMB standards for grantees of federal funds. The ASC Board also took the added step of having an independent auditor examine the 2004 records to ensure that all the remedies we put in place are working. This step was taken to ensure that the organization's newly established policies and procedures are adequate to ensure trust and reliability in its systems. While a full A-133 audit for the 2004 records would have been the preferred method, we are unable to do so until the IG audit is completed and we close out our CNCS grant. However, this report affirms that, to the extent that ASC systems can be tested, ASC is operating the payroll, general expenses and budgeting systems appropriately. When am I going to receive my invoice for dues and what will my contribution support? Normally you would receive an invoice for dues renewal on the anniversary of your joining the Association. The Board of ASC felt strongly that the members should not receive an invoice for dues until the organization has a well-defined plan for moving forward that was based on stakeholder input. That plan will come out some time after the Board's Feb. 9-10 meeting. Once the plan is solidified, your organization will receive a final copy for input followed by an invoice for dues payment. Your dues payment will support the activities and functions of the organizational plan. However, at the previous billing rate, if all dues are paid in full, the dues would generate less than $150,000 annually. There is tremendous interest and enthusiasm about being a community partner. Each partner Is required to meet our quality standards and sign a code of ethics and confidentiality statement. Beginning in September 2000, our workshop series will expand to 25 workshops, all with volunteer trainers. Consulting arrangements occur on a weekly basis. Our recognition program includes our first anniversary open house, featuring our Volunteer Superstars. The event took place on April 14 and we celebrated with more than 65 guests. In conjunction with the event and National Volunteer Week, the Youth Volunteer Action Guide was released. Recruit Volunteer Staff for the Center The Support Center continues to value wonderful volunteer staff support. So far this year, more than 40 people have volunteered for the Center, providing technical expertise for the web site and data profile search, clerical help, database entry, staffing registration tables, serving as board members, receptionists, library support and more. At our events, various nonprofit leaders assist in management of the event, such as with our Nonprofit Leadership Forums, our first anniversary open house and National Volunteer Week activity. That assistance results in team volunteering. All of our 18 workshop were done by volunteer trainers as well. Co-Sponsor at least three Volunteer Community Events The Day of Caring was suspended by United Way of Jackson County due to lack of an Executive Director. While we did participate in the Colin Powell Kick-Off event for Jackson County's Promise to Kids (JCPTK), we did not hold a Youth Summit in April as planned. This was due to a restructuring by the JCPTK Leadership Team. We actively participate In the initiative and are now collecting data to link nonprofit needs, such as for volunteers or mentors to commitments of all kinds. Two additional volunteer related events have been added for the fall training calendar, including two workshop on How to Be a Good Mentor, and How to Work with Mentors In the New Millennium. Make a Difference Day Is still planned for October 2000. Directly Sponsor at least Five Additional Volunteer Events Vigreport2000.6.15.00 �The activity for National Volunteer Week was fantastic. More than 65 attended our Volunteer Superstar/First Anniversary Open House. Four superstars were honored and featured on the cover of our Youth Volunteer Action Guide, which reached more than 36,000 homes on April 10, 2000. Several volunteer workshops are planned for our next training calendar, Including Working with Youth Volunteers, Volunteer Liability, Mentoring and more. Complete the Strategic Plan and Carry Out its Objectives Our board worked very hard on the strategic plan and It Is completed. While quite ambitious, we feel It Is a doable plan. We have also developed an operational plan. We are carrying out the objectives with the board actively involved. Our particular emphasis Is on member services. Continue Marketing and Communications Plan We continually promote and market our services. At least once per month, our members receive valuable communication from us with consistent use of font, logo and character. We continue to add member services. We recently developed a list of attorneys and accountants willing to work probono or at discounted rates. We send our quarterly newsletter out to 500 on our mailing list and are featured in the local newspaper with frequency. We are planning to start a radio show with a local radio station this year. Our marketing strategies are part of our strategic plan. Serve as a key player for JCPTK We have actively served on the Leadership Team for JCPTK since February 2000. While the Promise has moved ahead, it was the decision of the Leadership Team to step back and refocus our thoughts on our mission, vision, values and goals as well as organizational structure before plunging ahead with much more activity. This is progressing well. More updates will soon follow. Continue Service Delivery to Jackson's Nonprofits Last year, we had 81 members. We currently stand at 112 members. Our goal for this year is 150 members. All services are carefully evaluated, and our results will be detailed in our annual report. Our Fail training series is now confirmed. 25 workshop of all kinds will take place beginning in September. Our technical assistance and resource library are still heavily utilized. The common issues for nonprofit seeking assistance are strategic planning, board development and fund raising. We also see many volunteers seeking opportunities. Progress Toward Community Wide Service Projects We have completed Martin Luther King, Jr. Day promotional campaign and public service announcements about volunteerism in general. Our involvement in Jackson County Promise to Kids is on-going. The National Volunteer Week activities were a great success as was the Youth Volunteer Action Guide. A second edition will go out in October In preparation for Make A Difference Day. Vlgreport2000.6.15.00 �Our Mentoring workshop this fall will be aimed at all the county citizens. Our student Intern, solely focused on volunteerism from January to April 2000 also established a coordination network for promoting youth volunteerism called the Youth Ambassador Program. We now have a database of the specific contact person for each school (all fourteen districts from elementary to high school). This was a lot of work! This network will allow us to directly involve all of our schools in our county wide service projects. It will be very helpful for Make A Difference Day in October 2000. The Center met the match for the VIG grant by obtaining commitments from major foundations and nonprofits In Jackson County. Our endowment stands at $231,000. Our fund raising plan Is part of our strategic plan. We are now establishing sponsors for our events and will look for some fund raising expertise to assist with our match for next year's VIG. Together, we recruited approximately 400 volunteers for the three-day period. This year will be our second year of helping with the festival. Last year's festival was the best first year the National Council of the Arts has ever seen In the 23 years of the festival. The primary reason was volunteer support, organization and how informed and knowledgeable volunteers were about their respective positions. This year, most of the volunteers have returned and the great part is that they had so much fun last year and gained so much insight into what will make it even better that they are helping with the organization of the festival. We also coordinated the Nickelodeon Big Help on June 22, 2000. There were more than 2,000 volunteers that turned out for the event. Many were parents, adults and many of them were youth interested in volunteerism. The participants spent the day touring the Big Help Bus and renovating the Baker/Donora Focus Center's Park. They planted flowers, a community garden, built bird houses, built a compost bin and even constructed a walking path. As a result of the day, the summer program has seen a 30% increase in participation from the neighborhood and more parents are getting Involved in the daily operation of the center. The most successful outcome of the event is that there is a much greater awareness about what services the focus center provides the neighborhood and classes are now much more attended. For the Volunteer Center of Mid-Michigan, it was an opportunity to build the capacity of the focus center to support its own volunteer needs through people who work/live in that area. We also have several youth groups who perform monthly volunteer projects through the VCMM. The Indian Cultural Group Is one of them. They are a group of students from Okemos who share an Interest in their Indian heritage and a desire to make a difference in the community through volunteerism. Examples of projects that they have completed include: Refurbishing school bleachers at Dansville high school, landscaping a playground and a park clean up at Lake Lansing Parks. We also work with a group from Pine Lodge which is a residential treatment program for boys ages 17-21. They are tough kids with tremendous potential. They have taken on some of the dirtiest projects for non-profits such as the Creation Station's remodeling project. The station provides educational products for teachers and daycare providers out of recyclable Items. They painted, cleaned and scrubbed a warehouse clean for the agency. They also cleaned, organized and converted a mess oflarge donations (couches, refrigerators, tables) for Refugee Services. They also painted and cleaned up their office space to make it more user friendly. In addition, they did a great deal of work for Ingham County's Park and Recreation Program at the Lake Lansing Site. The work this group has performed has proven that youth not only have potential and endless energy, but given the right direction and influence, there Is no telling how far these young men could go in life. The Michigan Campus Compact was developed in 1989 to recognize the service contribution that institutions of higher education were making to their communities. A few months later, a small group of community based volunteer centers began the Volunteer Centers of Michigan. A year later, the Michigan Nonprofit Association (known then as the Michigan Nonprofit Forum) was developed to enhance the understanding of the nonprofit sector including the advancement of philanthropy and volunteerism. Finally in 1991, newly elected Governor John Engler created by Executive Order the Michigan Community Service Commission. Over the years, all four organizations have worked collaboratively with one another. In the mid1990's, both VCM and MCC entered into partnerships with the Michigan Nonprofit Association. These partnerships have strengthened all three organizations and have resulted in immense administrative savings. In addition to the administrative savings, the programs and activities of all three organizations have been enhanced by this unique partnership. Under new leadership, the Michigan Nonprofit Association (and its affiliates) and the Michigan Community Service Commission have made a concerted effort for a more intentional and effective pattnership. As the field of service continues to change and be challenged by "outside influences," serious conversations between MNA and MCSC have occurred regarding the need for a sustainable support system for existing and developing volunteer initiatives. Three primary motivators -the need to provide well-rounded support services to the volunteerism field; the desire not to duplicate services and programs; and potential changes in federal programs that supp01t volunteerism - lead to a reasonable conclusion that we can be much more effective as a unified front than as two separate entities. However, it is also acknowledged that some activities/functions MUST remain separate - again, for the greater good of the field. What seems to make the most sense is the development of a third entity that would absorb common functions of MNA and MCSC, while maintaining its neutrality and program-focus. This conceptual organization, unofficially dubbed "The Alliance" for purposes of conversation, has received a great deal of support from sector leaders and partner organizations, and the official stages of planning have begun. Purpose: The purpose of "The Alliance" is to centralize state-level, volunteer programming efforts in a manner that ensures long-term sustainability. This endowment would be managed by the State of Michigan and would generate approximately $500,000 annually that would be allocated directly to ''The Alliance" for administrative and program funding. • Private: An additional $10 million would be sought in match funds to the State endowment, which would be placed in a private endowment (possibly the George W. Romney Fund). This additional $500,000 income would be expected to enhance "The Alliance" budget in Year Two of its existence, bringing the annual budget to $1 million. Governance and Administration: A 5-7 person Board of Trustees would govern "The Alliance" with representation from MCSC, MCC, VCM and MNA. The initial board will be appointed by the two incorporating entities (MCSC and MNA). Both incorporating entities will develop a written contract outlining their responsibilities with the new structure and with each other. It is anticipated that in the first few years MNA would serve as the fiduciary agent. "The Alliance" would have an executive director reporting directly to "The Alliance" Board. The executive director will be an at-will employee hired by the Board. VCM and MCC would continue to have directors that report to the Executive Director, but hired by a committee of respective constituents and the executive director (following current hiring practices). Additional program staff of ''The Alliance" is outlined on the attached organizational chart. The affiliation agreements between VCMJMNA and MCCIMNA will continue to be in effect and would serve as a safety net for either entity to remove themselves from ''The Alliance" structure. The leadership ofVCM and MCC will conduct an annual review of the relationship with "The Alliance." The findings of that review will be presented to the MNA Board of Trustees. The Michigan Campus Compact was developed in 1989 to recognize the service contribution that institutions of higher education were making to their communities. A few months later, a small group of community based volunteer centers began the Volunteer Centers of Michigan. A year later, the Michigan Nonprofit Association (known then as the Michigan Nonprofit Forum) was developed to enhance the understanding of the nonprofit sector including the advancement of philanthropy and voluntcerism. Finally in 1991, newly elected Governor John Engler created by Executive Order the Michigan Community Service Commission. Over the years, all four organizations have worked collaboratively with one another. In the mid1990's, both VCM and MCC entered into partnerships with the Michigan Nonprofit Association. These partnerships have strengthened all three organizations and have resulted in immense administrative savings. In addition to the administrative savings, the programs and activities of all three organizations have been enhanced by this unique partnership. Under new leadership, the Michigan Nonprofit Association (and its affiliates) and the Michigan Community Service Commission have made a concerted effort for a more intentional and effective partnership. As the field of service continues to change and be challenged by "outside influences," serious conversations between MNA and MCSC have occurred regarding the need for a sustainable support system for existing and developing volunteer initiatives. Three primary motivators -the need to provide well-rounded support services to the volunteerism field; the desire not to duplicate services and programs; and potential changes in federal programs that support volunteerism - lead to a reasonable conclusion that we can be much more effective as a unified front than as two separate entities. However, it is also acknowledged that some activities/functions MUST remain separate - again, for the greater good of the field. What seems to make the most sense is the development of a third entity that would absorb common functions of MNA and MCSC, while maintaining its neutrality and program-focus. This conceptual organization, unofficially dubbed "The Alliance" for purposes of conversation, has received a great deal of support from sector leaders and partner organizations, and the official stages of planning have begun. Purpose: The purpose of 'The Alliance" is to centralize state-level, volunteer programming efforts in a manner that ensures long-term sustainability. Initially, "The Alliance" would administer volunteer programming currently administered by MNA, VCM, MCC, and MCSC. "The Alliance" would continue to partner with additional organizations as deemed appropriate. An endowment fund would be created to support 'The Alliance" which would secure its existence into perpetuity. �Funding: The current vision is to develop a pcmmncnt endowment at a local community foundation. The earnings of the. endowment would be utilized to run the administrative functions of the '·Alliance." The initial funding of the endowment would be a combination of private and public dollars. • State: It is being proposed that the State of Michigan fund $10 million of the '·Alliance" endowment. The $10 million would be a one-time allocation from FY 2000-2001 budget. Based on initial discussions by the MCSC and the Governor's staff, it will be our intent to have this line item contained in the executive budget. The allocation would be placed into a permanent endowment at a local community foundation with a challenge to the private sector to match dollar for dollar given by the state. The fund's placement into a community foundation would ensure appropriate investment strategy and remove the fear of future political administrations from eliminating the fund. • Private: An additional $10 million would be sought in matching funds to the State's allocation, which would create a total private endowment of $20 million. The private campaign will be geared towards foundations, corporate giving programs and individuals. A full endowment campaign with a visible fundraising committee will be developed once the state's allocation is secured. The fund will ensure the continuation of the programs of MCSC, VCM and MCC in perpetuity. The fund will generate an mmual basis of $850,000 dollars that will be dedicated to the administrative functions of running the Allim1ce, VCM and MCC. The Alliance will generate additional funding for programming through grants and fees for services. Governance and Administration: A 5-7 person Board of Trustees would govern "The Alliance" with representation from MCSC, MCC, VCM and MNA. The initial board will be appointed by the two incorporating entities (MCSC and MNA). Both incorporating entities will develop a written contract outlining their responsibilities with the new structure and with each other. It is anticipated that in the first few years MNA would serve as the fiduciary agent. 'The Alliance" would have an executive director reporting directly to "The Alliance" Board. The executive director will be an at-will employee hired by the Board. Additional program staff of 'The Alliance" is outlined on the attached organizational chart. The affiliation agreements between VCMIMNA and MCCIMNA will continue to be in effect and would serve as a safety net for either entity to remove themselves from "The Alliance" structure. The leadership ofVCM and MCC will conduct an annual review of the relationship with "The Alliance." The findings of that review will be presented to the MNA Board of Trustees. Phase 2- Fund Development Campaign (Only if Phase One is found acceptable) Phase 3- Organizational Implementation (Only if Phase One is found acceptable) Motivation for Joining Meets Mission The Michigan Nonprofit Association's (MNA) mission is to promote the awareness and effectiveness of Michigan's nonprofit sector, and to advance the cause ofvolunteerism and philanthropy in the state. The proposal meets MNA ·s mission by creating an entity that advances the cause of volunteerism in perpetuity. Both the MCC and VCM can fully focus on mission and organizational development of local organizations. The "Alliance" will be a one-stop shop for communities, business and individuals for community problem solving, volunteer placement and management support. Streamlines Bureaucracy (Privatizes duplicated efforts) It eliminates duplication of services between the Michigan Nonprofit Association and the Michigan Community Service Commission. Activities currently being conducted by govermnent that are duplicative in the nonprofit sector are privatized to the new entity. The venture will be one of the first public/private venture revolving around nonprofit and volunteerism in the country. Coordinates Statewide Activities The development of the "Alliance" will allow for a more coordinated effort between statewide partners resulting in a continuum of service between volunteer centers, United Ways, community Foundations, school districts and the workplace on the local level. It will provide the local citizen with opportunities to give back their community from "the cradle to the grave." Continues Successful Programs The development of the "Alliance" ensures that successful progran1s such as Make A difference day, ConnectMichigan, America's Promise, recognition programs will continue regardless of changes in federal funding, state leadership, and economic times. The process offorming the Alliance, and investigation of options for its overall design, its mission, culture, and governance structure is very rushed and somewhat scal/ered. The process has not always engaged the staff in discussions. Many MCC constituents have experience in and knowledge of organizational and legal issues of the formation of such alliances. Yet the rushed timeline does not allow for adequate input This runs contrary to the MCC and National Campus Compact support of the democratic process including thorough investigation and critical discourse. The lack of clarity and the rushed nature has generated hesitancy on the part of many MCC constituents. To address this issue, MCC recommends that open communication about/he Alliance, its purpose, structure, funding take precedent. In addition, MCC recommends that a new timeline for discussions be published which allows for adequate input from MCC, VCM, MCSC, and MNA · staffing and constituencies. 2. MCC constituents are concerned that they have not been given an accurate outline of the MCC situation in its service environment. That is, while the Alliance Presentation at the December 13, 2000 Council of Presidents meeting explained a partial basis of potential financial gains, it did not explain that financially MCC does not present a great need for the Alliance, at least to the same extent as VCM-that wants to secure financial stability-or MCSC-some of whose programs have an unstable future with the prospective change of government. MCC is stable in that it generates substantive annual membership fees, has a national support system, and has no competition for its services. Moreover, the services it provides have been noted both by its constituents and nationally to be outstanding. Identity 3. The identity of MCC must be very visible as it own separate entity and as a member of National Campus Compact. This is important first because MCC frequently receives requests and orders from its national organization that it must meet. The structure of the Alliance must be such that MCC may quickly respond to its national requirements and not be slowed down, or meet interference from the Alliance management. Second, the MCC identity must be clear for media and public purposes so that member and nonmember colleges and universities are clear about opporturtities available from MCC, and how and why it is part of the Alliance. Media and outreach support is critical. The Alliance infrastructure must thus be both supportive to MCC outreach needs and clear to the· public. MCC staff recommends that the contractual agreement of the Alliance include an identity and corresponding release clause. If at any time the identity and/or mission of MCC is being compromised and resolution is not made, MCC maintains the righi to leave the Alliance with all of its respective programs, services, and assets with guarantee ofnon-duplication by the Alliance. At the direction of the MCC Chair, MCC staff will not assume additional tasks. Thus there is concern about the staffing of the MCSC programs that will come into the Alliance. The proposed level of staffing for the Alliance is inadequate. },fCC recommends that the time base of the "Shared" Staff must be evaluated and clearly delimited MCC must also have the option of hiring additional support staff, e.g. an administrative assistant, to meet its needs. If it does so at its own cost, its contribution to Alliance administration must be balanced according to reflect the additional staffing costs it has incurred 5. MCC is also concerned about the reporting lines of the proposed Alliance; the relationship of the MCC Council of Presidents (to whom the director directly and primarily repo\'(s) to the Alliance Board; and the number ofMCC and VCM constituents on the Alliance Board and tl10se from MCSC and MNA. Fund Development 6. Many MCC constituents have questions about tl1e Fund Raising efforts needed for the Alliance. Many MCC presidents have extensive experience in fund development and do not believe that it is possible to raise $10 million in private monies for operational costs. They also question the effect of raising operational money upon future efforts needed to raise money for Alliance programs. MCC staff recommends that the Alliance Formation subcommittees proceed to conduct a feasibility study prior to the MCC resolution to join the Alliance. Another option is for the MCC Resolution to be contingent on the acceptable results of the feasibility study. Fund Management and Politicization 7. MCC constituents appreciate the concern stated by VCM that the Alliance fund not be placed in a State Trust Fund in order to avoid future political or legislative control and manipulation. MCC recommends that legal advice on fund management be sought. BENEFITS Opportunity to participate in the creation of an innovative state level organization to promote and increase partnerships in service and civic responsibility in Michigan. Steps must be taken however, to create a new organizational structure based on the successes and challenges of the MNA umbrella organization. If successful, the new structure should support and provide a model of collaboration, consensus-based decision-making, and non-hierarchical structure for local community partnerships across .the state of Michigan. Possibility of additional staff. However, MCC staff notes that guidelines for the use of shared staff be established to insure that administrative staffing is balanced. MCC has great need for additional staff, but it may be able to achieve this goal with its own membership monies and external grants. If MCC hires an additional staff from its membership funds, it proposes that the level of Alliance administrative funding be correspondingly reduced. VCM Identity: as the network of Volunteer Centers grows, it is imperative that VCM maintain its neutrality, and its role as a state and national leader in supporting the Centers: • VCM will adapt its affiliation agreement (currently held with MNA), and will include a release clause. If at any time the identity/mission is being compromised and resolution is not made, VCM maintains the right to leave the Alliance with all of its respective programs and services with guarantee of non-duplication by the Alliance. • VCM will actively pursue the appointment of a VCM representative to the Michigan Community Service Commission. 2. Politicization: to avoid politicization of the organization and the field ofvolunteerism within the state: • Endowment funds must be held in a private (community) foundation rather than a State Trust fund • Although State funds are supporting this initiative, the Endowment fund must not be named after any current political office holder, but after a mutually agreed upon historical champion of volunteerism and community service (i.e. Romney, Mawby). 3. Volunteerism SuperConference: it is agreed that the management and coordination of the Volunteerism SuperConference should remain with MNA under the realm of training and technical assistance, provided: • The Alliance and Volunteer Centers of Michigan maintain significant representation on the Planning Committee; • The Alliance and Volunteer Centers of Michigan be acknowledged as conference partners. 4. Staffing: In order to ensure the growth and enhancement of programs, demonstrating a significant "value added" to the State as a result of this entity, VCM recommends the following: • A minimum of two project managers and one full-time support staff be added to the proposed organizational chart • The opportunity to involve college interns for the development of marketing materials and special programs be considered and included in the budget. BENEFITS (to VCM Network): l. Increased staff= increased support: the availability oftwo full-time program staff focused solely on support to existing and developing centers would significantly increase our local service and impact, allowing for a stronger, larger, more effective network. 2. Improved communication: centralizing state progranuning related to volunteerism (Make A Difference Day, ConnectMichigan, National Volunteer Week, etc) will create a much cleaner flow of information and simplify participation and reporting processes for all parties. 1 �3. Perpetuity: sustainable funding will ensure the life of the organization, allowing a greater degree of strategic planning and visioning for volunteer center growth and support services. BENEFITS (to field): I. Non-duplication of service: significant savings of staff time and financial resources will be· achieved by streamlining programs at the state level. 2. Sustained funding for volunteer initiatives: significant growth (qualitative and quantitative) will be achieved with staff focus being directed toward programming rather than survival of the organization. 3. Opportunity for additional collaborative partnerships: the proposed mission and purpose of the Alliance allows the addition of other collaborative partnerships (formal and informal, internal and external) in the continued development of the state service infrastructure. 4. The Alliance will initially consist of the Michigan Community Service Commission (MCSC), Michigan Nonprofit Association (MNA), Volunteer Centers of Michigan (VCM), Michigan Campus Compact (MCC) and the ConnectMichigan Campaign Partners. VCM and MCC will be permanently housed with in the Alliance along with a number of programs and fundings sources' cutTently housed in the MCSC and MNA. MCSC, VCM, MCC and MNA are permanent member of the Alliance. The graphic in Appendix 1 illustrates the changes (see Appendix 1). Essentially, the MCSC and MNA will modify their cutTen! respective functions to ensure that they are not competing and are executing support functions for the field that are effective and efficient. The Alliance will be established as a separate 501(c)(3) nonprofit membership organization comprised a board of directors consisting of not more than six members nominated and approved by the Alliance partner organizations. An executive director will be appointed by the board of directors and will serve at the will of the board. The executive director will be charged to handle all day to day operations of the Alliance under the supervision of the board of directors. Need There is a need to avoid competition. There is a need to build effeciencies. There is a need to build autonomy for the programmatic, promotional and advocacy elements of the field of volunteerism. · Solution Spin off those elements that do not target, operationalize and capitalize on the core missions of MCSC and MNA. MCSC is a grant maker that incubates innovative and sustainable volunteer programs.
