A Case for· Support
"Ensuring Michigan 's Legacy of Volunteerism"
The ConnectMichigan Alliance Campaign will ensure the strength and stability of
Michigan 's volu nteer field. Through a $20 million endowment, the combined
forces of the Michigan Campus Compact (MCC), Michigan Community Service
Commission (MCS C ), Michigan Nonprofit Association (MNA) and the Volunteer
Centers of Michigan (VCM) will permanently sustain and expand the "volunteer
infrastructure" for which Michigan is known and heralded. Once the campaign is
completed, the ConnectMichigan Alliance will achieve its goal of providing
avenues for every Michigan citizen to serve their community through
volunteer service and civic action. This means:

Access to a strong and healthy volunteer center for every Michigan
resident,
having every Michigan college and university encourage citizen service
among its students, faculty and staff
building strong nonprofits to meet our communities ' most pressing
social needs, and
leveraging state and federal government resources to empower
communities to address their local challenges . · I

Governor Romney's words ring as true today as ever before . Volunteers and the
positive impact they have on our communities can change the way we live. But
what maintains the momentum for our volunteers? What supports their work and
recognizes their efforts? What encourages the young and young at heart to give
their time, talents and treasures to communities? The answer in Michigan is
clear. Michigan has a proud tradition of supporting volunteer efforts
through what we commonly call our nonprofit "infrastructure. "
The Alliance: Genuine Collaboration
Major components of that infrastructure include a statewide network of volunteer
centers helping local communities match volunteers with volunteer opportunities
(Volunteer Centers of Michigan), an association of colleges and universities that
have joined a compact that works to instill an ethic of service and civic action in
the college students of today (Michigan Campus Compact), a trade association
�for nonprofits to give voice and support to the vast array of nonprofit
organizations throughout the state (Michigan Nonprofit Association), and a
governmental body that promotes service and volunteerism by leveraging state
and federal funds to support and recognize local volunteer efforts (Michigan
Community Service Commission). Separate, but working in collaboration , these
organizations have combined to build a powerful force-infrastructure-for
volunteerism in Michigan.
In October of 2000 , the partnering organizations (MCC, MCSC, MNA & VCM )
committed to building a permanent infrastructure for volunteers in Michigan by
forming the ConnectMichigan Alliance. The ConnectMichigan Alliance combines
the leadership and resources of the four partnering organizations all for the good
of the volunteer field. Never before has such a diverse and powerful partnership
been formed on a statewide level. This innovative partnership will leverage
additional financial and human resources , reduce duplication of efforts , create a
seamless support structure for Michigan 's volunteers , establish new programs
and initiatives and eliminate wasteful expenditures of vital resources . The
ConnectMichigan Alliance will serve to continue Michigan 's legacy of service and
volunteerism-one of our state's most powerful forces .
The Campaign
Sustaining and strengthening that force is the purpose of the ConnectMichigan
Alliance and the goal of the ConnectMichigan Alliance Campaign . At the
completion of the campaign , the ConnectMichigan Alliance will be supported by a
$20 million endowment, which , in itself, was created in an extraordinary way. In
June of 2000 , Governor John Engler signed into law Senate Bill 968 providing a
challenge grant to build the ConnectMichigan Alliance Endowment. This grant
provides up to $1 0 million that must be matched on a 1 to 1 basis by the private
sector no later than November of 2002 . The ConnectMichigan Alliance
Endowment represents an unprecedented public/private partnership and truly
builds a long-term support mechanism for Michigan 's volunteers .
The Leadership
The creation of the ConnectMichigan Alliance Campaign Leadership will
demonstrate the scope and depth of the ethic of service and volunteerism in
Michigan. As we all know, community service and volunteerism realize their
greatest potential when they become vehicles to connect people of differing and
unique backgrounds to solve problems. That is why the ConnectMichigan
Alliance Campaign will be supported and spear-headed by leaders from the
philanthropic community, government, corporate sector and individuals
concerned about supporting Michigan's volunteers. They include: To be
inserted, as leadership is determined.

The ConnectMichigan Alliance needs your help. To ensure that we can sustain
the legacy of community building and individual support through the selfless acts
of Michigan's volunteers, we must solidify the infrastructure of four existing
organizations through the ConnectMichigan Alliance. For the next 24 months ,
Michigan 's foundations, corporations and individuals connected through a shared
commitment to service and volunteerism can help match our $10 million
challenge. We must work together to ensure Michigan 's legacy of volunteerism.

�The Michigan Volunteer Alliance
"The Alliance"
An Overview
Prepared by the Michigan Campus Compact, Michigan Community Service Commission,
the Michigan Nonprofit Association, and the Volunteer Centers of Michigan
Draft-- June 21, 2000
Purpose:
The purpose of "The Alliance" is to centralize and stabilize state-level, volunteer and community
service programming efforts in a manner that ensures:
• long-term sustainability of volunteer efforts in Michigan,
• cost efficiencies through shared resources ; and
• improved support services to Michigan communities through expanded programs and funding
initiatives.
As part of an unique public/private joint venture, "The Alliance" will administer programming and
technical assistance currently administered by the Michigan Nonprofit Association and its affiliates
(Volunteer Centers of Michigan, Michigan Campus Compact) and the Michigan Community
Service Commission. ''The Alliance" will continue to partner with additional organizations as
deemed appropriate. A private endowment, funded through public and private sources, will be
created to support "The Alliance" which will ensure its long-term stability.
As the state 's premiere volunteer and community service 501 (c)3 nonprofit organization, "The
Alliance" will consolidate the programmatic and administrative functions of the four partnering
organizations thereby reducing or eliminating duplication of efforts, consolidating and maximizing
financial and human resources, and uniting the state's volunteer and community service leadership
(see working committee list attached).
Funding:
A total of $20 million in endowment funds would be established with the corpus comprised of two
funding streams:
State: The State of Michigan made a one-time investment of $10 million toward an
endowment to continue its commitment to volunteerism as a communiry problem solving
mechanism in the state. This endowment would be managed by a private or community
foundation (new or existing) and would generate approximately $250,000 to $500,000
annually that would be allocated directly to ''The Alliance" for administrative and program
funding.
•
Private: An additional $10 million would be leveraged in match funds to the State
contribution which would be placed into the same private or community foundation
endowment fund. This additional $250,000 to $500,000 in interest income would enhance
''The Alliance" budget in Year two of its existence, bringing the annual budget of $1 million
for support of the state' s premiere volunteer organizations and initiatives.
�Background:
In the past decade, Michigan has seen the development of a number of statewide volunteer support
organizations that have been focusing on the promotion, support and advancement of volunteerism
and community service. The Michigan Campus Compact (MCC) was developed in 1989 to
recognize the service contribution institutions of higher education were making to their
communities. A few months later, a small group of community based volunteer centers began the
Volunteer Centers of Michigan (VCM). A year later, the Michigan Nonprofit Association CMNA)
(known then as the Michigan Nonprofit Forum) was developed to enhance the understanding of
the nonprofit sector including the advancement of philanthropy and volunteerism. Finally in 1991,
newly elected Governor John Engler created the Michigan Community Service Commission
(MCSC) and in 1994, the Michigan Legislature codified the MCSC in state law (PA219).
Over the years, all four organizations have worked coilaboratively with one another. In the mid1990's, both VCM and MCC entered into partnerships with the MNA. These partnerships have
strengthened all three organizations and have resulted in immense administrative savings. In
addition to the administrative savings, the programs and activities of all three organizations have
been enhanced by this unique partnership.
Recently, the MNA (and its affiliates) and the MCSC have made a concerted effort for a more
intentional and effective partnership. As the field of service continues to change and be challenged
by "outside influences," serious conversations between MNA and MCSC have occurred regarding
the need for a sustainable support system for existing and developing volunteer initiatives. Three
primary motivating factors - the need to provide well-rounded support services to the volunteerism
field; the desire not to duplicate services and programs; and the potential changes in federal
programs that support volunteerism - lead to a reasonable conclusion that we can be much more
effective as a unified front than as two separate entities. However, it is also acknowledged that
some activities/functions MUST remain separate - again, for the greater good of the field. What
seems to make the most sense is the development of a third entity that would absorb common
functions of MNA and MCSC, while maintaining its neutrality and program-focus. "The Alliance"
will be that neutral third entity.

The ConnectMichigan Alliance Campaign
A Case for Support
"Ensuring Michigan's Legacy of Volunteerism"
The ConnectMichigan Alliance Campaign will ensure the strength and stability of
Michigan's volunteer field . Through a $20 million endowment, the combined
forces of the Michigan Campus Compact (MCC), Michigan Community Service
Commission (MCSC) , Michigan Nonprofit Association (MNA) and the Volunteer
Centers of Michigan (VCM) will permanently sustain and expand the "volunteer
infrastructure" for which Michigan is known and heralded. Once the campaign is
completed , the ConnectMichigan Alliance will achieve its goal of providing
avenues for every Michigan citizen to serve their community through
volunteer service and civic action. This means:

building a strong and healthy volunteer center for every Michigan
community,
having every Michigan college and university encourage citizen
service among its students and faculty,
building strong nonprofits to meet our communities' most pressing
social needs, and
leveraging state and federal government resources to empower
communities to address their local challenges.

make a commitment to volunteering as a way of life and as a primary opportunity
to create needed change."

Governor Romney's words ring as true today as ever before. Volunteers and the
positive impact they have on our communities can change the way we live. But
what maintains the momentum for our volunteers? What supports their work and
recognizes their efforts? What encourages the young and young at heart to give
their time, talents and treasures to communities? The answer in Michigan is
clear. Michigan has a proud tradition of supporting volunteer efforts
through what we commonly call "infrastructure."
The Alliance: Genuine Collaboration
Major components of that infrastructure include a statewide network of volunteer
centers helping local communities match volunteers with volunteer opportunities
(Volunteer Centers of Michigan), an association of colleges and universities that
have joined a compact that works to instill an ethic of service and civic action in
�the college students of today (Michigan Campus Compact) , a trade association
for nonprofits to give voice and support to the vast array of nonprofit
organizations throughout the state (Michigan Nonprofit Association), and a
governmental body that promotes service and volunteerism by leveraging state
and federal funds to support and recognize local volunteer efforts (Michigan
Community Service Commission) . Separate, but working in collaboration , these
organizations have combined to build a powerful force-infrastructure-for
volunteerism in Michigan.
In October of 2000, the partnering organizations (MCC , MCSC, MNA & VCM)
committed to building a permanent infrastructure for volunteers in Michigan by
forming the ConnectMichigan Alliance. The ConnectMichigan Alliance combines
the leadership and resources of the four partnering organizations all for the good
of the volunteer field . Never before has such a diverse and powerful partnership
been formed on a statewide level. This innovative partnership will leverage
additional financial and human resources, reduce duplication of efforts, create a
seamless support structure for Michigan's volunteers, establish new programs
and initiatives and eliminate wasteful expenditures of vital resources. The
ConnectMichigan Alliance will serve to continue Michigan's legacy of service
and volunteerism-one of our state's most powerful forces.
The Campaign
Sustaining and strengthening that force is the purpose of the ConnectMichigan
Alliance and the goal of the ConnectMichigan Alliance Campaign . At the
completion of the campaign , the ConnectMichigan Alliance will be supported by
a $20 million endowment which, in itself, was created in an extraordinary way. In
June of 2000, Governor John Engler signed into law, Senate Bill 968 that
providing a challenge grant to build the ConnectMichigan Alliance Endowment.
This grant provides up to $10 million that must be matched on a 1 to 1 basis by
the private sector by November of 2002. The ConnectMichigan Alliance
Endowment represents an unprecedented public/private partnership and truly
builds a long-term support mechanism for Michigan's volunteers.
The Leadership
Continuing this never-before seen show of leadership, the creation of the
ConnectMichigan Alliance Campaign Leadership will demonstrate the scope and
depth of the ethic of service and volunteerism in Michigan. As we all know,
Community service and volunteerism realize their greatest potential when they
become vehicles to connect people of differing and unique backgrounds to solve
problems. That is why the ConnectMichigan Alliance Campaign will be headed
up by leaders from the philanthropic community, government, corporate sector
and individuals concerned about supporting Michigan's volunteers. They
include: To be inserled as leadership is determined.

�The Call to Action
The ConnectMichigan Alliance needs your help. To ensure that we can sustain
the legacy of community building and individual support through the selfless acts
of Michigan's volunteers we must build a solid infrastructure-the
ConnectMichigan Alliance. For the next 24 months, Michigan's foundations ,
corporations and individuals connected through service and volunteerism must
ban together and help meet our $20 million challenge. We must work together
to ensure Michigan's legacy of volunteerism .

�Putting it All in Context
Mission
The ConnectMichigan Alliance will promote life-long community service and civic
engagement though the support of community-building initiatives. It will
strengthen the point of connection between those who want to help and those
who need assistance.
Rationale and Legacy
Service: The Thread that Connects our Communities
All around us we are reminded that what challenges individuals and communities
the most can be traced back to how and whether individuals interact-connect.
It is our "disconnectedness" that allows us to turn a blind eye to the challenges
in our communities. It is the easy with which we go to work and to school and
return home without interacting with our neighbors that promotes our
sequestering . Neighbor not understanding neighbor, adults not understanding
children , faiths not tolerating other faiths , and cultures not living with other
cultures are all fed by our inability to connect.
"Shooting at Columbine ... Elderly die in their homes during heat wave ... suicide
.. .theft ... abuse ... How many of us wish we'd hear some "good news" for a
change? While the evening news illustrates the depth of our disconnection
every day, we find equally compelling examples of our ability to reconnect
through service.
"I had a Teens in Training this summer who was on probation. He ended up
being the top teen of the summer and volunteered 258 hours. I recently
received a call from him thanking me for the program because it proved to him
that a group of teens could work together to make our community a better, safer
place to be. He is still on probation , but his relationship with his parents has
significantly improved , as have his outlook on life and goals for the future . He
attributes this change in his attitude and behavior to the positive influence of
other teens in the Teens in Training program , and to the adult mentors at the

ConnectMichigan Alliance: Tying Communities Together
More than 80% of Americans agree, "Disconnection is an underlying
characteristic of many of our social problems." And, more than 90% believe that

bridge the differences that separate people and help solve community
problems."

Concerned citizens joining forces can reclaim their neighborhoods, shepherd
their children , protect their elders, teach their peers, and - for all intensive
purposes - change the world. A visit to the Points of Light Foundation's web site,
http://www.pointsoflight.org , will introduce you to daily Points of Light: everyday
people giving of themselves to create positive change where it's needed. There
are many Michiganians in that proud company, lending support to our long-held
belief that our state is a place of caring and compassion .
While much time is spent focusing on the "disconnect" of individuals from society
in general , the ConnectMichigan Alliance addresses the disconnect on a
different level : the disconnect of those who want to be involved from those who
need assistance. Our mission: to promote life-long community service and civic
engagement through the support of community-building initiatives. Our goal : to
ensure that any citizen who wishes to be involved has the opportunity to do so.
Our vision : that community service, volunteerism and civic engagement become
engrained in the human ethic; that it becomes so integral to our culture that it
does not need a measure of distinction . While this initiative may be considered
lofty, ambitious and idealistic, it should also be considered necessary, and
entirely possible.

make a commitment to volunteering as a way of life and as a primary opportunity
to create needed change."

Michigan leaders have long envisioned volunteerism as an important support
system for services and programs helping people throughout the state. The late
Governor George W . Romney had a passion for community, wh ich made him a
very effective leader and citizen . Governor Romney declared, "The most
powerful problem-solving force on earth is the organized voluntary cooperation
of a free people." Governor Romney was recognized nationally as a leader in
the volunteerism movement. He was the founder of the National Volunteer
Center, served as found ing trustee of the Points of Light Foundation and the
Michigan Nonprofit Association , and led the development of a number of
community volunteer centers in Michigan. The vision and work of Governor
Romney is the foundation on which Michigan has built an infrastructure to

�connect neighborhoods, communities, institutions, and the state through
volunteer service.
Continuing this legacy of leadership, the creation of the ConnectMichigan
Alliance is the natural next step in the evolution of community service in
Michigan. Created by the merger of the common programs of four existing
entities, the Michigan Campus Compact (MCC), Volunteer Centers of Michigan
(VCM) , Michigan Nonprofit Association (MNA) , and the Michigan Community
Service Commission (MCSC) , the ConnectMichigan Alliance will enhance the
statewide infrastructure supporting local community volunteer and service
efforts. Community service realizes its greatest potential when it becomes a
vehicle to connect people of differing and unique backgrounds to solve
problems. The ConnectMichigan Alliance will promote life-long community
service and civic engagement though the support of community-building
initiatives. It will strengthen the point of connection between those who want to
help and those who need assistance.
Creating Connections Through Community Service
The four organizations included in this new partnership currently provide
programs and services serving as the foundation of the ConnectMichigan
Alliance that have been thoughtfully considered and implemented to promote
civic responsibility statewide.
Michigan Campus Compact
Connecting College Students with their communities through Servicelearning
Mission
The mission of The Michigan Campus Compact (MCC) is to promote a
commitment to community service and to foster a life-long service ethic in
students. Specifically, MCC seeks to create or expand community service and
service-learning opportunities for students while promoting academic and cocurricular programs and to advocate for public policies that encourage civic
responsibility.
Michigan Campus Compact (MCC) is an association of Michigan universities
and colleges that promotes citizenship by encouraging service experiences for
students.
These experiences lay the foundation for a lifelong ethic of public responsibility
and community service. Students learn to reflect critically on the world around
them and take an active role in their community by becoming directly involved
with social problems and their solutions.

�Founded in 1989 as one of the nation's first state Campus Compacts, MCC
began as a three-year demonstration project funded by the W . K. Kellogg
Foundation. MCC entered its second phase of development in 1992, placing
emphasis on recruitment, retention , and membership services.
Today, programs such as MCC's Venture Grants, Faculty Fellows, Student
Community Action Network, Outstanding Student Service Awards, Community
Service-Learning Faculty Staff Awards, Institute on Service-Learning, Service
Leadership Camp, colloquiums, and recognition ceremonies for faculty and staff,
continues to provide and expand volunteerism in Michigan among college
students and campuses. These initiatives legitimize, honor, and prepare
campuses, students and faculty to become more civically engaged and servers
in their community, state and the world
Volunteer Centers of Michigan
Creating Opportunities for Local Community Connections
Mission
Volunteer Centers of Michigan (VCM) is dedicated to mobilizing people and
resources to deliver creative solutions to community problems.
The Volunteer Centers of Michigan is part of the Volunteer Center National
Network working in partnership with the Points of Light Foundation to meet
volunteer needs in 450 communities nationwide. VCM is recognized as a
national leader in the Volunteer Center Movement and was the first to hire
dedicated staff. The organization achieves their mission by offering programs
and services that connect people with opportunities to serve, building capacity
for effective local volunteering, promoting volunteering, and participating in
strategic initiatives that mobilize volunteers to meet local needs.
VCM has 34 local community Volunteer Centers with many more in
development. These local programs impact volunteers by providing them with
volunteer opportunities matched to their skill and interest level, and impact
organizations by providing them with appropriate volunteers for theirs tasks. In
fact , Volunteer Centers are evolving in their attempts to create meaningful
community change by focusing their efforts around four core competencies:
1. Connect people with opportunities to seNe (seNes full community by
maintaining accurate and timely information)
2. Build the capacity for effective local volunteering (training, technical
assistance, and support to local nonprofits)
3. Promote volunteering (recruitment and recognition activities)
4. Participate in strategic initiatives (community problem-solving)
The statewide Volunteer Centers of Michigan provides technical assistance to
the local volunteer centers through retreats , training, funding , and consultation

�to strengthen their capacity to provide meaningful volunteer opportunities to their
communities.
Michigan Nonprofit Association
Increasing Nonprofit Capacity to Maximize Community Connections
Mission
The Michigan Nonprofit Association's (MNA) mtsston is to promote the
awareness and effectiveness of Michigan's nonprofit sector, and to advance the
cause of volunteerism and philanthropy in the state.
The Michigan Nonprofit Association represents and serves nonprofit
organizations located in rural communities, suburbs, and metropolitan areas
throughout Michigan.
The membership of the organization ranges from
nonprofits providing services to the homeless to arts councils. The numerous
affiliates and foundations belonging to the Michigan Nonprofit Association are
interested in the advancement of the nonprofit sector.
Funded, in part, by the Kellogg Foundation and the C.S. Matt Foundation, MNA
provides services and technical assistance to its members including conferences
and trainings designed to build organizational capacity, the provision of costeffective insurance coverage for nonprofit organization employees, public policy
updates, mini-grant funding to support volunteerism, and the annual
Compensation and Benefit Survey.
The Michigan Community Service Commission
Encouraging Community Connections to Find Community Solutions
Mission
The Michigan Community Service Commission (MCSC) is dedicated to enabling
all citizens, including youth, to engage in public problem solving through service
and volunteerism .
Governor Engler created the Michigan Community Service Commission in 1991
by Executive Order. The organization serves as a grantmaker for local
programs administers national service programs including Learn and Serve
programs, and provides training for grantees.
Among the organization's programs and services is America's Promise: The
Alliance for Youth. Led by General Colin Powell since 1997, it is the goal of
America's Promise to recruit youth volunteers and provide America's youth with
the essential resources to become healthy and productive adults. Michigan's
Promise is the state's response to the national America's Promise effort.

�Launched in 1997, the Michigan's Promise program promotes services for
children .
MCSC also administers Make a Difference Day in Michigan. It is a day when
friends , relatives, neighbors, and co-workers join together with nonprofit
organizations, schools, local business and service organizations to take part in
projects to better their communities.
Michigan's Model: Connect Michigan Alliance
The ConnectMichigan Alliance will be funded , in large part, by an endowment
created to ensure long-term sustainability while supporting the development of
new and innovative programs to promote volunteerism and service-learning
throughout Michigan. The ConnectMichigan Alliance vision is to secure $20
million in endowment funds from two funding streams. The State of Michigan
has challenged the private sector to match $10 million to initiate an endowment
to continue Michigan's commitment to community service in perpetuity. The
endowment will provide the funds necessary to sustain administration, services
and programming at their current level to enhance and expand current programs
and services, and to develop new, innovative programs.
In a recently completed visioning process, opportunities were identified to further
the support and promotion of volunteerism and service throughout Michigan.
Two priorities were established for the ConnectMichigan Alliance:
1. The Connect Michigan Alliance will increase the organizational capacities of
existing statewide volunteer, community service, civic engagement, and
service-learning infrastructure organizations and local organizations as they
work together to address the increasing need for Michigan citizens to have
accessible opportunities to reconnect or remain connected with other
individuals in their communities; and
2. The ConnectMichigan Alliance will further reduce duplication of effort (a
process begun in 1995), creating a sustainable annual support system for
existing and developing volunteer and service-learning initiatives on both the
state and local levels, and prepare Michigan for potential changes in federal
programs that support volunteerism and service-learning.
The implementation and long term impact of the ConnectMichigan Alliance can
be illustrated as an inverse "stair step" approach which utilizes the expertise of
community, state, and national service organizations with the ultimate result and
end goal being the mobilization of individual citizens to enhance the quality of
life in communities throughout Michigan.

�Public Education Campaign
The ConnectMichigan Alliance will educate Michigan residents through the
development and implementation of state-wide public education campaigns
in partnership with state and local organizations. Public education initiatives
will be comprehensive in nature with emphasis on identifying issues and
opportunities, and recognition efforts on the part of individuals and
organizations throughout the state.
Resource Development
The Connect Michigan Alliance will enhance and expand the training and
technical assistance capacities of both MCC and VCM. The
ConnectMichigan Alliance will provide expanded resources in the form of
grants to local initiatives. The ConnectMichigan Alliance will also develop a
broad range of resource material for local communities in the areas of
volunteer development, service-learning programming , establishing and
nurturing collaborative

�The current state of disconnectedness is not limited to individuals. The
ConnectMichigan Alliance will continue and expand existing networks that
support association, discussion and training covering a broad base of topics
that relate to all organizations utilizing volunteers and conducting servicelearning initiatives. Network discussion will also facilitate the dialogue and
development of training , workshops and conferences focusing on specialized
needs of local and regional organizations. Another area of focus for the
ConnectMichigan Alliance will be the research and development of corporate
volunteer councils and statewide networks to support them.
Mobilization of People
This is the strategy that achieves the ultimate goal of the ConnectMichigan
Alliance ... to improve "connectedness" in communities throughout Michigan.
The ConnectMichigan Alliance will build upon existing initiatives, including
Make A Difference Day, Day of Caring and National Volunteer Week, to
provide opportunities for people and organizations to connect through
meaningful volunteerism and community service. Strategies will be
structured to engage entire communities in meaningful activation activities
designed to promote continued civic engagement and connectedness.
The ConnectMichigan Alliance will reduce administrative overhead and
duplication in existing statewide volunteer and service-learning initiatives. For
the first time, statewide volunteer and service-learning programs and services
for people of all ages will be housed under one roof .. . under one administration .

The leadership of Michigan envisions a day when a college student can learn
about the problems of homelessness in America by volunteering in a homeless
shelter, a physically challenged child can tutor a child who is struggling to learn
how to read , and a senior citizen can spend some time with a dying patient in a
Hospice program.
When people work together, they begin to work through their differences and
begin to build the shared understanding that assists in resolving conflicts. By
spanning the continuum of age, race, religion , and income level , the
ConnectMichigan Alliance will continue to strengthen our heritage and history,
creating a solution to the disconnect felt by many in our society.

1. As Connect Michigan Alliance was being created, what were your thoughts about
its potential benefits?
2. What kinds of potential problems and barriers did you think it would face?
3. What specific assistance did you foresee the CMA offering your organization?
4. What roles of CMA have tended to boost your organization's capacity and
effectiveness?

Cause Related Marketing and the Future of (the Marketing) Industry
Premise
The long-term future of any industry depends on the talents, resources, dedication and
attitudes that are formed in our youth today.
What we know about youth?
Poverty rates among youth are down.
Drop out rates among youth are down.
However,
Some drug use among youth is down, but all types of new forms of use are up.
Children living in single parent households are up.
Child obesity is up at a staggering rate.
In Detroit, we know that:
1. 35% of young people live in poverty;
2. 60% of young people live in a household where no adult holds a full-time job; and
3. 30% of young people are living with a head of the household who does not have a
high school diploma.

What we know about youth and their abilities, habits and interests.
1. Young people are more media savvy than the youth of one or two generations ago
and media play an even more important role in their day-to-day lives.
2. Young people go more for the tangible and immediate than the intangible and
long-term. They are career focused, but want stimulation over stability.
3. Young people are interested in solving problems, getting engaged in community
and volunteering. However they are not interested as much in voting and
participation in traditional civic organizations.

�4 The Maine Commission for Community Service is
celebrating 10 Years of public leadership and support in
Maine’s volunteer sector. The Commission fosters
collaboration among state agencies, colleges, universities,
federal agencies, and community volunteer programs by
serving as convener of organizations with common interests
and catalyst for action on volunteer service initiatives.
Symposium Goals.
1.
Engage in a very interactive process that permits Maine’s strategic thinkers to
consider what aspects of the Voluntary Sector Initiative might strengthen
Maine’s community volunteer sector.
2.
Learn about the Voluntary Sector Initiative from key Canadian leaders:
•
What was the context and motivation for the VSI partners?
•
What are the key points of the Accord and Codes of Best Practice?
•
What effect has the VSI process and its products had on relations
between the voluntary sector and Canadian government and the
capacity of each to fulfill common goals?
•
What lessons have been learned through the experience of
implementation?
3.
Explore (in small group discussions) how the provincial volunteer sector and
government work in 5 areas: environment, housing, literacy/education, public
safety, and elder services. What best practices align with the Codes?
4.
By reflecting on case studies from Newfoundland, Labrador, and New
Brunswick, examine the possible benefits, challenges, and opportunities of
developing a Maine initiative that incorporates aspects of the VSI Codes.
4 Canada’s Voluntary Sector Initiative (VSI) is a “co-managed
experiment at building a working relationship between the
federal [Canadian] government and the voluntary sector” which
led to signing of an Accord between the two sectors and
establishment of six joint work groups focused on specific
areas: policy dialog, funding, information management and
technology, government regulations, volunteer sector capacity, and awareness. The
Accord articulates the common values of both sectors, identifies principles for
implementing the accord, and outlines the commitments by both to actions aimed at
strengthening the partnership. The results of work by two groups produced “Codes of
Practice” which implement the accord and take the government-voluntary sector
relationship to a new level of partnership.
Why are the Commission and its partners convening this symposium?
The Maine volunteer sector is an essential part of every sustainable community.
Through volunteer organizations and programs, citizens connect with each other,
solve problems, and donate their time in order to stretch limited public and private
financial resources. Yet, it is not formally recognized as a sector in public discussion
or planning. Its identity and issues are subsumed under the category of “nonprofit”.
The voluntary sector in Canada is not synonymous with the non-profit sector. It has
been recognized as a distinct segment of community organizations. It is similar to
businesses in Maine’s “creative economy” that are a part of the private sector, but
grapple with issues not necessarily addressed by the dominant business community.
The Voluntary Sector Initiative is rooted in the 2001 United Nations International
Year of Volunteers. From 1999 to 2002, Canada, Australia, the United Kingdom,
and the Republic of Ireland convened initiatives to strengthen the relationship
between each country’s government and its voluntary sector. These Initiatives were
happening at the same time the concepts of social capital and civic engagement were
emerging as themes in the United States.
Canada has gone the furthest with implementation among the countries that
undertook the process. The Maine Commission for Community Service hopes to
spark discussion about differentiating the volunteer sector and the larger nonprofit
sector by exploring the 5-year experience of our Canadian neighbors with their help.

of Best Practice. We will send an email link to everyone who registers. If you wish
to explore the Voluntary Sector Initiative more thoroughly, visit

be a link to the Canadian site.

./ In the past ten years, a number of statewide organizations focusing on
volunteerism and community service have developed in Michigan. In 1989, The Michigan

Campus Compact was created to promote service learning through opportunities provided by
institutions of higher education. A few months later, a small group of community-based
volunteer centers joined hands to form the Volunteer Centers of Michigan. A year later, the

Michigan Nonprofit Association (then known as the Michigan Nonprofit Forum) was created to

strengthen the nonprofit sector and advance volunteerism and philanthropy. Finally in 1991 ,
newly elected Governor John Engler created the Michigan Service Commission by Executive
Order.

Over the years, all four organizations have worked in collaboration with one another. In the mid 90's, the Volunteer Centers of Michigan and the Michigan Campus Compact entered into
partnership with the Michigan Nonprofit Association, strengthening all three organizations and
saving administrative costs.
More recently, the Michigan Nonprofit Association (and its two affiliates) and the Michigan

Community Service Commission have made concerted efforts to form a partnership that would I}~ 'Ar"'join all four organizations. These efforts have been motivated by the need for a sustainable

~ efforts, and the potential changes in federal programs that support volunteerism.

In this model partnership, the Michigan Nonprofit Association and the Michigan Community
Service Commission will remain separate entities focusing on their current missions and a new
organization, Connect Michigan, will be formed to merge their common activities. This unique
concept has received support from sector leaders and partner organizations

Thoughtful Approaches to Community Service
The four organizations included in this new partnership provide programs and services that
impact volunteers of all ages. These programs and services have been thoughtfully considered
and implemented to promote civic responsibility statewide.
Michigan Campus Compact
Mission
Michigan Campus Compact is a coalition of Michigan's university and college presidents whose
Purpose is to facilitate, on their campuses, a commitment to community service th at will lead
students to develop a life-long service ethic and will promote service-learning in the curriculum.
The Michigan Campus Compact is part of a national coalition of college and university
presidents created in 1985. At the time, college presidents were growing concerned with the
media portrayal of students as materialistic and self-absorbed.

�The founding presidents of the national coalition believed this media image to be false from their
firsthand knowledge of the volunteerism supported by their students. They believed that many
students were involved in community service and many more would become involved if
community service was encouraged as part of the higher education experience. The Michigan
Campus Compact was founded early in the national movement, spearheaded by Michigan State
University President John DiBiaggio. Today, many college and university presidents throughout
Michigan are involved and committed to providing service learning opportunities to college
students.
Fifteen years later, the national coalition is rapidly growing, and Michigan is no exception.
Michigan has 32 campuses involved in the Michigan Campus Compact engaging students in
volunteer service and providing the lessons derived from serving the community. Funded
through membership fees and grants, the Michigan Campus Compact provides venture grants to
colleges and universities to provide community service opportunities in the classroom, faculty
fellows grants to instructors researching the impact of community service in learning, and
technical assistance to colleges and universities developing programs on their campuses.
Volunteer Centers of Michigan
Mission
Volunteer Centers of Michigan is dedicated to mobilizing people and resources to deliver
creative solutions to community problems.
The Volunteer Centers of Michigan is part of the Volunteer Center National Network working in
partnership with the Point of Light Foundation to meet volunteer needs in 450 communities
nationwide. The Volunteer Centers of Michigan achieves their mission by offering programs and
services that connect people with opportunities to serve, building capacity for effective local
volunteering, promoting volunteering, and participating in strategic initiatives that mobilize
volunteers to meet local needs.
The Volunteer Centers of Michigan has 29 local community Volunteer Centers with many more
in development. These local programs impact volunteers by providing them with volunteer
opportunities matched to their skill and interest level and impact organizations by providing
them with appropriate volunteers for their tasks. The statewide Volunteer Centers of Michigan
provides technical assistance to the local volunteer centers through retreats, training, funding,
and consultation to strengthen their capacity to provide meaningful volunteer opportunities in
their communities.
Michigan Nonprofit Association
Mission
The Michigan Nonprofits Association 's mission is to promote the awareness and effectiveness of
Michigan 's nonprofit sector, and to advance the cause of volunteerism and philanthropy in the
state.
The Michigan Nonprofit Association represents and serves nonprofit organizations located in
rural communities, suburbs and metropolitan areas throughout Michigan. The membership of
the organization ranges from nonprofits providing services to the homeless to arts councils.
Numerous affiliates and foundations belong to the Michigan Nonprofit Association that are
interested in the advancement of the nonprofit sector.
�Funded, in part, by the Kellogg Foundation and the C.S. Mott Foundation, the Michigan
Nonprofit Association provides services and technical assistance to its members including
conferences and trainings build organizational capacity, cost -effective insurance coverage for
nonprofit organization employees, public policy updates, mini-grant funding to support
volunteerism, and the annual Compensation and Benefit Survey.
The Michigan Community Service Commission
Mission
The Michigan Community Service Commission is dedicated to enabling all citizens, including
youth, to engage in public problem solving through service and volunteerism.
The Michigan Community Service Commission was created in Governor Engler in 1991 -by—
Executive Oniec. The organization provides-serves as a grantmaker for local programs,
administers national service programs and leam and serve programs, and provides training for
grantees.
Among the organization's programs and services is America's Promise: The Alliance for Youth,
created by General Colin Powell in 1997 to recruit youth volunteers and provide America's
youth with the essential resources to become healthy and productive adults.
Michigan's Promise is the state's response to the national America's Promise effort. Launched
in Lansing in 1997, Michigan's Promise charge is to provide services for children including an
ongoing relationship with a caring adult mentor, access to safe places and structured activities
during non-school hours to learn and grow, a healthy start, a marketable skill through effective
education and an opportunity to give back through community service.
Connect Michigan Begins
Connect Michigan, the new, dynamic organization created by the merger of the common
programs of these four entities will centralize state-level volunteer and service programming
efforts in a manner that will ensure the long-term sustainability of these important programs.
Connect Michigan will administer the programming and technical assistance now administered
by the individual programs creating synergy and economies of scale.
Connect Michigan will be funded, in part, by an endowment created to ensure its long-term
sustainability and the development of new and innovative programs designed to promote
volunteerism and service learning throughout Michigan.
Funding
The current vision is to secure $20 million in endowment funds from two funding streams. The
State of Michigan has provided $10 million to initiate an endowment to continue their
commitment to volunteerism in Michigan in perpetuity. The endowment will be housed in the
George W. Romney Fund for Volunteerism and will provide $500,000 annually to help sustain
administration, services and programming at their current level.
An additional $10 million will be sought to match the State's commitment, also housed in the
George W. Romney Fund for Volunteerism. This additional $500,000 generated annually from
the endowment will complete the current sustainability funding formula as well as provide
$250,000 annually to create enhance and expand current programs and services and to develop
new, innovative programs.
�Funding Enhancements
The additional revenue annually would serve to enhance programs and services in Connect
Michigan in the following ways:
Michigan Campus Compact
Enhancement funds will allow the Michigan Campus Compact to provide new venture grants to
colleges and universities to increase volunteer opportunities in the classroom, and to provide new
faculty fellow grants to increase research in service learning. And, the organization has 32
members of 91 colleges and universities in Michigan. Additional funding will supply the funds
necessary to expand the organization to 60 colleges and universities, increasing volunteer
opportunities to 10,000 more college students annually. Increased funding will also provide
more staff professional development and greater training opportunities for member colleges and
universities.
The Volunteer Centers of Michigan.
Increased funding will enable the Volunteer Centers of Michigan to strengthen the capacity of
their local community members. In addition to assisting in the creation of 10 more local
community volunteer centers, creating as 5,000 new volunteer opportunities, Volunteer Centers
of Michigan, will also be able to provide additional funds and training to current members to
increase their impact in their local communities.
Michigan Nonprofit Association
With increased funds, the Michigan Nonprofit Association will be able to increase its Resource
Library for nonprofit organizations, assisting in strengthening the capacity of nonprofit
organizations statewide. It will also enable the organization to create a Corporate Volunteer
Clearinghouse to assist corporations in finding meaningful volunteer opportunities for their
employees

Increased funds for the programs of the Michigan ServiceCjammission included in Connect
Michigan would expand the reach of Michigan^Bferrflise into 5 more communities, impactii^g*

to more mini-grant oppgrttmlttes statewide.
A New Beginning
This exciting new organization will help to ensure the sustainability of important programs that
strengthen the nonprofit sector, provide meaningful volunteer programs and services and
improve our communities in Michigan. The $10 million endowment challenge from the State of
Michigan creates a unique opportunity for four organizations to create a dynamic partnership that
will create economies of scale and enhance their important work. Achieving the endowment
challenge will ensure that these important community-based programs continue in perpetuity.

The ConnectMichigan Alliance Campaign
A Case for Support
The American Disconnect
A 1995 Newsweek poll determined that 86 percent of all Americans agreed with the
statement that there was once •a time when people felt they had more in common and
shared more values than Americans do today." Disconnection Is a fundamental problem In
our society today, a force that erodes our confidence In each other and our ability to work
together to solve today's challenges.
The evening news each day illustrates the depth of disconnection that we feel: the elderly
and frail die In a heat wave because no one knew they were there. children die or are
permanently scarred because they have been neglected, teens kill without thought over a
pair of sunglasses, or take their lives because they have become alienated from school,
friends or family.
Disconnection Is also felt in conflicts between races end ethnic groups, and gives riSe to a ·
growing number of disturbing hate crimes against those with differences of race, gender,
religion or sexual orientation. This Is a critical juncture for us all. We must decide to build a
shared future or we will continue the fragmentation of our communltlea. These confusing
times demand that an organization step forward and provide the leadership to initiate a new
level of engagement.
Building New Connections
Voluntary service has historically been the way that Americans have helped each other In
times of trouble, building connections to each other and buildlr.g vibrant and caring
communities. Michigan has been recognized throughout the nation as the leader in the
community service movement for more than a decade, building bridges between people and
offering them the opportunity to work together toward common goals. Continuing this legacy
of leadership, the creation of the ConnectMichigan Alliance Is the natural next step In the
evolution of community service in Michigan.
Created by the merger of the common programs of four existing entities, the
ConnectMichlgan Alliance will enhance the statewide Infrastructure supporting local
community vOlunteer and service efforts. Community service realizes Its greatest potential
when It becomes a vehicle to connect people of differing and unique backgrounds together to
solve problems. The ConnectMichigan AHiance wlli promote life-long community service and
civic engagement through the support of community-building Initiatives.
The ConnectMtchlgan Alliance will be funded, in large part. by an endowment created to

�The ConnectMichigan Alliance Strategy for Success
Michigan's leaders have long envisioned volunteerism as an Important support system for
services and programs helping people througl:lout the State. Governor George Romney
believed that local centers promoting volunteerlsm should be as common as the post office in
each local community. And, In the past ten years, a number of ~tatewide organizations
focusing on the promotion of volunteerlsm and Cl:lmmunity service have developed in
Michigan, providing a shining beacon of light for the rest of the nation to follow.
The ConnectMichigan Alliance will provide the support systems to strengthen community
responses throughout Miohil)an and enable local centers to achieve their considerable
potential to connect people through service Including the following:

Setv/ce Learning. The ConnectMichigan Alliance will expand service learning in
Michigan by providing new venture grants to colleges and universities to Increase
volunteer opportunities in the dassroom and faculty fellow grants to increase research
in service learning. By making connections in our communities, college students truly
leam the depth of community problems and participate in community solutions.
•
Capacity Building. The ConnectMichlgan Alliance will provide opportunities for
capacity building thoughout Michigan by providing opportunities for seminars,
conferences and training programs, and Improving the Resource library.
•
Community Connections. The ConnectMichlgan Alliance will work with local
communities to strengthen their Volunteer Canters and to provide volunteer
opportunities for people of all ages.
The leadership of Michigan envisions a day when a college student can learn about the
problems of homelessness In America by volunteering In a homeless shelter, a child can
assist a child less fortunate by volunteering at a camp for children who are disabled, and a
senior citizen can spend soma time with a dying patient In a Hospice program.
When people work together, they begin to work through their differences and begin to build
shared understanding that assists In resolving conflicts. The ConnectMichlgan Alliance will
work towards convincing people of the value of bridging their differences through community
service and offering them opportunities to work together towards common goals.
Creating Connections through Community Service

services Impacting civic engagement for volunteers in any stage of life. These programs and

The ConnectMichigan Alliance Campaign ensures the strength and stability
of support for Michigan's volunteers. Through a $20 million endowment,
the combined forces of the Michigan Campus Compact (MCC), Michigan
Community Service Commission (MCSC), Michigan Nonprofit Association
(MNA) and the Volunteer Centers of Michigan (VCM) permanently
sustains and expands the "volunteer infrastructure" for which Michigan is
known and heralded. All of the partners of this initiative have developed
innovative approaches to working effectively on a statewide level with
varied constituencies and serve as national models of best practices. Once
the campaign is completed, the ConnectMichigan Alliance (CMA) begins to
achieve its goal of providing avenues for every Michigan citizen to serve
their community through volunteer service and civic action. This goal is
met by:

Providing access to a strong and healthy Volunteer Center for
every Michigan resident;
Having every Michigan college and university encourage citizen
service & learning among its students, faculty and staff;
Building strong nonprofits to meet our communities' most
pressing social, charitable, economic, cultural, educational,
faith-based, and civic needs; and
Maximizing state and federal government resources to
empower communities to address their local challenges.
In creating CMA, the four founding partners, MCC, MCSC, MNA and
VCM, have created a synergistic application of their services that results in a
seamless delivery of support services and programs to volunteer and
service-learning initiatives throughout the state. While MNA and MCSC
will remain separate entities, they will share a central location with CMA,
which will reduce administrative expenses and duplication of services. This
arrangement, which is modeled after successful reorganization strategies in
the private-for-profit sector, enhances technological capacity and customer
service models of the partners.

CMA is a statewide initiative. The state of Michigan provided a $10 million
challenge grant ($1: $1) toward this initiative. The C. S. Mott Foundation
and the W. K. Kellogg Foundation each responded to the challenge with
lead gifts of $1 million. As of March of 2002, more than $5 million has
been secured either through one time gifts, or multiple year pledges.

Building, Strengthening and Investing in Michigan Communities

�What will be the impact?
The primary goal of the ConnectMichigan Alliance is to do more for Michigan's
volunteers by bringing together the assets, energies and expertise of the state's largest
statewide volunteer support organizations and focus their resources, technical assistance
and awareness-raising tools on the good work of those who give. We know the
challenges communities face—capacity, access, financial support and leadership above all.
We know what to do to have a positive impact—build opportunities, provide knowledge
and support, recruit the right people and encourage long-term commitments. Now we
need to act. Here's how:
Challenge:
Currently, many Michigan citizens are unable to access a volunteer
center—places where our individuals and organizations work to match
volunteer opportunities with the right individual. Only 54 Michigan
counties are currently served by a Volunteer Center.
CMA Goal:
Increase Access to Volunteer/Civic Engagement Initiatives
through Volunteer Centers for All Michigan Citizens
Method:
Bolster the forces of the Volunteer Centers of Michigan through
increased membership, outreach services and site development
activities in a substantially different way than could be supported by a
dues only supported organization.
Impact:
All of Michigan's 83 counties will be served by a local Volunteer Center
and thereby providing universal access for every Michigan citizen to
serve.
Challenge:
Volunteer Centers have limited access to fund advancement
professionals.
Goal:
Centers
Increase Long-term Financial Capacity of Local Volunteer
Method:
Provide training and technical assistance to Volunteer Centers and their
boards in the areas of nonprofit best practices, fundraising, and board
development.
Impact:
Local Volunteer Centers will become financially viable nonprofit
organizations through the provision of technical assistance in the
development of annual fund advancement plans, and enhanced efforts
to build local endowments.

�Challenge:
Accessibility to volunteer opportunities and support is limited by the
strength and depth of leadership in a community. Often leadership
involves the same pool of volunteers and leaders who either move on
or "burn out," leaving the organization without strong and long-term
support.
Goal:
Increase Access to Professional Development Opportunities for
Staff and Boards of Volunteer-based Nonprofits to Deepen the
Leadership in a Community.
Method:
Support a regional network of training and technical assistance
providers than can deliver high quality services at a reasonable cost to
local volunteer-based organizations.
Impact:
Local organization will have a more skilled and dedicated volunteer
base because of increased access to regional professional development
workshops and seminars.
Challenge:
Nonprofits and volunteer-based organizations have been unable to stay
ahead of emerging trends due to their inaccessibility to technical
assistance and financial resources.
Goal:
Improve the Quality of Life in Every Michigan Community with
Improved Nonprofits—the Engines of Civic Engagement in
Local Communities
Method:
Provide grants, conferences and meeting opportunities to local
nonprofits to strategically develop long-term solutions to community
problems using service and volunteerism as strategies.
Impact:
Local organizations will have access to resources necessary to convene
local partners in the development of market-specific programming that
encourages youdi volunteerism, family volunteerism, rural business
volunteer councils, and urban corporate volunteer councils.

�Challenge:
Citizenship, giving, civic engagement and an the ethic of giving back are
not the indoctrinating principles our society's institutions and
communities instill as they once did. New ways need to be found to
instill these values.
Goal:
Increase the Capacity for Personal and Educational Success of
Children and Adolescents
Method:
Highlight service-learning as a viable and valuable teaching
methodology with students, teachers and parents through school
partnerships, after-school programs, teacher in-services.
Impact:
Local Volunteer Centers will develop service-learning and civic
engagement programming promoting participation of children in
grades K-12.
Challenge:
Only thirty-five of the state's post-secondary educational institutions
have demonstrated their commitment to promoting more civically
engaged students, faculty and administrators by committing to the
Michigan Campus Compact.
Goal:
Increase the Capacity for Success and Community Involvement
of Young Adults Entering the Workforce.
Method:
Recruit more higher education chief executives to join the Campus
Compact and provide increased services and resources to faculty and
students.
Impact:
Michigan Campus Compact (MCC) will increase service learning and
civic engagement programming to reach sixty-five post-secondary
educational institutions.

A number of events, programs and activities are conducted around the
state to promote volunteerism, but they are scattered and not
universally supported in every Michigan community.
Goal:
Improve the Quality of Life in Communities Throughout
Michigan while Demonstrating and Promoting the Power of

Method:
Develop a state calendar of national service days which are highlighted,
promoted and coordinated throughout the ConnectMichigan Alliance.
Impact:
State level and local organizations will have increased capacity to engage
all of Michigan's local communities in civic engagement programming
that includes, but is not limited to, America's Promise, Make A
Difference Day, National Volunteer Week, and Youth Service Day.
Challenge:
The tools and terms used to describe die effective means of volunteer
community problem solving are not understood and therefore
insufficiently supported.
Goal:
Increase Visibility of the Positive Impacts of ServiceLearning, Civic Engagement and Volunteerism
Method:
Devote human and financial resources toward improving promotional
materials, media and access to media markets for ConnectMichigan
Alliance and die field of nonprofits and volunteer-based organizations.
Impact:
State level and local organizations will have increased capacity to
promote initiatives and recognize the impact of individuals and groups
that participate in service-learning, civic engagement and volunteerism
in communities throughout Michigan.

A Case for Support

Governor Romney's words ring as true today as ever before. Volunteers and the positive
impact they have on our communities can change the way we live. But what maintains the
momentum for our volunteers? What supports their work and recognizes their efforts?
What encourages all people to give their time, talents and resources to communities? The
answer in Michigan is clear: Michigan has a proud tradition of supporting volunteer efforts
through what we commonly call our nonprofit infrastructure.
The Alliance: Genuine Collaboration
Separate, but working in collaboration, these organizations have combined to build a
powerful force for volunteerism in Michigan. Major components of the Alliance
infrastructure include:

Michigan Campus Compact - an association of 33 colleges and universities that
have joined a compact that works to instill an ethic of service-learning and civic
action in the college students of today;

Michigan Community Service Commission - a governmental body that promotes
service and volunteerism by leveraging state and federal funds to support and
recognize local volunteer efforts;
Michigan Nonprofit Association - an association for nonprofits to give voice and
build capacity of the vast array of the state's nonprofit organizations and the
constituents they serve; and
Volunteer Centers of Michigan - a statewide network of volunteer centers
helping local communities solve community problems by matching volunteers
with volunteer opportunities.
In October of 2000, these partnering organizations (MCC, MCSC, MNA & VCM)
committed to build a permanent infrastructure for volunteers in Michigan by forming the
ConnectMichigan Alliance. The ConnectMichigan Alliance combines the leadership and
resources of the four partnering organizations for the good of the volunteerism field. Never
before has such a diverse and powerful partnership been formed on a statewide level. This
innovative partnership leverages additional financial and human resources; reduces
duplication of efforts; creates a seamless support structure for Michigan's volunteers;
establishes new programs and initiatives; and eliminates wasteful expenditures of vital
resources. The ConnectMichigan Alliance continues one of the states most powerful
legacies - service and volunteerism.
The Campaign
Sustaining and strengthening these assets is the purpose of the ConnectMichigan Alliance
and the goal of the ConnectMichigan Alliance Campaign. At the completion of the
campaign, the ConnectMichigan Alliance will be supported by a $20 million endowment that
was created in an extraordinary way. In June 2000, Governor John Engler signed into law a
bill providing a challenge grant to build the ConnectMichigan Alliance Endowment. This
grant provides up to $10 million that must be matched on a one dollar for one dollar basis
by the private sector no kter than November of 2002. The ConnectMichigan Alliance
Endowment represents an unprecedented public/private partnership that truly builds a longterm support mechanism for Michigan's volunteers.
The Leadership
The creation of the ConnectMichigan Alliance Campaign Leadership demonstrates the scope
and depth of the ethic of service and volunteerism in Michigan. As we all know, community
service and volunteerism realize their greatest potential when they become vehicles to
connect people of differing and unique backgrounds to solve problems. Hence, the
ConnectMichigan Alliance Campaign is supported and spear-headed by over 30 leaders from
the philanthropic community, government, corporate sector and individuals concerned
about supporting Michigan's volunteers. Michelle Engler, Michigan Community Service
Commission; Julie Fisher-Cummings, Lovelight Foundation; and William Richardson, W. K.
Kellogg Foundation provide leadership as the chairs of this blue-ribbon committee.

�The Call to Action
The ConnectMichigan Alliance will significantly strengthen efforts on behalf of thousands of
nonprofit organizations working to improve the quality of life in communities throughout
the state. This important alliance sustains state-level volunteer and service efforts. It is a
partnership that will ensure the long-term success of vital programs in a way not possible
without the alliance.
The largest challenge each of the individual founding partners of the ConnectMichigan
Alliance face is sustainability — how to provide effective and essential services and maintain
their capacity to serve Michigan's citizens. Annual fundraising and constant budget cuts take
away from the quality of support these organizations provide. In order to become stronger
support agents of local change these groups need a powerful statewide network to provide
resources, guidance and technical assistance whenever Michigan volunteers need them.
As you have read, the current goal is to secure $20 million in endowment funds from two
funding sources. The state of Michigan has challenged the private sector to match a $10
million challenge grant on a one dollar for one dollar basis, before November of 2002, for
the purpose of creating an endowment that will continue the commitment to Michigan's
volunteers into perpetuity. The endowment provides resources necessary to sustain the
current level of quality service and programming as well as enhance and expand new and
existing community and statewide programs.
We have a unique and unprecedented opportunity to enhance the quality of life in
communities throughout the state of Michigan and leave a legacy of volunteerism, servicelearning and civic engagement that will benefit generations to come. Now is the time to
shape the future of Michigan's volunteers and those they serve.

�Putting it All in Context
Mission: The ConnectMichigan Alliance promotes life-long community service and civic
engagement through the support of community-building initiatives and strengthens the
point of connection between those who want to help and those who need assistance.
Rationale and Legacy
Service: The Thread that Connects our Communities
Individuals and communities, all around, constantly remind us that their challenges can often be
traced back to how and whether individuals connect. In fact, it is this same "disconnectedness" that
allows us to turn a blind eye to challenges within our community. Neighbor not understanding
neighbor, adults not understanding children, places of worship not tolerating other places of
worship and cultures not embracing other cultures are all fed by our inability to connect. It is the
ease with which we leave our homes in the morning and return in the evening, having never
interacted with members of our community, which promotes our sequestering.
And yet, how many of us wish that we'd hear some "good news" about our communities for a
change? There are an abundance of stories on the evening news about shootings at schools, neglect
of the elderly and prevailing theft in our neighborhoods. However, there are equally compelling
examples of our ability to reconnect individuals in communities through service to others that we do
not hear.
More than 80 percent of Americans agree, disconnection is an underlying characteristic of many of
our social problems. And more than 90 percent of Americans believe that connecting with others
and working together through volunteer service can bridge the differences that separate people and
help solve community problems.
Concerned citizens joining forces can reclaim their neighborhoods, shepard their children, protect
their elders, teach their peers, and for all intensive purposes change the world. A visit to the Points
of Light Foundation's web site (www.pointsoflight.orgX introduces you to daily Points of Light
where everyday people are giving of themselves to create positive change where it is needed. There
are many Michiganians in that proud company, lending support to our long-held belief that our state
is a pkce of caring and compassion.
ConnectMichigan Alliance: Tying Communities Together
While much time is spent focusing on the "disconnect" of individuals from society in general, the
ConnectMichigan Alliance addresses the disconnect on a different level — the detachment of those
who want to be involved from those who need assistance.
Our Mission is to promote life-long community service and civic engagement through the support
of community-building initiatives.
Our Goal is to ensure that any citizen who wishes to be involved has the opportunity to do so.

�Our Vision is that community service, volunteerism and civic engagement become engrained in the
human ethic, and that it becomes so integral to our culture that it does not need a measure of
distinction.
While this initiative may be considered lofty, ambitious and idealistic, it should also be considered
necessary and entirely possible.
"The magnitude of our social problems will require that all citizens and institutions make a
commitment to volunteering as a way of life and as a primary opportunity to create needed change,"
said the late Governor George W. Romney.
Michigan leaders have long envisioned volunteerism as an important support system for services and
programs helping people throughout the state. This vision was exemplified by Governor Romney's
passion for community that made him a very effective leader and citizen.
Governor Romney declared, "The most powerful problem-solving force on earth is the organized
voluntary cooperation of a free people."
The governor was recognized nationally as a leader in the volunteer movement. He was the founder
of the National Volunteer Center, served as a founding trustee of the Points of Light Foundation
and the Michigan Nonprofit Association. Governor Romney also led the development of a number
of community volunteer centers in Michigan. The vision and work of the late governor is the
foundation on which Michigan has built an infrastructure to connect neighborhoods, communities,
institutions and the state in volunteer service.
Creating Connections Through Community Service
The four organizations included in this new partnership, promoting statewide civic responsibility,
currently provide programs and services that are the foundation of the ConnectMichigan Alliance:
Michigan Campus Compact Connecting college students with their communities through
community service, service-learning and civic engagement.
Mission: Michigan Campus Compact (MCC) is a coalition of Michigan's university and college
presidents whose purpose is to facilitate, on their campuses, a commitment to community service
that will lead students to develop a life-long service ethic and will promote service-learning in the
curriculum.
Description: MCC is an association of 33 Michigan colleges and universities that promotes
citizenship and civic responsibility for students, staff, faculty and campuses by encouraging service
experiences for students.
These experiences lay the foundation for a lifelong ethic of community service and civic
responsibility. Students learn to reflect critically on the world around them, learn the power of their
education and take an active role in their community by becoming directly involved with social
problems and their solutions.

�Founded in 1989 as one of the first state campus compacts, MCC began as a president's based
demonstration project funded by the W.K. Kellogg Foundation. Initially, nine college and university
presidents joined the Compact. However, MCC has grown to 33 members because of its success at
serving young people, retaining existing members and attracting new campuses. Today, programs
such as MCC's venture grants, recognition awards for students and faculty, training and leadership
development continue to provide and expand volunteerism and civic action among college students
and dieir campus communities. These activities legitimize and honor campuses, as well as prepare
students and faculty to become more civically engaged in their communities and diroughout the
state.
Volunteer Centers of Michigan: Creating Opportunities for Local Community Connections
Mission: Volunteer Centers of Michigan (VCM) is dedicated to mobilizing people and resources to
deliver creative solutions to community problems.
Description: VCM is part of the Volunteer Center National Network, working in partnership with
the Points of Light Foundation to meet volunteer needs in 450 communities nationwide. VCM is
recognized as a national leader in the volunteerism movement and was die first to hire a full-time
staff. The organization achieves its mission by offering programs and services that connect people
with opportunities to serve, building capacity for effective local volunteering, promoting
volunteerism and participating in strategic initiatives that mobilize volunteers to meet local needs.
VCM has 34 local community volunteer centers with many more in development. These local
programs impact volunteers by providing them widi volunteer opportunities matched widi their skill
and interest level. The local centers also impact nonprofits by providing diem with appropriate
volunteers for their tasks. In fact, volunteer centers are evolving in their attempts to create
meaningful community change by focusing dieir efforts around four core competencies:
1. Connecting people widi opportunities to serve (serves full community by maintaining
accurate and timely information);
2. Building the capacity for effective local volunteering (training, technical assistance and
support to local nonprofits);
3. Promoting volunteerism (recruitment and recognition activities); and
4. Participating in strategic initiatives (community problem-solving).
The statewide Volunteer Centers of Michigan provides technical assistance to local volunteer centers
through retreats; training; funding; and consultation to strengtiien dieir capacity to provide
meaningful volunteer opportunities to their communities.
Michigan Nonprofit Association: Increasing Nonprofit Capacity to Maximize Community
Connections
Mission: The Michigan Nonprofit Association's (MNA) mission is to promote the awareness and
effectiveness of Michigan's nonprofit sector, and to advance die cause of volunteerism and
philanthropy in the state.
Description: MNA represents and serves nonprofits located in rural, suburban and metropolitan
areas throughout Michigan. The membership of MNA believes that strong and vital nonprofits are
essential in building and maintaining healdiy and vibrant communities.

�Funded in part by the W. K. Kellogg Foundation and the C.S. Mott Foundation, MNA provides
services and technical assistance to its members. Services provided include conferences and trainings
designed to build organizational capacity, cost-effective insurance coverage for nonprofit
organizations and employees, public policy updates, mini-grant funding to support volunteerism and
discounts on a variety of publications.
Founded in 1990, MNA has grown to 600 members who represent every part of the state as well as
the great diversity of the sector. MNA is not only an important advocate for the nonprofit sector, it
also acts as a clearinghouse where member organizations can share information, regardless of the
barriers of distance or financial resources.
The Michigan Community Service Commission: Encouraging Community Connections to
Find Community Solutions
Mission: The Michigan Community Service Commission (MCSC) is dedicated to enabling all
citizens, including youth, to engage in public problem solving through service and volunteerism.
Description: Governor Engler created MCSC in 1991 by Executive Order. The organization serves
as a Grantmaker for local programs, administers national service programs including Learn and
Serve programs and provides training for grantees.
Among the organization's programs and services is America's Promise: The Alliance for Youth. Led
by General Colin Powell since 1997, it is the goal of America's Promise to recruit youth volunteers
and provide America's youth with the essential resources to become healthy and productive adults.
Michigan's Promise is the state's response to the national America's Promise effort. Launched in
1997, the Michigan's Promise promotes services for children.
MCSC also administers Make A Difference Day in Michigan. It is a day when friends, relatives,
neighbors and co-workers join with nonprofits, schools, local business and service organizations to
take part in projects to better their communities.
Michigan's Model: ConnectMichigao Alliati^
The ConnectMichigan Alliance will be funded, in large part, by an endowment created to ensure
long-term sustainability while supporting the development of new and innovative programs to
promote volunteerism and service-learning throughout Michigan. The ConnectMichigan Alliance
vision is to secure $20 million in endowment funds from two funding streams. The state of
Michigan has challenged the private sector to match $10 million, one dollar for one dollar, to initiate
an endowment to continue Michigan's commitment to community service in perpetuity. The
endowment will provide the funds necessary to sustain administration; services and programming at
their current level; to enhance and expand current programs and services; and to develop new and
innovative programs.
In a recently completed visioning process, opportunities were identified to further the support and
promotion of volunteerism and service throughout Michigan. Two priorities were established for the
ConnectMichigan Alliance:

�1. The ConnectMichigan Alliance increases the organizational capacities of existing statewide
volunteer, community service, civic engagement and service-learning infrastructure
organizations and local organizations as they work together to address the increasing need
for Michigan residents to have accessible opportunities to reconnect or remain connected
with other individuals in their communities; and
2. The ConnectMichigan Alliance further reduces duplication of effort (a process begun in

Public Education Campaign
The ConnectMichigan Alliance educates Michigan residents through the development and
implementation of statewide public education campaigns in partnership with state and local
organizations. Public education initiatives will be comprehensive in nature with an emphasis on
identifying issues and opportunities, and recognition efforts on the part of individuals and
organizations throughout the state.
Resource Development
The ConnectMichigan Alliance enhances and expands the training and technical assistance capacities
of both MCC and VCM. The ConnectMichigan Alliance provides expanded resources in the form of
grants to local initiatives. The ConnectMichigan Alliance also develops a broad range of resource
material for local communities in the areas of volunteer development, service-learning programming,
establishing and nurturing collaborative efforts, and managing statistical and volunteer management.
Strengthen Infrastructures
Increased capacity enables the ConnectMichigan Alliance to enhance and expand existing MCC and
VCM program and services; including grantmaking to local volunteer centers, institutions of higher
learning and local initiatives; enhancing the technological capacity of volunteer and service-learning
initiatives throughout the state; and providing opportunities for young people and families by
developing and implementing grant opportunities for youth initiatives.
The ConnectMichigan Alliance reduces administrative overhead and duplication in existing statewide
volunteer and service-learning initiatives. For the first time, statewide volunteer and service-learning
programs and services for people of all ages will be housed under one roof - - under one
administration.
Network Development
The current state of disconnectedness is not limited to individuals. The ConnectMichigan Alliance
continues and expands existing networks that support association discussion and training covering a
broad base of topics that rekte to all organizations utilizing volunteers and conducting servicelearning initiatives. Network discussion also facilitates the dialogue and development of training,
workshops and conferences focusing on specialized needs of local and regional organizations.

�Another area of focus for the ConnectMichigan Alliance is research and development of corporate
volunteer councils and statewide networks that support them.
Mobilization of People
Improving connection within communities throughout Michigan is the strategy that achieves the
ultimate goal of the ConnectMichigan Alliance. The strategy builds upon existing initiatives
including Make A Difference Day, Day of Caring and National Volunteer Week — to provide
opportunities for people and organizations to connect through meaningful volunteerism and
community service. Strategies are structured to engage entire communities in meaningful activities
designed to promote continued civic engagement and connectedness.
Conclusion
The leadership of Michigan envisions a day when individuals work with neighbors to solve some of
the challenges facing their community. To help end the disconnectedness felt by many in this state,
everyone from the young to the elderly must have opportunities to participate in service-learning
and volunteerism.
When people work together, they begin to work through differences and begin to build the shared
understanding that exists in resolving conflicts. By spanning the continuum of age, race, religion and
income level the ConnectMichigan Alliance will continue to strengthen our heritage and history,
creating a solution to the disconnect felt by so many in our society.
These challenging times demand that an organization step forward and provide the leadership to
initate a new level of engagement — that organization is the ConnectMichigan Alliance.

�ConnectMichigan Alliance Governance
The ConnectMichigan Alliance is governed by a twenty member Board of Trustees. Each of
the four founding organizations, Michigan Community Service Commission, Michigan
Campus Compact, Michigan Nonprofit Association and the Volunteer Centers has three
permanent seats that are selected by their membership. CMA Bylaws provide for six atlarge seats to be filled by the Board of Trustees on staggered three-year terms. The CEO of
the Michigan Nonprofit Association and the Executive Director of the Michigan Community
Service Commission serve as non-voting ex-officio Trustees. The ConnectMichigan
Alliance is committed to having a diverse board representing the diversity of regions,
ethnicities and organizational types found in Michigan's volunteer community.

�Our purpose follows from our mission: We work to sustain and grow
volunteerism. Ever since Governor George Romney stated that the solution to
our problems is not government but volunteerism, Michigan has been known
and respected for its outstanding volunteer ethic. It’s one of Governor
Romney’s legacies and a hallmark of our state. CMA strives to make sure that
volunteerism continues to be one of the characteristics that describes Michigan
and its people.
CMA is a one-of-a-kind partnership of four organizations that are all in the
business of supporting and promoting volunteerism. It is an innovative
arrangement that can be shown best by a circle. The circle shows how we
connect with each other and with CMA.

�CMA sustains and grows volunteerism through work in four primary areas:
Volunteerism – All our partners have volunteerism at the center of everything
they do. Our programs get everyone from young people to senior citizens
involved in volunteering in their communities to instill an ethic of service and
address local problems and needs. For example, Volunteer Centers of
Michigan offers a wealth of volunteer opportunities through its support and
promotion of local volunteer centers. The Michigan Community Service
Commission (MCSC) provides many volunteer opportunities through its
Adopt-A-Highway program and its work with national programs like
AmeriCorps and Vista. CMA administers the America’s Promise/Michigan’s
Promise by promoting volunteer opportunities for citizens interested in
providing the five promises to Michigan’s youth.
Grantmaking – CMA partners promote volunteerism through grants that help
support volunteer programs. For example, MCSC grants over $1 million
annually through its Volunteer Investment grants and acts as the conduit for
federal funds. The Michigan Campus Compact (MCC) also awards grants to
new projects on college and university campuses two times each school year.
Additionally, it provides funding through the Student Community Action Fund

�and the Campus Dialogue Grants.

A prime example of that are the workshops that the Volunteer Centers of Michigan

including the Local Learning Series which is designed for people who work for

through a Teacher-Education Institute and the annual Institute on Academic
Service-Learning, as well as providing professional development opportunities
for faculty and staff. Last, but not least, America’s Promise/Michigan’s
Promise provides training to local promise sites through the national initiative,
as well as providing best practice sharing opportunities.
