It deserved an earlier reply, but the truth is, on my return home I immediately commenced building with the money [?] of the B.W.I. & with about 50,000 more that my ingenuity, or good fortune enabled me to receive, partly through other conditions & partly by voluntary loan on real estate & as it was important to get my buildings done by the first of Nov. & as I had congruently to divide out my contracts among various merchants?, Brickmakers, lumbermen &c &c & to superintend them all, I have, as you may well suppose, been very much engaged, I have had for the last 4 mos. over 500 men in constant employment, have had near 2 million �[Page 2] of bricks laid, with all the lumber state &c &c necessary to carry on the work I have built. 4 large dwellings, 4 large 4 story brick stores, an immense cotton prep house & sheds to hold 25,000 bales of cotton, covering 3 3/4 acres of ground which will be completed in 6 weeks & which I have rented for 5 years for 100,000 $ --- I shall more than realize all the calculations I detailed to you when I had the pleasure to see you & fulfil more than the statements I made to Mr. Biddle & Mr Fope --- If time is given me I shall get through & secure [?] a handsome [compensation?]. I have to say --- it has been the general practice of that court to consider a License, from any other state, sufficient to entitle a candidate for admission to examination, which is regained by law, but which, under such circumstance, is firstly much matter of form. I have known no instances, in which a License has been refused to such an applicant. I congratulate you on the success which has attended your efforts to get up a course of scientific lectures. When a similar course was first proposed here, it met with the same doubts & misgivings; but we have now five or six regular courses throughout the winter; all well attended. Some by immense audiences. There is not the least doubt but that in the enlightened and liberal City of Philadelphia, this plan of popular instruction will be crowned with entire success. You will enjoy high satisfaction for your agency in introducing it. I am glad to hear from you that your present Governor will be re-elected. His defeat would be highly inauspicious. I have never thought it very likely that Pennsylvania would give her powerful voice to any other Whig Candidate than Genl. �[Page 2] Harrison for President. I was certainly disappointed in the result of the Antimasonic convention at Harrisburg. My impressions, however, were derived from good sources, & justified by the course taken by the leaders of the party, in that body. I agree with you as to the general complain of affairs: - the question, however, with us, as with you, is not what we will do. – but what we can. – Our people will, I think, never take Judge White, though unquestionably far superior as a statesman to Genl. Harrison. I do not think they will come into the support of Genl. H. – They are well disposed to hold to Mr Webster. & this, I think, their most likely course. If they are driven from this, they will be very apt to go for Van Buren, or let him take the state by default. I would write you more at length; but I leave �[Page 2] the bed side of one of my children who is dangerously ill; & I have not spirits to proceed. Your friend, E. Everett. I have since that time been a good deal out of health, & almost broken down by the weight of public business & private correspondence. – I hope you will consider this, as an excuse for my not writing. – Your suggestion relative to letters from Washington to the country papers in your state shall, as far as possible, be attended to. We will also have documents forwarded to them. – Your remark relative to the tardiness of our movements in New England are just. It is partly in the nature of the People; - partly produced by a paralyzing Clay influence; - and still more by the impracticability of Masons & Antimasons. The vote of Vermont & R Island is controlled or decided by the Antimasons. They are all with us or almost all, - but some of their leaders make great mischief. They will not let any body lead & hardly let any body follow. But we hope things are working right in Vermont; & �[Page 2] when that is found I think the Antimasons everywhere else will go straight. – The senatorial election in Boston gives us great trouble.I regret to hear that there is danger of a schism between the whigs & AMS in Penn. I thought Ritner would be cordially supported by both. I will immediately write to Mr. Lawrence. The orations were immediately transmitted by Mr. Webster to Mr. Gist & the other gentlemen named by you.I fear the reports you ask cannot be obtained I mean the old retrenchment report. Burton’s patronage report has been reprinted, I believe, & shall be sent you. – There ought in some of your public libraries to be sets of the congressional documents from which you might borrow the retrenchment report. I am quite sure it is in the Library of the Phil. Soc. – The old speeches I fear I cannot get you.- Is there no file of the Nat. Intelligence a copy of the Register of debates in Philad? In one of the last of these in which you make a handsome allusion to Mr. Webster, you incline to the opinion, that it is best to await the selection of some candidate, in whom all the opponents of the administration can unite; the selection to be made by a general convention, or in some other way. Similar suggestions appear in other friendly papers. But I think I run no risk in saying, that no such convention can be had; & no such agreement on a candidate can take place. The Southern Whigs offer no thing better, than Judge White. An attempt, it is said, has been made, or is now making in Ohio, to commit that state for Judge McLean. - Local nominations are not the most desirable ones. [Signature cut out from reverse side. Text losses added in pencil] They (have not the weight of) general nominations (But it would seem) in the present �[Page 2] state of things that there is no other way in which those from whom the choice must ultimately be made, can be brought forward. Massachusetts, I think, will move early this winter, & present the name of Mr. Webster. He is the only candidate, who, to the full extent, represents her principles; - his defence of the constitution seemed to demand it; and his prospect of taking the vote of the whig states is better than that of any other candidate. - The tone of the Maryland papers is decidedly favorable to him; in Kentucky he stands next to Mr. C.; & in Ohio second to no one, not even Judge McLean. I have been intending to write you, but waited to see a little the march of events. Everything seemed to be taking a pleasant train. Till the new demonstration in favor of Mr. Clay. This I cannot comprehend; for we had very satisfactory assurances. (by the way of Philadelphia), from Mr. Clay, that his views were such as we could wish. However, his nomination must, like the Harrison movement, come to nothing. – Indeed, I do not believe the recent call in Philad.ạ is sanctioned by him. Gov. Kent, (a highly confidential friend of Mr C.) writes me, that he does not believe Mr C. has any thought of being a candidate. – The battle ground is in Pennsylvania; & it is impossible that Mr Clay any more than Harrison should get a strong support there. The Ritner party �[Page 2] are less disposed to C. than to H. – You observe that the predictions made by me as to the non-support of Harrison by the Antimasons are thus far verified. They have gone by and my hopes in favor of Webster. – One thing is certain, either Pennsylvania will support W. in opposition to VB. or she will support [text crossed out] {it will be}some man taken up purely on Antimasonic grounds, in which case, it will be Mr Adams. But I have the strongest confidence it will be Mr. Webster. It will not be Harrison nor Clay.Yours with great regard, E. There cannot fail to be removals. The very suppositions upon which rumor excludes them, in fact works the other way. Admit, that there be none except in cases where the present incumbent shall have been very actively engaged in politics. This very exception would cover three quarters of the men in office. It is notorious that tho persons holding lucrative office in the Custom House & elsewhere, at present, nearly have electioniered [electioneered] night & day. In addition to this, nearly the whole body of deputy portmasters have made themselves the tools of Mr. Kendall & his Extra Globe [?], in plain violation of law & of the instructions of the Department itself. NO. The Whigs have been proscribed men for twelve years. They have expected nothing better than their adversaries. But can they admit to be proscribed by an administration of their own creation? It requires, I do not say high, but peculiar qualifications, that is, accuracy, access to authentic sources of information, & business habits & expressions. I speak now of the business letter for which you ask. I will think of it. Perhaps in consideration of their brevity & absence of men party speculation, in a word, their matter of past character, I may undertake their letter myself; but as to this I will reflect further & let you know the result. The other class of letters may be more readily compressed a few weeks hence, when the portion & qualities of different members came to be generally understood; but as this second class of letters would of necessity be persona, & so of a more questionable nature, it ought distinctly to appear that they emanate from a different source Perhaps the way to arrange it will be, to have a regular business letter weekly, with an extra where occasion requires; & to take �[Page 2] heed that this shall exhibit & maintain the stability & accuracy of a price current; and this to be your stated correspondence, distinguished by its location & style of printing. When I received it, my first impulse was to answer it affirmatively, provided I should be able to find any convenient time to visit Philadelphia. Afterwards, exigencies of business occurred, rendering it desirable that I should visit Massachusetts, in which case, it was my plan to stop in Philadelphia either in going or returning. But, unfortunately, towards the end of January, I was seized with a slow fever, which has disabled me for actions exertion ever since, & indeed confined me to my bed for several weeks of its progress. This circumstance will render it impossible for me to undertake at present anything of the kind you �[Page 2] suggest. If, at some future time, as frequently happens, I should be in Philadelphia, & the service you request should continue to be desirable to yourself or your friends, I shall be happy to oblige you in the matter. You would scarce pardon me, if I should omit to say a few words on public affairs; which I do for your own simply; not for publication. It is easier to say what will not be done by congress, than what will; and it may be confidently predicted that M. Wright’s Treasury Bill, or anything of that general description, will not pass. The contest being a trilateral one, between the friends of the subtreasury scheme, a national bank, & the state bank deposite system the chances are against [combining?] a majority in favor of either plan. It is the misfortune of the Whigs to have no common rallying point, except that of opposition to the plans of �[Page 3] the Administration. We need some taking popular cry, - grits, as the Spaniards call it. Nevertheless, it is evident, I think, that Mr. Van Buren is losing his hold upon the people; & that the sentiment of disapprobation of his policy daily increases. Meanwhile, the current of opinions seems to be setting very strongly in favor of Mr. Clay as the Whig candidate for the Presidency. There is a good deal of smothered feeling in Washington on the subject of the late duel. Whatever may be said of the practice of dueling, the contrarieties of public sentiment regarding it are full of injustice in this operation upon a member of congress. If he flinches from a duel, his character is gone in one part of the country; if he engages in a duel, he is denounced in the other part. I fear that an attempt will be made to use the public sympathies for political effect; but I hope, without success. At any rate, as the whole subject is under investigation �[Page 4] before a committee of the House, we ought to wait the result of it, instead of hastily condemning any of the parties upon imperfect & one sided rumors. Since them several elections have been held in adjoining states. Tennessee has realized all our hopes; but Indiana, and I am ashamed to own, Kentucky have both done badly. Our too great strength has been the cause of our loss of several members of Congress. In each of two Districts two Whigs were run against one Lou[?] and were lost. In two others, we were beaten by unfortunate selections of our own General Assembly! And I have no doubt that the state will give a large majority in 44 as she did in 40 I transmit for your confidential perusal the enclosed letters which you may destroy. You will be attracted to one of the causes assigned for our defeat in Indiana. Altho’ reluctant to believe it, I am afraid it is true. We shall not have a fair canvass and a fair field until the two candidates of the respective parties are designated and announced. Then, the contest and the comparison will be between those two; and we shall profit by all dissentions and divisions now operating, and those which the next session will disclose, among our opponents. I confess that I have some fear as to the wisdom of the policy which our N. York friends have intimated, of avoiding a battle this fall. The danger is that our defeats will be so general & so habitual that our friends cannot be aroused the exertion in the final struggle. If you can properly succeed this fall in Pennsa. the result would produce the most animating and encouraging effect. �[Page 2] effect. What are your prospects? The Whigs want organization. There ought to be in Philada. or N. York a Central Comee. composed of active intelligent & faithful Whigs, who would keep up a constant correspondence with state committees, which, in their turn, should correspond with the various country, township and other local Commees. in their respective States. These would then be diffused throughout the whole Union accurate knowledge of what was doing and what were the prospects, in each part. I thought you had in Philada. some such club; but I have heard nothing of its correspondence. It was not my intention to intimate any preference in regard to a candidate for the V. Presidency. I think that it is not proper that I should do so. In speaking of Mr. Fillmore, I merely meant to state what I had heard of the favorable feelings exciting towards him at the close of the last Congress. It is no violation of the reserve which I feel constrained to observe to say that I think as well of Mr. Sergeant as you do. I have ever found him honest, true, faithful and able. It was the delay of this report and the conputation[?] of it through the that prevented me making the competition we desired of the work of the committee on commerce during the last congress. The American party certainly were brought to the best of their strength in Philadelphia; and the result was hardly unexpected which demonstrated that it could not be unanimous. The Northern men seem determined that we shall not have a peaceful and prosperous country if they can prevent it. But still I think that there is something more than a germ of a patriotic national party, north and west, which is even now strong, and which will grow rapidly in the future. I mention this only that we may infer that I do not give up the hope of finding the new organization. �[Page 2] capable of leading to some permanent vow, notwithstanding the dissent and disturbance of the recent proceedings. At all events -- I hope. In regard to the movement we suggest, this hope has some influence upon me yet. I would not like to do any thing which might impair Mr T.’s chance of nomination in that body. My present opinion is that they will find Mr. T a reality which they cannot forego. And that will be because -- as you say -- he is stronger than any party or platform. It might injure him, therefore, to identify him with a party, by such a nomination as you propose. I think the course of things will be this -- There will be a series of spontaneous nominations made through the presses over the whole South -- These will be made first by Whig Presses -- or presses in affinity with them -- and will be taken up in the same way by the national Democratic presses -- the anti administration organs of the south. These �[Page 3] will say, “to such theme -- and that he is platform enough for them.” Then, the inclination of the Southern American party will be in the same direction; and we may have manifestations of this in many quarters -- a series of such preliminary demonstrations -- which may be looked for when the time is ripe for it, I fear would be prostrated or put at hazard by a regular, formal, old party nomination. There will be great difficulty in any attempt to organize a national convention -- the same devil of discord which has broken in upon the past conventions will be in waiting to mar any other we might gather hereafter. I don’t think the people of the south of either party will go into a national convention, or abide by one if made. Now, what I should like to see done, would be to make a strong expression of popular sentiment, without reference to party -- either old or new -- throughout Pennsylvania in [?] of Mr. T. I believe Pa[Pennsylvania] is strongly set in his favor, and if a course of [?] nominations were to be commenced there -- so authoritative as to �[Page 4] [docketed text] J. P. Kennedy show the States to be for him, it would inspire the whole south with a fervor in the subject that would show the rest of the states how useless it would be to nominate any one else -- and this again would rally the whole Conservative body -- what ever that may be -- of the North. The American party whose inclinations to Mr. T. an already very good, would see that their own strength would be greatly increased by adopting the nomination and giving it the full weight of their organizations. The dissenting Americans are all fast marching to the Buffalo platform of 1848 -- to its leaders, and to their fate -- I hope. I have no time for more than these few desultory hints, to which I ask your reflection; and I shall be glad to hear from you any suggestions they may induce you to make, as I think the subject one of great importance, and one, also, to which our friends should be giving early attention. I am only thankful and greatly obliged for the trouble you have taken in procuring the letter from General Bradley, of which you have transmitted a Copy to me. Of course, I can be hardly supposed to retain a distinct recollection of all the circumstances which details; but I have a general recollection of them, and from the intimacy which existed between him and me, at the time of this occurrence I have no doubt of their substantial accuracy. I should be glad that the letter should be published, but whether that be done or a month or two hence is of no consequence. When done, I could wish that it should appear, as the fact is, that is has been checked[?] and is brought out by a friend. The value of the letter exists mainly in its being from a political opponent, who acted the part which he relates at the Democratic National Convention in Balto.[?] It is time, as has been suggested by Mr. Gales, that, by inference, it may be made to operate on the President elect; but then I so often [?] the sentiment, attributed to me by Gen. Bradley, that there would be nothing new or surprising in it being again published. The Call Session of the Senate, I suppose, will be a mere matter of form, and will lead to no serious discussions or divisions. And as I have not entirely recovered from a [?] from a recent accident, as the journey at this season would be very disagreeable, I shall not attend it, unless I have after receive information that may [?] well be material. I am eager to see the Counter address, which you mention as being likely to be spread by the Democrats who would not sign Mr. Calhoun. I hope get to see it. I am persuaded that if the President were as well acquainted with your merits as I am, that you would receive the appointment of the Head of a Bureau, or some equivalent office in one of the cities. I have known you upwards of twenty years. During all that time you have faithfully, ably & zealously supported those principles which brought the present administration into power. Few Whigs have exhibited great ardor & [text missing] in the cause. And I recollect an instance of rare disinterestedness in your career which cannot be too often mentioned, or too highly praised. Communicating the causes of your rejection by the Senate, I had written to you, expressing both my surprise and deep regret at the event. I more than ever, now am sorry that I was not present when the question of your confirmation came up, as I think I could have probably prevented the decision that was made; but I had not the remotest expectation of it, and the state of my health obliged me to leave the city before the Session terminated. What has passed cannot be reversed; but I fervently hope that the injustice done you may be repaired, by your receiving some equally good and respectable appointment, if not the same. & I repeat, what I said in my former letter, that you are fully authorized to express to the President, or any of the members of his administration, my anxious desire that a suitable position should be made for you. You were perfectly right in making me fully acquainted with it. I have experienced too many necessitudes in public life not to be able to receive, with composure, any intelligence, however unfavorable. I have moreover long despaired of the Whig cause deriving any support from Pennsylvania. The most that I have hoped for has been that it should not be prejudiced by any movements there. These, I believe, are sentiments common to the great body of our political friends every where out of Pennsylvania. The attempt which the Whigs in that state were making to organize themselves separately, or a party distinct from the Antimasons, appeared to me to be judicious and wise. Of course, I supposed that in executing that purpose, no just cause of offence would be given to Antimasons. It seems, from your letter, that the Whigs will be thwarted, or are in danger of being thwarted, by others assuming the garb of Whigs and mingling in the primary meetings and elections of the Whigs. That certainly will be a very extraordinary course, to say the least of it. Is there no mode by which those proceedings shall be limited to the Whigs to the exclusion of members of any other party? I observe the proceedings in the various Wards of liberties of Philadelphia, and am grateful for the friendly notice which has been taken of me. I presume that the delegates to the nat. convention whom they may approach will be admitted to their seats, whatever may be the course of the June convention. I have seen too an account of a Revolution of the Tippecanoe Club to abide by the nomination of the nat. convention & to recognize no other. That must have good effect, whatever may have been the motives which prompted it. �[Page 2] Our Harrison friends are not always [?] and in proportion as to the prospect of succeeding in their favorite object recedes will become probably intemperate. Still, I think forbearance and conciliation should never be lost sight of by my friends. I think the late Whig address which you did me the favor to send me, was eminently characterized by that speech. It appeared to me to be distinguishing this judgment. I think I am not biased by the flattering terms in which I am spoken of for which I however feel very great gratitude. If I am to judge from information which reaches me, I do not think that the bad spirit, which you describe as exciting in Penns between the friends of General H. and myself, extends much beyond that commonwealth. There may be some of it in Cincinnati, but I am sure that it does not pervade the state of Ohio. It is of the first importance that our friends, whatever may be their individual preferences, should be constantly on their guard against the machinations of the administration party. This party will seek to bring out against Mr. V. Buren, that Whig candidate for the Presidency whom they believe they can easiest beat. That is a natural course. They will address themselves to the weaker candidate, endeavor to instill prejudices into his mind against his most formidable rival, even promise him support, if he be the candidate and actually affect to be Whigs in order to carry their point. Once carried, and the weaker candidate brought out, how quickly will they throw off the mark, and direct the whole thunder of their artillery against him! How loudly will they then proclaim that if some one else had been nominated there might have been some chance of his Election! Another kindred danger is that some Whigs, and even Whig prefoes[?], really bought over to the V. Buren party, may sow the seeds of dissention and secretly work to secure his election; professing all along to be Whig, but pretending that only a particular candidate is available and should any other be taken up, afterwards seeking to fulfill their sinister predictions. These are dangers which we must encounter. We can only by diligence and energy labor to avert them. �[Page 3] I lament the state of apathy among our friends in Philada. I hope it will be overcome. Our cause is prospering every where else, and our friends there will, I hope, have the satisfaction of witnessing its final triumph. But if they should become lukewarm and indifferent, our strength [?] may be impaired. Notwithstanding the unfavorable issue of the charter election in the city of N. York, I have the strongest assurances from various intelligent correspondents that the state is perfectly safe. The Virginia elections will take place next month; and if they should terminate successfully (as is confidently believed) our difficulties will be at an end. F.” The article in the papers to which you allude was brought to my notice by the edition of the Coml [Commercial] Advertiser, in which it was stated that I approved the letter written to Mr. Benson on the subject. I said it was not so and he contradicted it. In truth no letter was ever written to Mr. Benson. �[Page 2] The letter to which the writer intended doubtless to refer was written to Capt. Jewett, and I believe bore date June 5th. 1852. The reason why I stated that it did not have my approval was this when the letter was published in the “Herald” and my attention was just called to it. I was greatly surprised, as I had no recollection of every having seen such a letter; and thought it strange that Mr. Webster should have sent such a letter without having submitted it to me. I went directly to the State Department, and asked to see the drafts, (supposing it possible that in the hurry of business, I might have see and approved it without recollecting the fact. Mr. Hunter found and showed me the draft which had no approval of mine upon it and had not even been folded or enveloped, as was the usual practice in sending up papers for my examination and approval; and if I �[Page 3] recollect right, even that draft did not contain the post script, directing the letter to be kept a secret. I therefore concluded with entire confidence that I had never seen or approved the letter. But you say think it is said that this draft on which my approval is endorsed, was brought to the department from Marshfield where it was found among Mr. Websters papers after his death. If this be true, or course I can say nothing about it further, than that I have no recollection of ever seeing the letter until it was published, and I never before heard that there was any other draft of it, than that shown to me by Mr. Hunter which certainly did not contain my endorsement. I wish you would take this letter and go to Mr. Hunter and ask him to give for me a statement of the facts in the case, and if any such paper has been placed in the �[Page 4] department since Mr. Webster’s death, ask him to obtain the consul of the Secy. of State to send it to me for inspection, and I will return it again to the Department. I only desire to see it for the purpose of doing justice to myself and especially to Mr. Webster. I have no reason to suppose that Mr. Webster intentionally kept the letter a secret from me. If it was not submitted for my approval; the neglect arose from accident and not from design; and he always insisted that it was submitted form my approval, but for the reasons which I have stated, I always believed that he was mistaken. If, however, the draft is there, containing my endorsement, that will settle the matter and show that I have been mistaken, and not he.
