I hope you have not irrevocably consigned me to a stygian[?] adventure on a slab for you know how averse I am to a [?] atmosphere, and that I may convince you that it is all owing to Manifest Destiny. A victim of neglect indirectly. That no[?] [?] what may be essential to our final reckoning. I will come to the reality as they are. Your letter dated May 4th was duly recd and sir [?] most eagerly devoured and just now I have reread it and find it true the “older feeling” something. Satan maybe has made me neglect correspondents generally for the last month and have me up in the law. Shall no letter excuse �you know [?] how impossible it is for me to lie. It is all destiny. For the last week we have had recess in school. I have read but little “de Beneesse”[?] for the simple reason that there have been anniversaries in Boston continually through the week. The Orthodox Universalist Unitarian, the Abolitionist and Womans Rights devotees all met, each set for their separate good time. Boston being but a good wall from here I have been a freely regular attendant at their festivals, hearing their big guns and judging them from observations freely presided at the Universalist festival most vehemently at the Abolitionist gathering. The thing through was a scandalous affair, perhaps because I have no sympathy with them. We heard some rare elegance from Garrison, Emmerson [Emerson] �Douglass & Philips, the latter a most splendid orator. He keeps your heart pounding without a seeming effort. He’s an old hero. Their motto seems to be war against every popular and prevalent institution. Their invectives came as has at the Orthodoxy as at Union men. The Woman’s rights convention as the most amusing affair but I cannot now detail the procedure. I attended a Republican ratification meeting in old Faneuil Hall the other night! Went off good. It is the fourth of the five copies made by Lincoln of his immortal speech. It is the second draft of what is known as the standard version of the Address, viz., the speech as it was delivered by Lincoln at the dedication of the Gettysburg Battlefield Cemetery. The first two drafts in the Library of Congress differ from the spoken Address, viz., from the Bancroft manuscript, in several particulars, most important of which is the omission of the significant words, "Under God." The first draft to contain these words is what is known as the Keyes copy, which is now in private hands. The first two drafts, made prior to the delivery of the Address, are in the Library of Congress. The present manuscript has been until recently in the possession of the Bancroft family. It is in magnificent state of preservation. Its condition, in fact, is the finest of any of the five copies. Also, it has this important superiority over any of the other four copies. It is the only one accompanied by a letter (A.L.S.) of Lincoln transmitting the manuscript; it has the original envelope addressed and franked by Lincoln as well. This gives to the Bancroft copy an outstanding distinction. The manuscript is written on two quarto sheets; the letter on one page octavo. What is the commercial value of this manuscript? No American manuscript of greater interest or importance has ever come into the market place. What shall it be compared with? With the transcript of the Declaration of Independence in the hand of Thomas Jefferson? With the manuscript of Washington's Farewell Address? But these two are permanently locked in institutional collections forever beyond the reach of a private collector. Certainly it is reasonably conservative to regard Lincoln's Gettysburg Address as the most valuable, the most important American manuscript that is now or is ever likely to come within the range of even the wealthiest collectors' powers of acquisition. Charles Sumner said of the Gettysburg Address: "That speech, uttered at the field of Gettysburg and now sanctified by the martyrdom of its author, is an immortal act… The battle itself was less important than the speech. Ideas are always more than battles." If the Gettysburg Address were his only legacy to posterity, it would justly entitle Lincoln to a foremost place in the pantheon of immortals. �Executive Mansion Washington, Feb. 29, 1864 Hon. Sargent My Dear Sir I have just received yours and am most heartily glad there is no danger of a change in the office of Commr of Customs I am astonished our old friend Bingham should have talked about “if a vacancy occurred.” He owes you too much to use an “if” in that way and beside he ought to know a change could not be made without very good detriment to the department. I have written Mr. Ferris as you requested asking him to call upon you. I presume he will do so. If you could make him think it best to join you and Mr. Hartley in putting things back where they were before Hale played that game �[Page 2] I should be much rejoiced. Mr. Ferris is for aught I know a friend of mine and I think he would have no hesitation if he were satisfied it would meet the wishes of his friends in this county of moving in the matter. I have not the least doubt but I could get a thousand names asking for my reappointment but I abhor that method of doing things. I wish the Judge could see it would be best for the party and for himself personally to make that change. Let Mr. Parmenter have his former place as clerk which would perfectly satisfy and then shape up the office about right and Judge Ferris would be pretty sure of continuing awhile at Washington. As it is he is just as sure of losing his place. The office is not run by Mr. Parmenter but a political clique who are not “Ferris men.” You must be satisfied by this �[Page 3] time. I am certain then Mr. Parmenter cannot perform the duties of the office with any kind of efficiency. If it were not for Mr. Orvis & Mr. Pierce who are very good officers he could no nothing. It is not possible to keep up an efficient force along the line without constant oversight. I do not think he has visited the offices once in a year where I spent more than twenty miles from the nearest office where any duties are collected and remains there year after year. He has four clerks there where I had two so his own services are not needed and so far as I know he does not attempt anything. I have spent much time there of late and can speak from personal knowledge. You asked in your letter, how we �[Page 4] were getting along with our settlement of old seizures. We can never reach it unless you direct Mr. Parmenter to do it. The money for seventy of those seizures has been in his hands ever since he took the office or very soon after. It is true he has told me more than ten times before we were in Washington last winter that all that money was forwarded to the Assistant Treasurer in New York. When we were in your office as you may recollect he said he did not mean that, but all the govt share for all the seizures was deposited. It now turns out neither statement was correct. Not a cent of the money had been deposited upon Seventy of those seizures. In Forty-four of those oases he has paid the Informer but held on to the govt & collectors share If you till order him to pay the collector and deposit the govt share it would go very far toward a settlement. If you do not do this I know no reason why he cannot keep those funds in the safe for years to come as well as he has for the two and half years past Most & truly yours H. He has very many friends in my state, all of whom would regret to see him removed from his present position. I have been thrown a good deal in contact with Mr. Sargent of late, and regard him as a most capable, honest, efficient officer. I do not believe that a change in his office would benefit the public service.
